WELCOME
The North Las Vegas City Council welcomes each of you to their meeting. Council
Meetings are usually held the first and third Wednesday of each month at 4:00 P.M. at the
North Las Vegas City Hall, Council Chambers, although the date or time may change, or
additional meetings may be called at other times. Contact the City Clerk’s Office, or watch
for posted agendas for other meetings.
The North Las Vegas City Council Chambers is accessible to all persons. If
you need special assistance to attend and participate in the City Council
meeting, please call Relay Nevada, a free service provider for deaf, hard of
hearing, deafblind, or those having difficulty speaking on the phone, by
dialing 711. Call at least 72 hours in advance of the meeting in order to
speak to City offices in order to submit your comments on agenda items.
The City of North Las Vegas is pleased to provide AIpowered interpretation
services through Wordly. Wordly provides realtime interpretation services
for each scheduled public meeting of the City so that participants can
choose from their preferred language interpretation through audio on a
mobile device or visual transcript on a mobile device. To access, scan the

Items on the agenda may be taken out of order. Two or more agenda items may be
combined for consideration or items may be removed from the agenda or have the
discussion delayed to another date. For general questions regarding this agenda or for
supporting material, please contact Jackie Rodgers, City Clerk at (702) 6331030. You
may provide comments online or by email prior to the meeting. Information for
submitting comments can be found on the City’s website.
If you attend the meeting and wish to speak on a particular item, please complete one of
the blue cards located at either the table outside the main entrance to Council Chambers
or at the podium rail inside Council Chambers and submit the card to the City Clerk. We
request that you limit your comments to less than three minutes and that you avoid
repetition. If you are attending the meeting in person, we also request that you remove your
hat and/or sunglasses, as applicable, before speaking to the City Council.
North Las Vegas Municipal Code (NLVMC) 2.04.150(C) provides that any person making
personal, impertinent, slanderous, or profane remarks or who willfully utters loud,
threatening or abusive language, or engages in any disorderly conduct which would
impede, disrupt, or disturb the orderly conduct of the meeting shall be called to order by
the presiding officer. If such disorderly conduct continues, the presiding officer at the
meeting may bar the disruptive person from the remainder of the meeting. NLVMC
2.04.150(D) provides that people attending the meeting shall not engage in disorderly
conduct such as hand clapping, stamping of feet, whistling, using profane language,
yelling, and similar demonstration that disturbs the peace and good order of the meeting.
These proceedings can be viewed in person at Council Chambers or live online at the
City’s website. Council meeting video is recorded for future viewings on KCLV, Cable
Channel 2. The video of the meeting is rebroadcast on KCLV Channel 2 the Friday after
the meeting at 4:00 P.M. and rebroadcast the next week on Tuesday at 12:00 P.M. and on
Thursday at 6:00 A.M. The video of the meeting is published to the City’s Public Access
Portal the day after the meeting.

Fire Department to Increase the Contract Amount from $50,000 to $70,000 Annually or

4. Bid Number B-1708; Purchase Agreement with Thatcher Company of Nevada, Inc. in
an Amount Not to Exceed $1,263,060, for the Purchase of Wastewater Treatment
Chemicals, Funded by the Utilities Enterprise Fund; and Authorize the City Manager or
Designee to Extend the Term for up to (2) Two-Years. (Citywide) (For Possible Action;
Recommendation – Approve and Authorize)
5. City Hall Elevator Maintenance Services Agreement with Otis Elevator Company to
Provide Routine Maintenance and Emergency Repair Services on Elevators 1, 2 and
3 at City Hall in a Total Amount Not to Exceed $64,500; First Year $22,500, to Include
the Installation of the Otis ONE Platform; Second Year $21,000; and Third Year
$21,000 for a (3) Three-Year Term. (Ward 1-Barron) (For Possible Action;
Recommendation – Approve)
6. Grant Application and Acceptance of Any Resulting Grant Award from the State of
Nevada for the FY2023 Emergency Management Performance Grant Program in the
Total Amount of $172,650.75; Approval of the Required Match in Local Funds, in the
Amount of $172,650.75 to Fund Emergency Management Program Expenses for the
North Las Vegas Fire Department. (Citywide) (For Possible Action; Recommendation

7. Grant of Non-Exclusive Utility Easement to Kern River Gas Transmission Company on

Street Right-of-Way between E. Centennial Parkway and E. Azure Avenue (Ward 4 –

8. Memorandum of Agreement amongst North Las Vegas, Clark County, Boulder City,
Henderson, Las Vegas, Mesquite, the Regional Transportation Commission of
Southern Nevada, and the Southern Nevada Water Authority to Collaborate on a
Competitive Grant through the U.S. Environmental Protection Agency’s Climate
Pollution Reduction Grants Program. (Citywide) (For Possible Action;

9. Services Agreement with Logistical Solutions, LLC for Interior Painting of Silver Mesa

11. Appeal of the Planning Commission's Decision to Approve SUP-61-2023 (USA Auto
Service) Applicant: Diversified Partners LLC. Request: A Special Use Permit in a C-
1 (Neighborhood Commercial District) to Allow a Vehicle, Boat, and Recreational
Vehicle Service Facility, Located at 2024 West Ann Road. (Ward 3-Black) (For

12. Ratify the North Las Vegas Police Officers Association Corrections Non-Supervisor
Collective Bargaining Agreement for the Period of July 1, 2024 through June 30,

13. Resolution No. 2724, A Resolution of the City Council of the City of North Las Vegas
Adopting the 2024 Clark County Multi-Jurisdictional Hazard Mitigation Plan to Reduce

14. Appointment of Micaela Rustia Moore as City Manager Effective Upon the
Resignation of City Manager Dr. Ryann Juden and Authorization for City Staff to

of deliberation or action but may be referred to the City Manager for action at a later date. Please state your

ADJOURNMENT
The City Clerk keeps the official record of all proceedings of the City Council. In order to maintain a
complete and accurate record of all proceedings, any photograph, map, chart, or other document used in
any presentation to the Council should be submitted to the City Clerk. If materials are to be distributed to
members of the City Council, please provide thirteen copies for distribution to the City Manager, Assistant
City Manager, City Attorney, City Clerk, and Staff.
