CALL TO ORDER
Mayor Emrich called the meeting to order at 1:00 p.m.
ROLL CALL
Present: 5- Mayor Pete Emrich, Commissioner David Duval, Commissioner Demetrius
Petrow, Vice Mayor Barbara Langdon and Commissioner Philip Stokes
ALSO PRESENT
City Manager Fletcher, City Attorney Fuino, City Clerk Faust, Board Specialist Lindner,
Police Chief Garrison, Fire Chief Titus, Parks and Recreation Director Pfundheller,
Aquatics Manager Poulos, Communications Manager Bartolone, and Social Services
Manager Carrillo.
Mayor Emrich read statement regarding rules of decorum.

The Pledge of Allegiance was led by Tim Doyle.
1. APPROVAL OF AGENDA
Mayor Emrich requested a motion.
A motion was made by Commissioner Stokes, seconded by Vice Mayor Langdon,
to approve the agenda as presented. The motion carried on the following vote:

3. GENERAL BUSINESS:
A. 26-0700 Discussion and Possible Action Regarding the Parks & Recreation
Department's Details of Service Delivery.
Mayor Emrich announced the item.
Mr. Fletcher introduced the item.
Ms. Pfundheller provided a presentation including overview, organizational evolution,
performance metrics, cost recovery model, community benefit breakdown and
framework, special events, system, public satisfaction, trust, and snapshot,
maintenance division, and level of service modes.
Mr. Fletcher spoke to goals, events, and budget processes.
Commission questions and discussion took place regarding maintenance outsourcing,
shared equipment usage analysis, event sponsorship budget, sports league costs,
parade sponsors, visitor tracking, contract clarifications, commercial development,
enhanced services, asset investments, taxes and fees, amenity uses, referendums,
Aquatics Center rental uses, childcare programs, construction upgrade, conservation
easement, revenue, and impact fees.

further discussion.

B. 26-0701 Discussion and Possible Action Regarding the Communications
Division's Details of Service Delivery.
Mayor Emrich announced the item.
Mr. Fletcher introduced the item.
Mr. Bartolone provided a presentation including agenda, decentralized versus
centralized communications, roles and responsibilities, benefits of centralization,
accomplishments, value provided and costs, and future outlook.
Mr. Fletcher spoke to benefits, misinformation, and communication improvements.
Commission questions and discussion took place regarding transparency, past media
communications and future changes, reputation and value, commercial growth,
Homeowners Association (HOA) meetings, emergency communication outlets,
customer service, and social media.

Details of Service Delivery.
Mayor Emrich announced the item.
Mr. Fletcher introduced the item.
Ms. Carrillo provided a presentation including overview, agenda, mission and
organization, key functions and services, direct services and administrative support,
reasons for existence, grants and partnerships, community events, filling gaps and not
duplicating services, Family Service Center (FSC) Community Education Center (CEC),
and accessing services.
Mr. Fletcher spoke to financial model.
Commission questions and discussion took place regarding goals, FSC and CEC
building conditions, county funding clarifications, duplication of services, nonprofit
coordination, transportation barriers, vulnerable populations, and digital access barriers.

provided a staff recommendation. Questions on these materials may be directed to the staff member who prepared

The North Port City Hall is accessible in accordance with the Americans with Disabilities Act (ADA). Designated,
accessible parking is available on the west side of City Hall, with building access from the parking area.
