CALL TO ORDER
Mayor Stokes called the meeting to order at 10:00 a.m.
ROLL CALL
Present: 4- Vice Mayor Pete Emrich, Commissioner Barbara Langdon, Commissioner David
Duval and Mayor Philip Stokes
Absent: 1- Commissioner Demetrius Petrow
ALSO PRESENT
City Manager Fletcher, Interim City Attorney Golen, City Clerk Faust, Board Specialist
Lane, Police Chief Garrison, Fire Chief Titus, Deputy City Manager Yarborough,
Emergency Manger Aloisio, Deputy Emergency Manager Nevarez, Planning and Zoning
Manger Fiorelli, Public Works Director Speake, Public Works Deputy Director Wisner,
and Assistant Director of Development Services Barnes.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Deputy City Manager Yarborough.
1. PUBLIC COMMENT:
Jill Luke: Spoke to recycling at senior center, past commissioner presence at
groundbreakings, and linear parking.
2. PRESENTATIONS: TIME LIMIT OF 15 MINUTES
A. 25-2185 Presentation Regarding the 2025 Hurricane Season and City
Preparedness Efforts.

Ms. Aloisio and Mr. Nevarez provided a presentation including 2024 hurricane season
highlights, improvements, 2025 predictions, primary contributing factors, preparation, and
residents’ role.
Commission questions and discussion took place regarding employee training sessions,
WebEOC, Sarasota County Emergency Operation Center (EOC) representative, and
financial impacts.
There was no public comment.
B. 25-2204 Presentation Regarding an Inventory List of City-Owned Surplus Property
Sites that are Appropriate for Use as Affordable Housing
Mayor Stokes announced the item.
Mr. Fletcher introduced the item.
Mr. Fiorelli provided a presentation including regulations, parcel count, and property
utilization.
Commission questions and discussion took place regarding list criteria, drainage
reservoir designation, Live Local Act, and potential affordable housing locations.
There was no public comment.
C. 25-2093 Presentation and Possible Direction on a Proposed Assessment for
Tamiami Trail Linear Parking.
Mayor Stokes announced the item.
Mr. Fletcher introduced the item.
Vita Quinn, SCS Engineers, provided a presentation including background, non -ad
valorem assessments, costs, assumptions, and recommendations.
Commission questions and discussion took place regarding funding options, parking
meters, business assessments, economic development, parking strategies, trip
calculations, use of Surtax, and maintenance costs.
Public Comment:
Mike Morales: Spoke to funds previously obtained.
D. 25-2124 Presentation and Possible Direction on the Facility Condition Assessment.
Mayor Stokes announced the item.
Mr. Fletcher introduced the item.
Ms. Wisner provided a presentation including facility condition assessment overview,
facility condition index (FCI), and needs by priority level.
Commission questions and discussion took place regarding funding for maintenance, and
funding sources.

4. ADJOURNMENT:
NOTICE OF AVAILABILITY OF REPORTS - The Agenda is a summary of the proposed actions to be taken by the City
Commission. For almost every agenda item, the City staff has prepared materials for Commission consideration and
provided a staff recommendation. All of these materials are available at the City Clerk's Office, during normal
business hours, for inspection and (for a fee) copying. Questions on these materials may be directed to the staff
member who prepared them, or to the City Clerk's Office, who will refer you to the appropriate person.
AMERICAN WITH DISABILITIES ACT OF 1990 - The North Port City Hall is wheelchair accessible. Special parking is
available on the west side of City Hall and the building may be accessed from the parking area. Persons with hearing
difficulties should contact the City Clerk to obtain a hearing device for use during meetings.
