PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by City Manager Fletcher. 1. PUBLIC COMMENT: Jill Luke: Expressed support of the City’s rebranding efforts and recent staffing changes. 2. GENERAL BUSINESS: A. 26-0279 Discussion and Possible Direction Regarding the City of North Port's Mission, Vision, Values, Logo and Taglines. Mayor Emrich announced the item. Mr. Fletcher introduced the item. Commission questions and discussion took place regarding proposed language, authenticity, economic development considerations, serving versus empowering the community, quality of life priorities, transparency, engagement, respect, housing and healthcare strategies, workforce retention, and community success. Ms. Sutherland continued the presentation including strategic pillars. Commission questions and discussion continued regarding language refinement and core characteristics. Ms. Sutherland continued the presentation including taglines. Commission questions and discussion continued regarding tagline preferences, growth considerations, public input, environmental stewardship, and internal departmental involvement. Ms. DeCastro continued the presentation including color palettes, typography options, logo styles, and potential applications. Commission questions and discussion continued regarding design preferences, color usage, typography selection, historical representation, public engagement, and next steps. There was no public comment. Recess was taken from 11:22 a.m. to 11:37 a.m. No direction was given on this item. B. 25-3064 Discussion and Possible Direction Regarding Assessment Options for Funding the Solid Waste Transfer Station Completed by Stantec Consulting Services, Inc. Mayor Emrich announced the item. Mr. Speake introduced the item. Mr. Peter Napoli, Stantec, provided a presentation including background, capacity allocation, customer class allocation, existing customers assessment calculation, future customers assessment calculation, vacant scenarios, vacant bill distribution, commercial allocation, rate plan, baseline scenario, assessment scenario, and a two -year assessment scenario. Commission questions and discussion took place regarding financial impacts, apartment and high-density development considerations, affordable housing implications, project timing, ratepayer impacts, vacant and undeveloped parcel assessments, special assessment procedures, legal methodology, combined property treatment, and social service considerations. There was no public comment. Mayor Emrich requested a consensus. Consensus was requested to move forward with the one -time Fiscal Year 2027 transfer station assessment. 3. PUBLIC COMMENT: There was no public comment. 4. ADJOURNMENT: NOTICE OF AVAILABILITY OF REPORTS - The Agenda is a summary of the proposed actions to be taken by the City Commission. For almost every agenda item, the City staff has prepared materials for Commission consideration and provided a staff recommendation. All of these materials are available at the City Clerk's Office, during normal business hours, for inspection and (for a fee) copying.
