Approved MINUTES OF A MEETING OF THE ADMINISTRATION & FINANCE COMMITTEE VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS May 21, 2013 Chairman Scolaro called the meeting to order at 7:38 p.m. in the Terrance Room of the Village Hall. Committee members present were: Trustee Ciesla and Chairman Scolaro. Others present: Trustee Buehler, Absent: Trustee Karagianis. Trustee Heller, and Trustee Israel. Staff present: Village Manager Nahrstadt, Assistant Village Manager Kiraly, Assistant to the Village Manager K. Maltas, Director of Finance J. Rowitz, and Village Clerk Ford. Hear From the Audience There were no comments from the audience. Discussion – Contributions for FY 2013/14 Budget Chairman Scolaro made an opening statement advising that there are eight requests this year. The first 5 have been supported in the past. Trustee Heller advised he will recuse himself from discussion of one of the requests. Chairman Scolaro stated that last year, the Village donated $10,780 to NCDAA. A 501(c)(3). Chairman Scolaro stated that the operations of NCDAA were being transitioned to the YMCA and that the YMCA has requested similar funding for NCDAA programs, but did so only recently. Chairman Scolaro recommended that consideration of this request be deferred until the YMCA has finalized all the legal and accounting matters related to absorbing NCDAA. Trustee Ciesla moved to extend NCDAA’s deadline to 8/31 and potentially offer NCDAA funds of $10,800. Chairman Scolaro seconded the motion. On a voice vote, the motion unanimously carried. . Chairman Scolaro shared the 5 requests: Youth Services of Glenview & Northbrook $63,000 Northbrook Historical Society $11,000 Northbrook Symphony Orchestra $ 5,000 GBN Grad Night $ 1,000 Northbrook Woman’s Club $ 500 Chairman Scolaro stated he would like to see presentations from: New Foundation Center $ 3,000 The Josselyn Center $ 7,500 Trustee Ciesla advised she doesn’t believe that the Symphony is a service organization and therefore should not be funded. She agreed that others are certainly worthy of funding. Chairman Scolaro suggested the Symphony offer a presentation. Trustee Israel advised that $500 for GBN Grad Night doesn’t include volunteers, etc. Following a brief presentation from Youth Services, Chairman Scolaro stated that Youth Services was advised that should a need arise in the near future, an additional request for funds in regards to a Page 2 April 23, 2013 Administration & Finance Committee Meeting specific program could be requested this fiscal year. Trustee Heller advised if this group doesn’t provide the services, Northbrook Police would have to. Trustee Israel agreed to increased funding if possible. Trustee Buehler concurs that the reductions this group has faced are harsh. Trustee Ciesla asked which new programs would be able to be launched with increased funding. Village Manager Nahrstadt advised there will be more interaction with Youth Services moving forward. Trustee Ciesla moved to fund the following: $63,000 Youth Services of Glenview & Northbrook $11,000 Northbrook Historical Society $ 500 GBN Grad Night $ 500 Northbrook Woman’s Club Chairman Scolaro seconded the motion. On a voice vote, the motion unanimously carried. The Northbrook Symphony then presented their request for funding. Trustee Heller stated that he supports the grant and that the Village supports other cultural programs, and residents believe this is valuable. Along with supporting groups in need, we should also review groups bringing pleasure. Trustee Ciesla moved that the question of $5,000 for this group be on the next Village Board agenda as a separate item. Chairman Scolaro seconded the motion. On a voice vote, the motion unanimously carried. Chairman Scolaro stated that New Foundation had requested $3,000 last year however it was not granted. This group was asked to submit a formal request this year and present their case to the Committee. Following a presentation from New Foundation, Trustee Ciesla recommended approval of $3,000 as requested. Chairman Scolaro seconded the motion. On a voice vote, the motion unanimously carried. Trustee Heller recused himself at 8:30 p.m. The Jocelyn Center presented their request for funding. Trustee Ciesla advised that the Josselyn Center has an excellent reputation and moved to approve the $7,500 request. Chairman Scolaro seconded the motion. On a voice vote, the motion unanimously carried. Adjournment There being no further business, Trustee Ciesla moved, seconded by Chairman Scolaro, to adjourn the meeting. MEMORANDUM GENERAL GOVERNMENT TO: RICHARD NAHRSTADT, VILLAGE MANAGER FROM: KENDAL MALTAS, ASSISTANT TO THE VILLAGE MANAGER DATE: MAY 17, 2013 SUBJECT: FY 2013/2014 VILLAGE CONTRIBUTIONS Each year, the Village of Northbrook receives a number of requests for contributions from community non-profit organizations. Since Fiscal Year 2011/2012, the Board has allocated a total amount for contributions during the budget process, determining the funding for individual organizations after the budget is approved. The Board of Trustees allocated $91,000 in the approved Fiscal Year 2013/2014 Budget, account #: 11- 1110-584-00. Last year, FY 2012/2013, $163,500 was approved. For FY 2013/2014, the Village-initiated Senior Taxi Program and Arts Commission were included in other accounts. Also, funds for the Village’s Fourth of July celebrations, which for FY 2013/2014 are now a joint venture between the Village and the Northbrook Park District, have been moved to another account. Staff made contact with the organizations that sought a contribution in FY 2012/2013, as well as a new requestor for 2013/2014. The organizations were asked to submit the following:  A formal cover letter highlighting the organization’s request;  A brief, one-page memo describing the organization and how the Village’s contribution would be used;  If the organization received a Village contribution in FY 2012/2013, a brief memo describing how that money was used; and,  An income statement and balance sheet from the previous operational year for the organization. All but one of the organizations that received a contribution last year has again applied this year. The New Foundation Center of Northfield, a new request last year that did not receive funds, has resubmitted this year. You may recall from last year’s discussion that the Center was encouraged to resubmit for FY 2013/2014. In addition, we received a first time request for funding from the Josselyn Center located in Northfield. Following on the next page is a chart showing the organization, the amount granted to them last year, and their current request.
