APPROVED MINUTES OF A MEETING OF THE ARCHITECTURAL CONTROL COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY February 9, 2012 Chairman Schwall called the meeting to order in the Terrace Room of the Village Hall at 5:32 PM. On roll call, present were: Members Jordison, Katz, Town, and Chairman Schwall (4); Absent: Heidbrink, Menn, and Rubenstein (3); also present: M. Kohlstedt, Village Planner; T. Poupard, Director of Development and Planning; N. Desario, Assistant Director of Building; and S. Marinovic, Recorder. Public Comments There were no comments from the public at this time. Review of minutes Member Katz moved, seconded by Member Town, to approve the minutes of January 12, 2012. On voice vote, the motion carried. Level III Design Reviews 1927 Cherry Lane – Three Bags Full Knitting Studio request for a wall sign Planner Kohlstedt introduced the application. Ms. Lynette Swanson of Three Bags Full Knitting Studio was present. Planner Kohlstedt confirmed that the light fixtures above the sign would be in white and that the sign was compliant with the zoning code. The Members needed to consider if the sign integrated well with the surroundings, was the sign scale integrated with the existing signs in the shopping center, was the sign unobtrusive, was the sign properly sized for pedestrian scale. Member Jordison asked what color the current lights in the center were. The other fixtures in the shopping center varied. Ms. Swanson stated that the color of the light fixtures was consistent with the color of the sign and provided a sample of the sign. The sign itself was not illuminated. Member Town asked if the sign fabricator could make the lettering deeper to provide some depth to the sign rather than flatness; it was determined that the depth could not be changed. He found the size of the sign acceptable. Planner Kohlstedt asked if two or three light fixtures would be appropriate above the sign. The Members agreed that three fixtures would be appropriate. Member Town moved, seconded by Member Katz, to approve the proposed sign as presented this evening and was subject to the following conditions: the sign should be flush mounted to the façade on the fascia above the business entrance, the three light fixtures should match as closely as possible to the Marcello’s light fixtures in style and should be white in color that compliments the sign. The approved sign colors were PMS Blue 2717 and PMS Green 622 as well as some white and black. On voice vote, the motion carried. 1356 Shermer Road – Rooftop Alteration to an Existing Mixed Use Structure Planner Kohlstedt presented the application. Mr. James Isberner of Chicago Ironman Builders was present. The applicant was requesting to install a two-foot guardrail on top of the roof to be mounted to the existing two foot brick parapet in addition to a six foot privacy fence on top of the two-foot tall parapet. The reason for the privacy fence was due to the fact that patrons of the establishment next door tend to throw garbage on top of the roof and this would prevent that from happening. The guardrail would be supported with a metal post. Member Town asked if the fence would be painted. Mr. Isberner stated it would be treated lumber but not painted. Member Katz asked if the fence was board on board or dog-eared fencing. Mr. Isberner replied that it was board on board. Member Town asked if it was possible to use cedar fencing. Mr. Isberner stated that cedar was not used as it was cost prohibitive. Chairman Schwall asked how the fence was staggered. Member Town suggested a straight line with a cap. Member Katz asked why a six-foot fence was being used instead of a shorter fence. Mr. Isberner stated that this height fence fit right underneath the electric services and was an appropriate height to deter next door patrons from throwing debris on the roof. Chairman Schwall asked how it would be mounted. Mr. Isberner stated that the clay tile would be taken off and aluminum pipes would be installed into the brick. Supports would be on the brick at the end of the wall with steel posts spaced throughout. Member Katz suggested a five-foot privacy fence with a cap instead of the proposed design. He stated that the fence would blend in with the surrounding colors. Member Town agreed that a five-foot fence would be less imposing while still providing privacy. Member Katz moved, seconded by Member Town, to approve the proposed railing as shown on the exhibits presented this evening and to approve a privacy fence on two ends subject to the following conditions: the fence to be no more than five feet in height with a cap on top emulating the cap on the railing. Additionally, the fence is to be a flat fence with side by side boards and no spaces in between. On voice vote, the motion carried. Level II Design Review Permit 1100 Waukegan Road – Northbrook Bank & Trust request to modify and existing ground sign Planner Kohlstedt presented the application. Ms. Jessica Heath- Bolden of White Way Signs was present. All Members were in favor of the addition of text to the sign. Member Katz moved, seconded by Member Jordison, to approve the proposed sign with the added text “A Wintrust Community Bank” to match the existing lettering style, would be a maximum of eight inches in height and a total of fourteen feet in length, to be painted black enamel and flush mounted to the curved brick. On voice vote, the motion carried. Building Designs – Referred by Board Docket No. 11-11: 1000 Sunset Ridge Road – An Assisted Senior Living Facility Planner Kohlstedt provided a summary of the proposed development. Mr. Jerrold Frumm of Senior Lifestyle Corporation, Mr. Nicholas Patera of Teska, and Mr. James Moyer of SAS Architects were present. Planner Kohlstedt stated that in 2008, a similar proposal came through. This new project would be rezoned upon approval. The Plan Commission reviewed the proposal and they deferred to the ACC for comment and consideration of the architectural features. This would be a two-phase development and would be solely an assisted living facility. There would be a total of 188 units with 93 parking spaces. The site would be accessible from Sunset Ridge Road. The applicant also proposed a restricted fire access road. The applicant had applied for special approval for a height variance in the RS District. The landscaping plan was compliant with foundation landscaping and parking lot lighting. Phase 2 of the project would include a single story building. Jerry Frumm came forward to present to the Members. He summarized that the facility would be a licensed facility with a mix of studios, one and two bedroom units. The nearest residence was 340’ away. The site was nine feet below elevation of the nearest single family homes on the other side of the tracks. The developers have met with the homeowners to the west and a majority are in favor of the project. Jim Moyer presented further information. The developers worked with the Northbrook Fire Department to ensure a proper and appropriate turning radius for the site. Chairman Schwall asked if there was a possibility that the one story structure in phase 2 could become two story. Mr. Moyer stated that it was a possibility. Member Town asked what would trigger that change. Mr. Frumm stated that demand would drive that decision. Planner Kohlstedt stated that if the Phase 2 increased in any manner the Applicant would need to go back through the public hearing process to amend any special permits. Mr. Moyer continued that the line of sight from the neighboring residences were nine feet below grade from their viewpoint. A majority of the building would be utility size face brick which would be consistent with other buildings in the area. The base would be natural stone and the window fascia would be sandstone. The clear glass, low E rated windows would be fiberglass or vinyl and the limestone surround would be buff in color. The balconies would be cantilever concrete. The overhang for the gutter, fascia and soffit would be sandstone. All materials would be maintenance free. Aluminum would be used at the roofline. Nick Patera presented the landscaping plan. Part of the plan was to ensure that there pedestrians would be able to walk by the site. He spoke with the Village tree preservationist for tree recommendations. Chairman Schwall asked if there would be fencing. Mr. Patera stated there would not be. There would be plantings along the Barnaby’s property line which would provide adequate screening. Member Town commented that the materials were well suited for the area. Member Jordison asked what happened to the area if the need for Phase 2 never arose. Mr. Patera replied that a type of path network would be put into place rather than flat grass. Member Katz asked where an ambulance would be able to access the site. Mr. Frumm stated emergency vehicles would be able to come to the front door. If the main access were blocked, emergency vehicles would have access around the back of the facility. Member Town commented that more detail was added to the wings of the site which provides visual relief to the façade and felt comfortable with the design. Member Katz asked what the color was of the bay roof. Mr. Moyer replied that in small areas it would be copper roofing. Chairman Schwall noted the pergola on roof. Mr. Moyer stated the pergola was for a patio and garden area and would be made of cedar. Member Town asked if the windows opened. Mr. Moyer replied that they do open but with limited opening and the balconies would have traditional sliding doors. Chairman Schwall commented that he would like to see limestone and buff color carry thought with a limestone sandstone connection. Member Katz moved, seconded by Member Town, to approve the North Shore Place as presented this evening with materials as submitted and shown on the renderings subject to the following conditions: that the limestone surround around the windows and mortar used would be buff in color, the balcony railing would be darker in color similar to the light fixtures. On voice vote, the motion was approved. Amendments to Municipal Code – Duties of ACC & Monotony Review Director Poupard provided the Members with updated terms for each Commission Member. He asked the Members what direction they Members thought the Commission should take and where they would like to focus their attention. Chairman Schwall commented that he would like the Commission to be more involved in projects similar to when the Commission was involved with the Center of the North Shore project. Discussion of this topic will continue following President Frum’s meeting with the chairs of the Village commissions. Single Family Home Elevations The following Single Family Homes were reviewed. 2232 Scott Road – Antonio Fanizza, Assoc. Ltd. – Architect 676 Greenwood – ABD & Assoc., Ltd. – Architect Member Katz motioned, seconded by Member Menn, to allow Staff to review the elevations and handle the appropriate paperwork. On voice vote, the motion carried. 1722 Chapel Court – D&K Architects – Architect o The Members were concerned with the zoning issues, the lot coverage and potential colors of the home and asked Director Poupard to have additional information provided before the Commission approves the elevations. New Business There was no new business. Old Business There was no old business. Adjourn Member Town moved, seconded by Member Katz, that the meeting be adjourned.
