29 Chairperson Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at 5:45
30 PM. A quorum was present.

35 3. Review of Minutes
36 Commissioner Katz moved, seconded by Commissioner Heidbrink, to approve the minutes of the February 20,
37 2013 Architectural Control Commission (ACC) meeting without corrections. On a voice vote, the motion
38 unanimously carried.

40 4. Review of 2012 International Plumbing Code/2004 Illinois Plumbing Code and Local Amendments
41 Director Poupard explained that the plumbing code framework was unique. The State of Illinois established a
42 mandatory State Plumbing Code that all communities must follow. Municipalities may adopt more stringent
43 standards, but may not reduce the state requirements. In the past, Northbrook adopted the International
44 Plumbing Code (IPC) and amended the IPC, as necessary, to work with the state code. Director Poupard
45 recommended following this same approach in adopting the 2012 IPC and modifying the code, as necessary. He
46 also provided commissioners with a matrix highlighting the plumbing regulations of surrounding communities.

1 Inspector Reupert then lead the ACC in a review of Chapter 6, Article IV of the Northbrook Municipal Code, with
2 staff-suggested modifications. He explained that the suggestions were primarily intended to clarify current “gray
3 areas,” and, thereby, “move jobs along faster.” Specific ACC recommendations and comments were as follows.

6 The ACC recommended that relevant dates be updated to read “2012.”

8 301.3 Connections to the sanitary drainage system.
9 The local amendment was perceived as an unnecessary administrative detail and, therefore, the ACC

20 The Village Flood Hazard Ordinance rendered the local amendments unnecessary and, therefore, the
21 ACC recommended deletion.

24 The local amendment was perceived as unnecessary and, therefore, the ACC recommended deletion.

27 “pressure vacuum breaker” and “and spill resistant…assemblies” were perceived as unnecessary and,
28 therefore, the ACC recommended deletion.

31 To enhance sanitary practices and clarify the local amendment, the ACC recommended deleting “When
32 the public washrooms…water closet requirement” in re-lettered footnote “i.” Commissioners also
33 recommended that staff “clean-up” the remaining footnote to coincide with the relevant international
34 code.

36 In re-lettered footnote “l,” the ACC recommended specifying that, where possible, sill cocks or wall
37 hydrants should be located on opposing elevations of the structure.

40 Following discussion, the ACC requested that staff consider tweaking the local amendment to include
41 bottled water installations in cases of considerable hardship (e.g., where significant plumbing work
42 would be necessary to comply with the amendment).

27 Following discussion regarding the relative merits of polypropylene, including viewing a polypropylene
28 plastic pipe sample, and in an effort to remain competitive with surrounding communities, the ACC
29 recommended adding “Polypropylene (PP) Plastic Pipe or Tubing” and “Stainless Steel Pipe (Type
30 304/304L); (Type 316/316L),” as well as relevant standards and water temperature language.

18 The ACC recommended that a requirement of relevant warning signs to prohibit toxic fluids be added to
19 the proposed local amendment. Commissioners also requested that staff determine the cost and
20 availability of double-wall construction and report back to the ACC.

23 The ACC recommended adding the relevant IPC language.

26 The proposed language, “unless installed in accordance with section 405.10,” was perceived as
27 necessary and, therefore, the ACC recommended adding this language to the local amendment.

30 The ACC recommended adding “Polyvinyl Chloride (PVC) Pipe and Fittings” and relevant standards to
31 promote economic development in Northbrook.

43 The ACC discussed the relative merits of hydromechanical interceptors, including ease of installation,
44 greater efficiency, and ready availability. Accordingly, commissioners recommended adding the
45 proposed local amendment.

13 Chapter 13 Gray Water Recycling Systems and Appendix C Gray Water Recycling Systems
14 The ACC recommended deleting this chapter and appendix because relevant draft State of Illinois
15 requirements should be available soon. The Village will follow the new state requirements.

17 Inspector Reupert noted that the plumbing code will include appendices and the Village Website will provide
18 additional narrative. Commissioners commended staff for their work reviewing the plumbing code. At their
19 meeting next week, commissioners will review the 2012 Fuel Gas Code and 2012 International Mechanical Code,
20 followed by a formal recommendation to the Village Board of Trustees.

22 5. New Single Family Elevations
23 The ACC considered five new single family home elevations. Commissioner Katz moved, seconded by
24 Commissioner Rubenstein, to allow staff to review and process the appropriate paperwork for each of the
25 following elevations:
26 a. 1152 Cedar Lane – Town Studios
27 b. 1330 Hillside Road – Town Studios
28 c. 658 Laburnum – Hague Architecture
29 d. 1833 Maple – Wexler/Kollman
30 e. 4000 Maple – Fred Polito

32 On a voice vote, the motion unanimously carried.

35 There was no old business.
36 7. New Business – Next ACC Meeting at 5:30 PM on Thursday, April 11, 2013
37 Inspector Friedman informed commissioners of and encouraged them to attend a Village Electrical Commission
38 meeting on Thursday, April 4. At this meeting, the Electrical Commission will consider whether to recommend
39 revoking the contractor license of an electrical contractor who recently worked in Northbrook. Inspector
40 Friedman summarized the “no less than 100 violations” that, according to him, the contractor was responsible
41 for in a new, custom built home. Inspector Freidman explained that the contractor also performed inferior work
42 in another Northbrook home two months prior to the latest violations. The contractor was expected to attend
43 the April 4 meeting.

1 Chairperson Schwall inquired about what authority the Village had in such instances. Director Poupard
2 responded that the code dictated contractor license revocation for repeated violations and he noted that the
3 ACC might serve a similar role as the Electrical Commission for repeated, egregious plumbing violations.

5 Chairperson Schwall also inquired about charging additional fees for instances that require significant staff time,
6 to which Director Poupard responded that the Village was exploring this issue and currently penalized offending
7 contractors. The ACC discussed the appropriate role of the general contractor in such instances.

10 There being no further business, Commissioner Katz moved, seconded by Commissioner Rubenstein, to adjourn
11 the meeting. On a voice vote, the motion unanimously carried. Chairperson Schwall adjourned the meeting at
12 8:10 PM.
