Call to Order 28 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at 5:40 p.m. 29 A quorum was present. 30 31 2. Public Comments 32 There were no comments from the public. 33 34 3. Review of Minutes 35 There were no previous minutes to be reviewed. 36 37 4. Update on Status of Pending Plan Commission Applications – Skokie Boulevard Director Poupard advised an application was received for the Mariano’s project. A public hearing is anticipated in six weeks. Wal-Mart has not yet filed. 38 5. Design Review Permits 39 There are no permits for DRC. 40 41 6. Review of 2012 Building Related Codes & Possible Local Amendments 42 a) 2012 Fuel Gas Code 43 Director Poupard briefly reviewed the unedited version. 44 45 Page 2 Minutes of the April 11, 2013 Architectural Control Commission Meeting 1 b) 2012 Mechanical Code 2 Director Poupard briefly reviewed the unedited version. 3 4 c) 2012 Energy Conservation Code (& State Amendments) 5 Director Poupard advised that the 2012 International Energy Code & Amendments is now 6 mandated by the State of Illinois. Staff has attended this training. 7 8 d) 2012 Fire Code (vs. 2006 International Fire Codes) 9 Chairman Schwall asked how the Illinois Code relates to the International Code. Director 10 Poupard referred to the third page and noted that every municipality must follow the IECC. 11 12 Back to a) 2012 Fuel Gas Code 13 Assistant Desario advised that the wish is to not allow steel or galvanized pipes (i.e. pipe 14 coating, corrosion, improper joints, and copper). Discussion took place on other options. 15 Inspector Friedman advised that the amendment should say “metallic pipe and fittings”. 16 Inspector Reupert asked if a hardship is being created by mandating this. Inspector 17 Friedman replied – no. For upcoming permit requests, Director Poupard suggested a stamp 18 indicating “steel is prohibited”. Inspector Friedman stated that CSST should never be used. 19 Assistant Director Desario advised that 403.5.4 need not be added. 20 21 b) 2012 Mechanical Code 22 Director Poupard reported two changes. 23 24 Inspector Friedman explained 307.2.3 (Auxiliary and secondary drain systems); page 1 25 was referenced. 26 27 Director Poupard addressed Page 2. Inspector Reupert advised that the new energy 28 code somewhat contradicts (sealed mechanic ducts). 29 30 Fire Chief Nolan arrived at 6:11 p.m. 31 32 Director Poupard reviewed item 10 with diagrams. Inspector Friedman advised that the 33 minimum is 12 inches above grade or 12 inches above the snow load (of your 34 geographic area). It was referenced that Tom Skilling made that ruling. Director Poupard 35 advised that we haven’t averaged 24 inches of snow. Chairman Schwall mentioned he 36 has run into blocked furnaces. Director Frangiamore stated 24 inches sounds correct as 37 it is the highest water line. 38 39 Inspector Reupert advised some counties are required to take all venting through the 40 roof. It was stated that if permit requests become difficult, residents will not do it. 41 42 Inspector Friedman inquired as to if the 24-inch number is the correct one to use. 43 Director Poupard reminded we do not want to void residents’ warrantees. Inspector 44 Reupert proposed that the average snowfall has changed. Chairman Schwall stated 45 residents likely install the furnace as to mechanical specifications. Director Frangiamore advised 46 that Chicago’s average snowfall is 38 inches. Director Poupard advised that the number can 47 remain as is however more research can be done. Page 3 Minutes of the April 11, 2013 Architectural Control Commission Meeting 1 2 c) 2012 Energy Conservation Code (& State Amendments) 3 Director Poupard presumes no changes will be made. 4 5 d) 2012 Fire Code (vs. 2006 International Fire Codes) 6 Director Frangiamore distributed a copy of revisions, and stated that 14 pages of 7 amendments are now reduced to 8 pages. 8 9 A dinner break was taken at 6:23 p.m. The meeting resumed at 6:27 p.m. 10 11 Director Frangiamore reviewed Article VII. Fire Prevention Code 12  Conflicts were added (to obtain the most strict) 13  Added NFPA standards 14  Bonfires or……in an approved container 15  Deletions were noted 16  Various scenarios were discussed 17  506.3 - new verbiage is added 18  509.2.1 – a dedicated room is required in a strip mall 19  607.1.1 – one elevator must have an emergency generator 20  901.2.3 - Inspector Friedman noted a typo that should say “State Certified Professional 21 Engineer (PE)” 22  903.4.3 – floor control valves were rewritten 23  Standpipes were discussed 24  913.4 valves – only in fire code but not in building code (however should be) 25  913.6 – refers to fire pumps 26  914 – any new building must have a sprinkler system. Garages, etc. were discussed. 27 Director Poupard suggested a sprinkler in a garage. Director Frangiamore suggested 28 these areas be included in the square footage. 29  Locks, latches – will be written into the base code 30 31 Chairman Schwall departed at 7:02 p.m. 32 33  3301 – rather than an exception, it will be monitored 34 35 In summary, Director Frangiamore suggests the revisions be adopted. Director Poupard thanked everyone for 36 their patience, and stated everyone would receive revised copies. 37 38 7. Review of compiled Local Amendments & Wrap-up During May Meeting 39 The above was not discussed. 40 41 42 8. New Single Family Elevations: 43 a) 2635 Canterbury – Ken F. Brandeis – architect 44 45 Commissioner Town moved, seconded by Commissioner Katz, that Staff handle the above matter. On a 46 voice vote, the motion unanimously carried. Old Business 6 Commissioner Rubenstein asked if Commissioners are remaining/leaving this Commission. Director Poupard 7 advised there are no changes at this time. 8 9 11. Adjournment 10 There being no further business, Commissioner Menn moved, seconded by Commissioner Town, to adjourn the 11 meeting.
