Call to Order 24 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at 5:40 25 p.m. A quorum was present. 26 27 2. Public Comments 28 There were no comments from the public. 29 30 3. Review of Minutes 31 Bob Katz moved, seconded by Commissioner Schwall, to approve May 15th 2013 minutes for the 32 Architectural Control Commission (ACC) meetings without corrections. On a voice vote, the motion was 33 unanimously carried. 34 35 4. Design Review Permits – None 36 37 5. Proposed Changes to Previously Approved Meadow Ridge Plans 38 39 a. The Meadow Ridge planned development was seeking Village approval of their revised floor plan 40 and modified the building design for the “B” model. The review of plan changes was explained by 41 Daniel Ziven of KZF Development. Minor changes were made of footprint that increased the 42 square footage about 83 square feet. Michael Rubenstein made a motion that changes submitted 43 are acceptable and Robert Katz seconded the motion. Proposed Changes to Previously Approved Trim Features – 1000 Sunset Ridge 3 4 a. A request by the architect was submitted for the color change to North Shore Place from Sandstone to 5 White. However, it was a concern with the consistency of the color change. ACC may want to consider the 6 color to match the remainder of the outside trim such as the soffit, fascia and railings. The ACC has decided 7 to ask for a sample and confirm the selection of the remaining trim color. ACC Commission will continue this 8 discussion until more information is received. 9 10 7. Discussion of Cook County Building Material Recycling Ordinance and Possible Repeal of Northbrook 11 Municipal Code Requirements 12 13 a. In 2012, Cook County adopted its first demolition and construction material recycling ordinance. The 14 ordinance is applicable to municipalities, as well as unincorporated areas in Cook County. The Village 15 was among the first municipalities in the State of Illinois to adopt a comprehensive recycling ordinance. 16 The County ordinance is very similar to our local ordinance. ACC will examine the merits of repealing 17 our local regulations since builders must comply with the county standards too. The ACC will consider 18 repealing the local standards in order to streamline our regulations and eliminate unnecessary 19 regulations. 20 21 b. Applications for Demolition can be submitted via hard copy and the vendors will get submitted to the 22 county electronically. Demolition will go thru an electronic process called Green Halo. The recycling 23 Vendor will have a registered number with the county. Once the county demolition permit is approved, 24 the permit is issued within 48 hours. It was discussed if specific structures such as garages or shed 25 needed to mentioned. ACC discussed if specific language that specifies an interior demolition or 26 remodeling with concern to asbestos is required. Many contractors are complying with the Village of 27 Northbrook standards. There is a concern for the 48 hour approval from the County. It was agreed to 28 discuss with contractors on how the process is going with the County. Discussions are to resume in 29 August. 30 31 8. Overview of Major Development Proposals (Skokie Boulevard and Downtown) 32 33 a. Revised plans have been submitted for Wal-Mart and Mariano’s. ACC will discuss in the July 34 meeting unless any vacation plans interfere. 35 36 9. New Single Family Elevations were reviewed: 37 38 a. 1715 Penfold (R-4 District) – William Brown, Architect 39 b. 1124 Blackthorn (R-5 District) – Mark Golan, Architect 40 c. 2141 Techny Road (R-2 District) – BK Architects 41 d. 1819 Summerton Place (R-4 District) – JMB Architects 42 e. 3020 Koepke (R-3 District) – Northbrook Architects 43 f. 1233 Ridge Road (R-4 District) – Jennifer F. Blair, Architect 44 g. 449 Lee Road (R-2 District) – Kevin Thomas Kazimer, Architect 45 46 Bob Katz made a motion that all residences have passed review and Chairman Alan Schwall seconded the 47 motion. Old Business 6 7 a. It was discussed that there is a lawsuit pending with some municipalities for not meeting 8 insulation standards. The insulation R factor was discussed along with the new 2009 Energy 9 Code. There was discussion of the thermal envelope. Some architects will have to hire an 10 outside consultant and may consider a product called Performance which will enable more 11 uniformity. It is estimated that will increase costs to the building that can range from $300 12 to $500. The testing should be done as the house is framed and before the walls go up so 13 that a contractor can make any necessary adjustments. 14 15 11. Adjournment 16 There being no further business, Robert Katz moved, seconded by Commissioner Schwall, to adjourn the 17 meeting.
