Dirk Heidbrink 5 Robert Katz 6 Cliff Town 7 David Menn 8 9 Commissioners Absent 10 Lori Jordison 11 12 Village Staff Present 13 Tom Poupard, Director Development and Planning Services, Village of Northbrook 14 Michaela Kohlstedt, Senior Planner, Village of Northbrook 15 Denise Kauffman, Meeting Minutes Recorder 16 17 Others Present 18 Kyle Kurz, Allegra Marketing Print signs 19 Jennifer Eisen, House 406 20 Selwyn Marcus, President, Village Green Center, Inc. 21 Kelle Bruckbauer, Tinaglia Architects, Inc. 22 23 Call to Order 24 Chairman Alan Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, 25 at 5:33p.m. A quorum was present. 26 27 Roll Call 28 Commission Chairman called the roll. 29 30 Public Comments Regarding Items Not on the Agenda 31 There were no comments from the public. 32 33 Review of Minutes 34 Robert Katz noted the misspelling of Tom Poupard on pages 2 and 3 of the minutes from the May 8, 35 2014 meeting. Dirk Heidbrink moved, seconded by David Menn, to approve the May 8, 2014 36 Architectural Control Commission (ACC) meeting minutes as amended to correct misspelling of Tom 37 Poupard’s name. On a voice vote, the motion was unanimously carried. 38 39 Design Review Permit Applications 40 41 a. 1143 ½ Church Street – Level III Design Review Permit for a new wall sign for House 406 a new 42 restaurant tenant in the Northbrook Shopping Plaza. 1 1 2 Michaela Kohlstedt, Village Senior Planner, gave an introduction and review of the application packet, 3 including items in the staff report for the proposed design including installing a new wall sign consisting 4 of dimensional/channel lettering of 1.5” fabricated steel of 17” in height, comprising of a total area of 5 14.64 sq. ft. The letters will project 3” from the wall and will be backlit with GE Tetra LED modules for 6 night illumination. 7 8 Discussion included that the sign is in compliance with zoning code requirements in terms of size and 9 height. A sign permit will be issued after the Design Review Permit has been issued. Discussion included 10 review by the ACC Commission of the size, material, color, lighting style and mounting location of the 11 sign. There was also discussion of the proposed sign complementing the other signs within the 12 Northbrook Shopping Plaza. The new restaurant, House 406, replaces previous restaurant called 13 “Chicken Charlie’s.” 14 15 Dirk Heidbrink moved, seconded by David Menn, to approve the design application as presented. On a 16 voice vote, the motion was approved unanimously. 17 18 b. 1310-1348 Shermer Road – Level III Design Review Permit for construction of a new building at the 19 Village Green Shopping Center. 20 21 Michaela Kohlstedt, Village Senior Planner, gave an introduction and review for proposed construction 22 of a three-story mixed-use building to be constructed on the property that is currently vacant. The 23 building would include first floor commercial and indoor parking, while second and third floors would 24 contain a total of 10 rental apartments. This application requires zoning and subdivision and zoning 25 relief which is being considered by the Plan Commission. The Plan Commission is reviewing the 26 application and held a public hearing on the application on June 3, 2014. The same information and 27 building design which was reviewed by the Plan Commission is being reviewed by the ACC tonight. 28 There was review of the design guidelines. 29 30 Selwyn Marcus, owner of Village Green Center, gave a presentation summarizing the proposed 31 construction. He reviewed the history of the 3 buildings that were approved in 2006, but noted that 32 only 2 of those buildings were constructed. Mr. Marcus has re-evaluated what to put in the third 33 building and after much thought decided to put in 10 luxury apartments since there is a need for 34 residential space in downtown. There is support from the adjacent properties making this affordable. 35 Mr. Marcus said there is not much room for making changes to this project for it to stay feasible. 36 Kelle Bruckbauer, Architect, then described the materials to be used and the placement of the 37 condenser units. 38 39 Discussion of the project included deliveries and the loading zone at the back of the properties. 40 Deliveries are typically made by small box trucks or vans. Businesses have the task of arranging 41 deliveries to fit guidelines. There was discussion of rear access for deliveries at grade. Mr. Marcus said 42 there has been no problem from loading at rear in other buildings. There was additional discussion 43 about loading zones and specific zoning requirement for businesses. 44 45 Robert Katz asked about signage and access to the roof. Mr. Marcus stated that the retail signage will 46 be at the front above the awning and there will only be two retail spaces. Access to the roof is for 47 maintenance purposes only. There was discussion about the materials to be used. There was also 48 review of the elevations. 2 1 2 There was specific discussion of the side of the building. Questions included how much of the building 3 would be seen form Shermer Road and the park. There was discussion of putting faux windows in the 4 side wall. 5 6 Mr. Marcus indicated that there will be 9-foot tall ceilings in the residential apartments. Retail space 7 will have open ceilings as requested by the tenants. 8 9 There was discussion of brick color. Samples of the brick and colors were presented to ACC members. 10 Dirk Heidbrink noted the setback comments from the Plan Commission. There was discussion of a 11 “walkout” balcony for the residential units. Developer Marcus was not excited about adding balconies 12 due to possible leakage to units below and the maintenance. 13 14 Chairman Schwall asked about parking spaces. Developer Marcus said the second car per unit would 15 park in the lot in designated spots. 16 17 Chairman Schwall commented that the overall proposal was nice and said the condo fits a potential 18 need for residential space in downtown. He added that balconies would give the building a residential 19 look and personal flair that adds charm. He said even a “Juliet Balcony” would add flavor to the design. 20 Discussion returned to the side of the building. It was agreed that the front 10% of the building needs 21 an adjustment to include “faux windows” on the third level of the buildings and agreed that this would 22 approve the appearance of the building. 23 24 Cliff Town added that he was not worried about deliveries or the height of the building but was 25 concerned about the side view of the building. 26 27 Chairman Schwall summed up the discussion that for the most part the ACC is in favor of the building as 28 proposed with the materials as shown to match the existing buildings, the parking as proposed and 29 added that the faux windows on the side and possible balconies on the front would be good additions to 30 the proposed plan. 31 32 The ACC agreed that they would like to review the proposal again at the July meeting and would make a 33 formal recommendation to the Village Board at that time. 34 35 New Single Family Home Elevations 36 Staff member Tom Poupard announced that there were 3 homes on the agenda for discussion and 37 review. Commission members reviewed the individual homes as presented in the packet. New single 38 family home elevations for consideration include: 39 a. 2120 Center (R-5 District) – Lindsay Associates, Architect 40 b. 1924 Alexander Court (R-3 District) – Lindsay Associates, Architect 41 c. 1740 Chapel Court (R-5 District) – Town Studios, Architect 42 43 Commission members agreed to approve all elevations as presented. 44 45 New Business 46 There was no new business. 47 Old Business 48 There was no old business. 3 1 2 Adjourn 3 There being no further business, Commissioner David Menn moved, seconded by Commissioner Robert 4 Katz, to adjourn the meeting.
