29 Commissioner Robert Katz was appointed as Chairman Pro Tem and called the meeting to order in the
30 Terrace Room of Village Hall, 1225 Cedar Lane, at 5:35p.m. A quorum was present.

38 Review of Minutes
39 Commissioner Menn moved, seconded by Commissioner Jordison, to approve the June 12, 2014
40 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, the motion
41 was unanimously carried.

43 Design Review Permit Applications

45 a. 1310 – 1348 Shermer, Level III Design Review Permit for construction of a new building.
46 Michaela Kohlstedt, Village Senior Planner, gave an introduction and reviewed the Level III Design
47 Review Permit, an application submitted by Village Green Business Center LLC, requesting approval to
48 allow construction of a three-story mixed-use building to be constructed on a currently vacant lot at

1 1310-1348 Shermer Road. The proposed building would include first floor commercial and indoor
2 parking, while second and third floors would contain a total of 10 rental apartments. The ACC gave a
3 first review of this application at the June 12, 2014 meeting and found the proposed building to be
4 generally acceptable. Michaela Kohlstedt reviewed that at that meeting, the ACC requested that the
5 applicant conduct an additional site line study to determine how many additional faux windows would
6 be added on the southwest façade, as well as requested the applicant consider adding balconies on the
7 front south façade. The applicant did address both of those items and this information was presented
8 to the ACC in their meeting packets.

10 There was discussion of the items provided in the packet and new site line study handed out at the
11 meeting. Commissioners had the opportunity to review the drawings and the elevations. Discussion
12 included comments on the addition of three-foot balconies on each rental apartment on both the front
13 and back façade. Discussion included comments and explanation of additions from James Tinaglia,
14 Architect, and Selwyn Marcus, President of Village Green Center. There was also discussion of the five
15 windows being included on the south façade.

17 Commission members agreed that they liked the addition of the window elements. Commissioner Katz
18 commended the additions and the proposal. Members were also pleased with the addition of the
19 balconies.

21 Commissioner Menn moved, seconded by Commissioner Jordison, to accept the side view addition
22 including five windows at 1310-1348 Shermer and balconies at a minimum of three-foot depth as
23 presented to the ACC tonight. On a voice vote, the motion was approved unanimously.

25 Development and Planning Services Department Activity Update
26 Development and Planning Director Tom Poupard presented an overview of department activity and the
27 proposed goals and objectives planned for the Department of Development and Planning Services for
28 the fiscal year of May 1, 2014 to April 30, 2015. Discussion included review of a June 8 presentation to
29 the Village Board that identified the code amendments and a report dealing with signs. Director
30 Poupard shared a handout with specific details and asked that the ACC discuss the code initiatives,
31 department activity and the ACC work program in August when more members will hopefully be
32 present. Discussion also included inviting a Village Board member to attend a future ACC meeting.
33 There will be more discussion at the next meeting on this topic.

35 New Single Family Home Elevations
36 Staff member Tom Poupard announced that there were 5 homes on the agenda for discussion and
37 review. Commission members reviewed the individual homes as presented in the packet. New single
38 family home elevations for consideration include:

44 e. 2290 White Oak (R-2 District) – Clifford Town, Town Studios, Architect

46 Commissioner Menn motioned, seconded by Commissioner Jordison, to approve the elevations of the
47 five homes as presented. On a voice vote, the motion was approved unanimously.

2 It was announced that the next meeting will have the expiring permits on the agenda.

9 There being no further business, Commissioner Menn moved, seconded by Commissioner Jordison, to
10 adjourn the meeting. On a voice vote, the motion unanimously carried and the meeting adjourned at
11 5:56 pm.
