Dirk Heidbrink 12 David Menn 13 14 Commissioners Absent (2) 15 Cliff Town 16 Lori Jordison 17 18 Village Staff Present 19 Tom Poupard, Director Development and Planning Services, Village of Northbrook 20 Nick Desario, Assistant Director/Building & Development, Village of Northbrook 21 Denise Kauffman, Meeting Minutes Recorder 22 23 Others Present 24 No audience present. 25 26 Call to Order 27 Commission Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 28 Cedar Lane, at 5:36 p.m. 29 30 Roll Call 31 Chairman Schwall called the roll. A quorum was present. 32 33 Review of Minutes 34 Commissioner Heidbrink moved, seconded by Commissioner Menn to approve the December 11, 2014 35 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, there were all 36 ayes and the motion was unanimously approved. 37 38 Public Comments Regarding Items Not on the Agenda 39 None. 40 41 Village Green Overlay Design Review: 42 1347 Shermer Road – Proposed Wall Signs and Lighting for Graeter’s Ice Cream 43 Tom Poupard, Director Development and Planning Services, presented the background on the new wall 44 signs and lighting for Graeter’s Ice Cream at 1347 Shermer Road which was a tenant space previously 45 occupied by Caribou Coffee. The petitioner was not present as they were in Ohio. The applicant is 46 requesting a Design Review Permit for a new wall sign on the front north façade and the east side 47 façade. There was discussion of decorative ice cream light fixtures. Lighting was discussed and both 1 APPROVED 1 signs will not be internally illuminated but instead will be lit by gooseneck lights. There are existing 2 gooseneck lights on Shermer Road. The petitioner prefers black gooseneck lights and will add three 3 above the sign. There was further review and discussion of the wall signs and lights and sconces. The 4 differing colors were deemed acceptable to the commission. 5 6 Motion by Commissioner Menn, seconded by Commissioner Heidbrink, to approve the sign and lights at 7 1347 Shermer Road as presented in the drawings to the ACC. On a voice vote, there were all ayes and 8 the motion was unanimously approved. 9 10 Continued Review of Building Permit Extension Request – 1722 Chapel Court 11 Nick DeSario, Assistant Director Building & Development, gave a review of events at the property since 12 the last meeting of the ACC. The property line has been backfilled. The contractor appropriately 13 backfilled the foundation on December 19. That is the only thing that has happened on the property 14 since the December ACC meeting. Unless real progress is made, the Village will issue a violation notice 15 letter and will ask for a construction schedule and will also address the issue regarding the trees. Permit 16 revisions to the plan have been submitted. Timelines will be required going forward. 17 18 The plans associated with the permit revision request were displayed for the ACC members to review. 19 An in-law suite in the back of the residence will now become a deck. It was discussed that the permit 20 has been expired for 6 months. There was discussion on why a permit revision was being entertained 21 when the permit has expired. The Village will move forward with fines and moving this on to the Courts 22 if necessary. 23 24 Continued Review of Expired Permit – 560 Pfingsten Road 25 Director Tom Poupard announced that the Village will be going to Court on this property tomorrow. In a 26 meeting today, an agreement was reached that the property owner will move all of the construction 27 debris and store it out of sight within the next 30 days. The property owner has also agreed to name a 28 new general contractor within the next 60 days. 29 Building Code Amendment Update -- Director Poupard will present at the next ACC meeting the new 30 code updates for the ACC to review. The Northbrook municipal codes will also be reviewed including a 31 code on swimming pools and spas that will be replaced by the ICC Code. It is the goal of Village staff to 32 show the amendments to the ACC at the next meeting in February. 33 34 New Single Family Home Elevations: 35 a. 2407 Illinois Road (R-5 District) – George Simoulis, Architect 36 b. 4120 Walters Ave. (R-3 District) – BDS Architectural Services 37 The ACC reviewed the information on the new single family home elevations. Discussion included 38 reviewing the neighboring home at 2415 Illinois Road for similarities to the home at 2407 Illinois Road. 39 40 Motion by Commissioner Menn, seconded by Commissioner Heidbrink, to approve these single family 41 home elevations as presented. On a voice vote, there were all ayes and the motion passed. 42 43 New Business 44 There was no new business. 45 2 APPROVED 1 Old Business 2 There was no old business. 3 4 Adjourn 5 There being no further business, Commissioner Menn moved, seconded by Commissioner Katz, to 6 adjourn the meeting.
