29 Commission Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225
30 Cedar Lane, at 5:35 p.m.

33 Chairman Schwall called the roll. All members were present. There was a quorum.

35 Review of Minutes
36 Commissioner Menn moved, seconded by Commissioner Katz to approve the February 12, 2015
37 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, there were all
38 ayes and the motion was unanimously approved.

43 794 Skokie Boulevard (Northshore 770 Development) – Proposed Wall Signs for Noodles & Company
44 Introduction by David Schoon, Assistant Director of Development and Planning Services, The application
45 was submitted by Bright Light Sign Company on behalf of Noodles and Company to request the
46 installation of wall signs at 794 Skokie Boulevard. The space is located in Building A of the NorthShore
47 770 development located on the northwest corner of Dundee Road and Skokie Boulevard. The applicant

1 is requesting review and approval of two wall signs, one located on the east side and the other on the
2 west side of the building. Noodles is the only tenant of the multi-tenant building identified at this time.
3 The ACC needs to approve the signs before the sign permit can be issued. Assistant Director Schoon
4 reviewed that the building next door, Building B, has already had signage approved by the ACC.
5 Mr. Schoon then introduced Bill Holly, from Bright Light Sign Company, to review the materials of the
6 sign and the method of attachment to the building. Mr. Holly reviewed that both signs read “Noodles &
7 Company” and are 4” deep aluminum mounted to the wall. The face of the sign is painted red with
8 yellow border and the return is painted yellow. “Noodles” and “Company” are routed backed with
9 white vinyl surface. The ampersand (&) is white in a background of yellow vinyl with a brown vinyl drop
10 shadow. The sign is internally illuminated. The mounting was discussed. The height was described as in
11 line with the other signs in the proximity. A tenant panel is also proposed in the free standing ground
12 sign. They are also anticipating some window vinyl for the front and side elevation of some of the
13 windows in etched glass vinyl with inverted copy. This is a diffuser vinyl. This is a translucent vinyl that
14 gives the appearance of etched glass. There was discussion of this vinyl and its mounting.
15 There was discussion of how the area of the signage was computed. Staff said the sign complies with
16 code limits on area.
17 Motion by Member Heidbrink, seconded by Member Town, to approve all signs for Noodles & Company
18 as presented. On a voice vote, there were all ayes and the motion passed.
19 Status Report - Building Permit Extension Request for 1722 Chapel Court
20 Nick Desario, Assistant Director Building and Development, gave a review of events at the property at
21 1722 Chapel Court since the last meeting of the ACC. The foundation was completed last week. There is
22 a new general contractor. The homeowner is in the process of applying for a permit extension.
23 Assistant Director Desario said that the permit extension will probably be approved in the next week.
24 Further developments include that the trusses have been ordered. The permit extension, when
25 granted, will be for 12 months. Desario also said that there will be a timeline with repercussions
26 attached to that permit. Desario proposed that at the April meeting of the ACC, the homeowner and
27 general contractor be present to discuss the project with the ACC.
28 There was discussion of backfill and structural soil. There was also discussion of including the pool
29 permit and building permit together to finish this project. The permit extension was discussed and there
30 was additional discussion that a timeline will accompany it with firm dates. There was discussion of not
31 granting a one year extension and making it a little tighter schedule for the due dates.
32 Desario said there will be repercussions if the dates on the timeline are not met. There was also
33 discussion of the trees on the property line. There was also discussion of what the monetary penalties
34 amount would be. Those fees have not yet been determined. Information will be given to ACC in the
35 next packet.
36 2012 Code Adoption – Scheduled for March 24
37 Tom Poupard, Director Development and Planning Services, Village of Northbrook, reviewed the code
38 adoption scheduled on the Village Board Agenda for the Monday, March 24 meeting. Director Poupard
39 shared a handout listing all of the current codes and the proposed ordinance and the amendments. The
40 handout gave a summary of the changes. This was a “house cleaning” of the codes. Director Poupard

1 said he would share with the ACC members the same the memo that he has written to give to the
2 Village Board members regarding this code adoption.

4 a. 2300 Bellevue (R-4 District) – Matt Jans, architect
5 b. 2344 Bellevue (R-4 District) – Clifford Town, architect
6 c. 2443 Woodlawn (R-4 District) – William Brown, architect

8 The ACC reviewed the information on the new single family home elevations.

10 Motion by Commissioner Menn, seconded by Commissioner Katz, to approve these single-family home
11 elevations as presented. On a voice vote, there were all ayes and the motion passed. Member Town
12 abstained from voting.

15 Director Poupard gave an overview of ongoing projects in the Village. He reviewed several projects that
16 are in the planning phase or that are being discussed by Plan Commission. Some of these projects will
17 come before the ACC also.

23 There being no further business, Commissioner Menn moved, seconded by Commissioner Katz, to
24 adjourn the meeting. On a voice vote, the motion unanimously carried and the meeting adjourned at
25 6:20 pm.
