22 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at
23 5:35 p.m.

26 Roll was established. There was a quorum.

28 Review of Minutes
29 Member Heidbrink moved, seconded by chairman Menn to approve the November meeting minutes as
30 presented. On a voice vote, there were all ayes, and the motion was unanimously approved.

32 Public Comments Regarding Items Not on the Agenda

35 1330 Shermer Road – @ Properties Wall Sign
36 Senior Planner Kohlstedt briefed the Commission on the sign design. This sign for @ properties is
37 adjacent to the new sign from Athletico which was discussed and approved during the November 12
38 board meeting contingent on the Athletico applicant relocating the sign to the center of the building.
39 Kohlstedt stated that the Athletico sign on the western façade was bumped down due to a discussion
40 between both tenant and meets all necessary building codes and design standards. The @ properties
41 sign which is adjacent to the Athletico sign meets all requirements necessary for placement.
42 Chairman Schwall asked about extra space for a third sign location and Senior Planner Kohlstedt stated
43 another small sign could be placed on the side façade.
44 Member Heidbrink made a motion, seconded by Member Cliff to recommend approval of the Athletico
45 and @ properties sign for 1330 Shermer Road. On a voice vote, the motion passed unanimously.

1 1344 Shermer Road – Consumers Credit Wall Sign
2 Senior Planner Kohlstedt briefed the Commission on the sign design. The sign being requested from
3 Consumers Credit is being changed due to the company changing their name which does not change the
4 original size of the sign. The designer was present in lieu of the applicant. Senior Planner Kohlstedt
5 contends that the sign meets all necessary building codes and design standards.
6 Member Katz inquired if the sign was all individual letters and the applicant stated that this was true.
7 Applicant also stated that this sign won’t protrude as much due to the lights being light a light emitting
8 diode (LED). The letters of the new sign will be moderately smaller than the current existing sign
9 according to the Applicant.
10 Member Menn made a motion, seconded by Member Katz to recommend approval of the Consumers
11 Credit Wall Sign for 1344 Shermer Road. On a voice vote, the motion passed unanimously.
12 Building Permit Extension Request – 3465 Techny Road (Synagogue)
13 Member Town has abstained from this review due to him having a personal connection to the applicant.
14 Assistant Director Desario explained that the original permit was issued in April, 2014 but construction
15 did not commence until May 2015. The applicant provided an update in the form of a memo which
16 identified the reasons responsible for construction delay which included funding, weather and religious
17 reasons such as not allowing the contractor to work on faith based holidays. According to the applicant,
18 the new project completion date is slated for April, 2017.
19 DPS Director Poupard started that if the construction delay hadn’t occurred, the project would not
20 require a permit extension, based on the scheduled completion date.
21 Chairman Schwall stated that the extension should provide for an update to the ACC in six months’ time
22 to ensure that it is on schedule.
23 Member Katz made the motion, seconded by Member Menn to recommend approval of the building
24 permit extension request for 3465 Techny Road, conditioned upon a status report being presented to
25 the commission in six months. On a voice vote, the motion passed unanimously.
26 New Single Family Home Elevations:
27 The ACC reviewed the information on the new single family home elevations. Member Town abstained
28 from the discussion.
29 A motion was made by Member Menn to approve the six (6) single-family home elevations as
30 presented.

2 On a voice vote, the motion passed unanimously (with Member Town abstaining) to approve all six (6)
3 single-family home elevations as presented.

9 The formal vote for 1000 Skokie Boulevard – Life Time Fitness Mixed Use Development (PCD-15-15) has
10 been pushed back to January. This item was previously reviewed and approved during the October 8,
11 2015 ACC meeting. Commissioner Schwall asked about a property off of church that has not made any
12 progress. DPS Director Poupard stated he will follow up regarding this request. Poupard also stated that
13 Fuddruckers and Panera are slated to open next week.

16 There being no further business, Commissioner Menn moved, to adjourn the meeting. On a voice vote,
17 the motion unanimously carried and the meeting adjourned at 6:11 pm.
