22 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at
23 5:33 p.m.

25 Roll Call
26 Roll was established. There was a quorum.

28 Review of Minutes
29 Commissioner Menn moved, seconded by Commissioner Town, to approve the January 14, 2016,
30 meeting minutes as submitted. On a voice vote, there were all ayes, and the motion carried
31 unanimously.

33 Public Comments Regarding Items Not on the Agenda
34 There were none.
35 New Single-Family Home Elevations:
36 a. 2440 Illinois Road (R-5 District) – Aspect Design, Inc., Architect
37 b. 2211 Center Avenue (R-5 District) – Clifford Town, Architect
38 The above items were switched from the agenda. Member Town recused himself from the 2211 Center
39 Avenue agenda item which was first.
40 Commissioner Katz moved, seconded by Commissioner Menn, to approve the elevation at 2211 Center
41 Avenue as submitted. On a voice vote, there were all ayes, and the motion carried unanimously.
42 Regarding the next agenda item at 2440 Illinois Road, Chairman Schwall asked Director Poupard what
43 the policy is regarding empty spaces and how it comes into play with existing homes. Director Poupard

1 stated the Zoning Code was recently amended to allow modest FAR increases for existing homes. An
2 example of a home on Meadow Road was referenced.
3 Commissioner Town asked if it is a hardship. Director Poupard advised he will forward the Zoning Code
4 Amendment to the ACC.
5 Chairman Schwall stated a walk-in attic is living space. He noted it is not fair to those who have existing
6 homes that these cannot be built when they are routinely placed in new homes. Director Poupard stated
7 the Zoning Code could be tweaked some more to address attics, bonus rooms, half stories, etc.
8 Commissioner Town referenced similar homes in another suburb.
9 Chairman Schwall asked for Commissioners’ opinions. Commissioner Menn agreed that the current
10 framework is not fair. Chairman Schwall noted in some cases FAR is not the issue and the design fits in
11 well.
12 Commissioner Menn moved, seconded by Commissioner Town, to approve the elevation at 2440 Illinois
13 Road as submitted. On a voice vote, there were all ayes, and the motion carried unanimously.

15 New Business
16 Director Poupard advised the Jacobs Development and NorthShore 770 are forthcoming projects that
17 will come before the ACC. At this point is not clear when those will be coming to the ACC.

20 There was no Old Business.

23 There being no further business, Commissioner Urbanczyk moved, seconded by Commissioner Menn, to
24 adjourn the meeting. On a voice vote, the motion unanimously carried and the meeting adjourned at
25 5:52 p.m.
