35 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at
36 5:35 p.m.

2 774 Skokie- PNC Bank Wall Sign
3 Director Poupard noted that one small sign has been added to the original proposal. This sign when
4 combined with the original sign complies with Village regulations. It will be in the same color palette.
5 Member Katz made a motion to approve the sign as submitted, Menn seconded the motion and all
6 approved.

8 Update on Construction Progress at 1722 Chapel- New SFR
9 At the June 9th meeting the Commission had requested that the general contractor and owner attend
10 tonight’s meeting. Nick Desario updated all on the progress. Insulation inspection has been approved
11 and the interior is fully dry walled. Next building inspection to take place is Final Inspection once
12 interior finishes have been completed. Nick then introduced owner Len Goldfarb and GC Alex Pollak.

14 Mr. Pollak stated there have been some major delays to the project. They had trouble with the Boral
15 siding sticking to the home. It kept popping at the seams. The supplier visited the site and refunded
16 them the cost of materials but stated reordering the materials would take another month. It was then
17 decided to install cement stucco. He cannot do the driveway installation or plantings until the stucco
18 work is completed. The interior should go quickly as all cabinets, flooring, etc. is on site or in storage. He
19 is asking for a 90 day extension to the permit and feels he can have interior and exterior completed.

21 The Commission discussed granting an extension until 10/31/16 but stressed the importance of
22 completing the exterior for the consideration of the neighbors. A motion was made, seconded and all
23 approved the extension.

25 Review of Docket No PCD-16-09: 1220-1230 Voltz Road- Anets Wood Residential Planned
26 Development
27 Michaela Kohlstedt, Senior Planner stated this is the first time the plans are being presented to the ACC.
28 It currently has concept plan approval and tentative plat approval from the Board of Trustees after
29 undergoing a thorough review for the past year. The original plan was for 38 homes, the Plan
30 Commission requested a reduction so the applicant reduced the design to 36 homes then the Board
31 requested further reduction in the number of homes and ultimately approved a concept plan for 32
32 homes. The final plat currently is under review. The 32 homes will have 4 various designs, a conservation
33 area, 2 detention areas, 1 retention pond, screening on south, north and east sides with extensive
34 landscaping, a public road with cul-de-sac, as well as a private street with an electronic gate for 2 way
35 access to Lee Road which will be restricted to allow access for residents of the development and
36 emergency personnel. This site configuration requires one zoning variance to accommodate the entry
37 wall and fence is higher than 3 ft.

39 Jerry James stated they have been working with staff for 2 years on this project. This will be a PUD
40 consisting of a cluster community with a Cape Cod style homes. This design helps reduce the scale and
41 perceived size of the homes. They are targeting the empty nester as all floor plans have first floor
42 master bedrooms. There will be four different home models. They cannot have the same model or color
43 next to each other. The exteriors will be stone/siding and white trim. The streets are curved so there is a
44 great deal of privacy. Sample boards were shown at the meeting. A power point presentation was also
45 given, showing the exterior and interior plans of each model. If approved the grading will start and be
46 done in the fall, the entrance installed and a partial road built. In January a model home would be
47 constructed and the first phase of the project started.

1 Terrence Smith commented on the 3 detention areas. The west and east detention basins will be dry
2 bottom and the center will hold water. There will be a park like setting with fire pit and benches around
3 the water feature. The plan calls for extensive landscaping for the berm along Voltz Rd. with evergreens
4 and deciduous trees. The landscaping will also be extensive to the north backing up to Country Lane
5 homes. They will not be installing any rear yard fences. The Village has a 40 ft. set back requirement and
6 all homes will have a 45 ft. set back.

8 Members discussed the proposed development. The general agreement was the PUD was well thought
9 out, construction materials and cape cod home models are of high caliber especially the stone base and
10 white trim, the floor plans flexibility to each buyer is a plus, extensive landscaping and road design good,
11 they like the conservation and retention area in middle which is a signature element and like that only
12 10 homes actually face each other so it is very private.

14 Members did think the exterior color choices were muted and needed a bit more punch; with an overall
15 feeling that the general look may be too monochromatic. They requested that actual sample boards be
16 presented at a subsequent meeting. It was discussed that a provision or statement could be added to
17 the HOA declaration that clarifies the monotony. Jerry James felt that could be accomplished.

19 Additionally, Member Katz wondered what would occur when the developer is gone from the project
20 and the HOA Board in charge. Would they change color choices? Member Katz Felt it would be hard for
21 staff to remember or document all the conditions. He also stated the timing of the ACC seeing these
22 plans are once again too late, the design and choices are already finalized.

30 A motion was made by Member Katz, seconded by Member Menn to have staff do the reviews in
31 regards to monotony and elevation. On voice vote, the motion passed unanimously.

35 Mr. Poupard stated that the review of the plans for the proposed assisted living development at
36 Techny/Shermer will come to the ACC prior to going to the Plan Commission.

38 Plans are in for the Lifetime Fitness project. Jacobs Homes will be submitting plans for the Shermer Rd.
39 Townhouse project by the end of the month.
40 Proposed Com Ed site has concept plan approval.

43 There being no further business there was a motion made and seconded to adjourn the meeting. On a
44 voice vote, the motion unanimously carried and the meeting adjourned at 8:10 p.m.
