APPROVED MINUTES OF THE NORTHBROOK ARTS COMMISSION VILLAGE OF NORTHBROOK OCTOBER 4, 2012 The meeting was called to order by Chairman Julia Miller at 7:00 p.m. at the Northbrook Village Hall in the Terrace Room. Commissioners present: Jerry Block, Maureen Fallows, Elsa Fischer, Christopher Laughlin, Eric Robbins, Linda Goldman, Marilyn Jamora, Cathie Winnie, Sherry Weiss and Liaison Kendal Maltas. Commissioners Excused: Chad Davidson and Cherie Natenberg. Commissioners Absent: None Guests in attendance:. Pam Tokowitz (Art Teacher, Artist, Northbrook Resident) MINUTES: Chairman Julia Miller asked for a motion to approve the minutes from the August 2 and September 6, 2012 meetings. Commissioner Laughlin called for the motion and Commissioner Fischer seconded. All are in favor with no corrections. HERE FROM THE AUDIENCE: None. REVIEW CASH POSITION OF ARTS COMMISSION Chairman Miller discussed the budget balance and funds that are currently encumbered for approved future events. A packet was passed out that included a listing of all the sub-committees currently in place, 2012- 2013 Arts Commission Goals Mandated by Ordinance and the Ongoing goals of Arts Commission. A draft of the Grant or Event Approval Request was also passed out for review and comment. Commissioner Robbins is currently using the new form in hopes of securing a grant from the commission for the two upcoming concerts held at the Library in the spring of 2013. SPRING WORKSHOPS Commissioner Jamora discussed how the sub-committee have discussed how successful the events have been but some changes are being discussed such as having two classes in the spring, one would be water color and the other possibly oil painting. We would possibly have one more scheduled for the fall. A liaison with the Pastel Society of America in Chicago is again interested in getting a Pastel Artist and split the cost for the fall workshop. This fall workshop would have to be discussed with the Park District for the tile room before making any decisions. No budget will be finalized for the workshops until all workshops have been scheduled. ROCK THE GREEN Commissioner Fischer discussed how this event has been very successful and how the Park District is reaching a crowd of teenagers that they don’t normally reach. She also stated this event is expensive but worth continuing. Commissioner Laughlin also reported the sub-committee discussed opening this event up to all teenage bands and not Northbrook exclusive musical bands. Not all sub-committee members agree with this option but will discuss it in further detail. This event is a youth event and the sub-committee discussed changing it to a teen band contest. This would open it up for any resident 13 years to 19 years old in a band. The commission discussed sponsoring this event for next year again. The Park District will submit the Grant form to the Commission for review, discussion and vote on sponsorship of the event. ART IN THE PARK Chairman Miller discussed the meeting held the week before with the Park District, Liaison Maltas and Chairman Miller about the advertising and logo for the next event. They discussed changing the logo for the Arts Commission and will work with the Park District’s Art Department to design a new logo for a fee. The one thing we are doing differently this year will be starting the advertising earlier this year. We want to have a presence at all events and give handouts such as Save the Date starting with Memorial Day and all occasions thereafter. The current budget was discussed and how much was made off the event this year which was about $1000.00 that will be used at another event. Once all events that have been previously approved, the commission will have $10,000.00 for other events. All commissioners are encouraged to be on a sub-committee or two and to think of new ideas for new events and bring them to the next meeting for discussion. All sub-committees should have at least one commissioner on it but you don’t have to be a commissioner to be on a sub-committee. Commissioner Laughlin would like to have a weekend music festival in the summer if a venue can be found. This event would include the rock bands and be a weekend blow out musical event. The commission will discuss this idea and others submitted at future meetings. GOALS Chairman Miller passed out a packet which contained the 2012-2013 Arts Commission Goals mandated by Ordinance, a copy of the ongoing goals of the Arts Commission and a sheet for Short Term and Long Term Goals. The commissioners were asked to complete this sheet with any new ideas they have and forward them to Julia or turn in at the November meeting. If members could have them back by the November meeting that would be great. REVIEWING ARTS COMMISSION AND FRIENDS OF THE ARTS The Arts Commission is an advisory board to the Board of Trustees and performs under the Ordinance of the Village. This commission cannot collect funds so in 2005 the Village Board established a 501-3C Corporation called Northbrook Friends of the Arts. This is charitable and educational and separate of the Arts Commission. The 501-3C was created to promote public art, a vehicle for artists to donate art to be put on public display and the artist can take it as a tax deduction. They raise funds for the activities for the Arts Commission. The Northbrook Friends of the Arts and the Arts Commission are two separate entities. The Chairman of the Arts Commission currently serves as the President of the Northbrook Friends of the Arts. The Liaison is on the Board as well as the Assistant Director of Finance is an officer of the Northbrook Friends of the Arts. This 501-3C collects the funds for workshops, festivals and all other events for the Arts Commission. To date we have not used the Northbrook Friends of the Arts to raise monies for the Art Commission. The Commission needs to re-evaluate the fund raising aspect of this commission and use it for future events, etc. Friends of the Library does all the fund raising for the Library Concerts and other events held at the Library. Chairman Miller would like to change the officers and keep it completely separate from the Arts Commission and Village employees. This would be a great vehicle to raise money and advertise for the Arts Commission as long as we get it activated with the goals of the Arts Commission. Commissioner Robbins explained that the Friends of the Library gives out envelopes at all their events and invites people to join and support the Friends of the Library by subscribing to a membership. This in turn also helps generate volunteers for events held at the Library. The commissioners need to help the Friends of the Arts get off the ground and find people willing to serve on the board for the Friends and give them the goals of the Arts Commission and the amount of funds needed to accomplish them. ANNUAL REPORT FOR THE BOARD OF TRUSTEES The commissioners discussed putting together a annual report of all the events the Arts Commission has sponsored and how they have introduced more art and art events to the community and the events they would like to introduce to the community. This would be presented to the Board of Trustees at a Village Board meeting to update the Board on the accomplishments and goals of the commission. The report should be presented to the Board in February for budget consideration. CREATING A PUBLIC SURVEY The commissioners discussed how they would like to survey the public as to what they would like to see from the Arts Commission or events they would want. This will be discussed further at the meeting of goals in November. VOLUNTEERS The commissioners discussed the need to recruit a permanent list of volunteers to help out the Commission whenever and however possible. This will be a short term goal of the commission. ANNOUNCEMENTS: There is a juried Junior High Art Show at the YMCA on November 4th, 2012 from 3:00 until 5:00 p.m. is the reception. This will be in the brand new lobby of the YMCA. The Northbrook Library is having a Private Reception including 8 Northbrook Artists next Friday from 6:30 to 7:30 and then it is open to the public from 7:30 to 9:00 p.m. ADJOURN Commissioner Laughlin made a motion to adjourn and Commissioner Goldman seconded.
