APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE Northbrook Village Hall – Terrace Conference Room September 9, 2015 Members Present: Jim O’Connell, Angus Duthie, Chris Henning, and Tom Tebbe, Members Absent: George Garner Jr., Frank Bleeker, and Ken Spero Staff Present: Jim Baxa and Kris Scharp (NBK Park District) Staff Absent: Mike Metrick Others Present: No audience present Call Meeting to Order. Chairman Henning called the meeting to order in the Terrace Conference Room of the Village Hall at 7:06 p.m. Review May 13, 2015 Minutes. It was moved and seconded that the May 13, 2015 minutes were approved. Project ranking criteria for potential projects. The Bicycle Task Force (BTF) committee finalized the selection criteria used for ranking potential bicycle/pedestrian projects. The committee liked the streamlined chart to be used, and the choices for assessment of points to be tallied for each project. The committee will utilize this selection chart on two large and two small projects to practice if the process will meet their needs with prioritizing projects for recommendation. These practice projects include: Large Projects Waukegan Road Connection (North of Dundee Road) Techny River Trail (Willow Road to Techny Road) Small Projects Additional Bike Parking at Metra Update Bike Plan I.T.E.P. Grant proposed bike signage. The Bicycle Task Force (BTF) committee reviewed the engineering plans for the proposed bike signage project which the Village is to receive reimbursable grant funding through the Illinois Department of Transportation’s (IDOT) Illinois Transportation Enhancement Program (ITEP). The group input was useful from an end-user’s perspective and their thoughts will be incorporated in the final plan submittal. The BTF also mention the idea of having an additional sign to promote the Village’s Bicycle Route Map and to include a QR code for Cyclists and Pedestrians to access with the use of a smartphone device. Staff mentioned this type of sign may not be funded or permitted through the ITEP project but will look into expense for have this sign made in-house and fasten to the signs posts installed though the project. September 9, 2015 BTF Meeting Minutes - APPROVED Request for proposals for updated Bicycle Plan The Bicycle Task Force committee reviewed samples of recent Bike/Pedestrian plans from neighboring communities (Highland Park, Wheeling, and Arlington Heights). After reviewing portions of the Bike/Pedestrian plans and speaking on the need for directive long term planning within the Village’s outdated bicycle plan (adopted in 2001); the committee was in favor of requesting for budget funds to be made available in the upcoming budget year for such a bike/pedestrian planning project. In the past, the Village has been unsuccessful with being awarded grants funds from outside agencies programs to offset the cost of having a bike/pedestrian plan completed. The committee made a formal recommendation for budget funds to be made available for a comprehensive Bicycle/Pedestrian Plan to be drafted by a consulting firm through the Request for Proposal process. Their goal to the have a Bike/Pedestrian plans in place that will benefit the Village better with long range planning goals and require current design standards to be included in the Village’s codes and specification.
