APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE
Northbrook Village Hall – Terrace Conference Room
July 13, 2016
Members Present: Jim O’Connell, Angus Duthie, Chris Henning, Frank Bleeker, and Tom
Tebbe
Members Absent: George Garner Jr.

Call Meeting to Order.
Chairman Henning called the meeting to order in the Terrace Conference Room of the Village
Hall at 7:03 p.m.
Review March 9, 2016 Minutes.
It was moved and seconded that the March 9, 2016 minutes were approved.
Review of projects from the ranking criteria matrix.
Chris Henning, Committee Chair explained the background on why the selected projects were chosen
and expressed the goal and intent of why each project location should be considered. The foundation
for each individual project will be based off an updated bike plan; as a revised bike plan will be the
guiding tool to follow for section, design standards and long term budget planning.
The following comments were brought up by the committee for each project
Skokie Boulevard Intersection Study was omitted from the Small Project list
o Update Bike Plan: This project is necessary to have in place and to assist with seeking
outside grant funding to assist with design/construction costs. Request to update the
transportation section of the Village’s Comprehensive Plan.
o Dundee Road and Skokie Boulevard Intersection Study: It is anticipated that the Skokie
Valley Trail (SVT) project will increase Pedestrian/Bicycle traffic in this area; this project
should be looked at during construction of the SVT. Is a Lake-Cook Road connection to
the Botanical Gardens being considered?
o Sanders Road connection to Des Plaines River Trail: Concerns about the viability of
widening the sidewalk along the south side of Dundee Road west from Sanders
Intersection. Include existing trails in the photo narrative. Include the new stoplight at
Dundee /Portwine Roads in narrative.
o Shermer Road off-road route: Include in the study the extension of this route to Walters
Avenue. Revise the project description and additional goal of this route is to direct
Pedestrian/Bicycling use towards the Metra Train station and Downtown area.
o Techny River Trail: Coordinate overall feasibility of project with the Northbrook Park
District.
o Waukegan Road Connection: The intent of this project t is to direct traffic to the
Northbrook Court and Deerbrook Mall. Is the sidewalk going to be extended is to Lake-
Cook?
July 13, 2016 BTF Meeting Minutes - APPROVED
The Bicycle Task Force Committee made a motion stating; “The projects selected are to be presented to
the Village Board for inclusion and consideration in future development of the Capital Improvements
Project Planning. The Bike Task Force Committee desires the that Bike Plan as the first project to be
considered among all project to assist with project planning.”
