14 Call to Order & Introductions
15 Chairman Kahan called the meeting to order in the Board Room of Village Hall at 7:30 a.m.

17 Review of Minutes:
18 On a motion made and seconded, the minutes from the January 11, 2012 Joint EDC-ICDC
19 meeting was approved as presented. Hughes and Glaubinger abstained.

21 Public Comment- Hear from the Audience

24 Presentation Regarding State of the Village and Development Activity
25 President Frum 1) updated the Commission on the railway derailment; 2) the budget passed
26 with a new telecommunications fee and additional stormwater fee. Numerous potential
27 stormwater improvement projects have been identified costing $20 million; 4) property taxes
28 are flat; 5) the new water tower went on line but numerous water main breaks occurred.
29 Drought conditions were a contributing factor.

31 David Schoon provided updates regarding: 1) Skokie/Dundee parcel. The bank accepted bids
32 and narrowed it to 3-4 candidates, requesting additional information from each of them. Once
33 a selection is made, a presentation will be made to the Board. It appears the parcel will have
34 both residential and retail components; 2) the owner of the 1000 Skokie site is interested in an
35 extension of the Class C incentives for a few years; 3) Board approved an assisted senior living
36 and memory care unit at 1000 Sunset Ridge; 4) the Essex Lodge senior housing project is under
37 construction on Founders Drive; 5) Old Willow recreation center has received a 6-month
38 extension to obtain funding; 6) the proposed 14 lot subdivision on Dundee just east of Sutton
39 will need to reapply by the end of the year; 7) revised plans which includes additional retail was
40 submitted to Glenview for the Willow/Sanders development and 8) Techny Road annexations
41 continue to be processed.

43 Update Regarding Ad Hoc Economic Development Committee’s Work

1 The Ad Hoc Committee consists of Trustees Heller, Scolaro and Ciesla, and ex officio members
2 Jim Kahan, Pat Lederer, Ed Feld, Hillarie Sienna and Tensley Garris. They have been working on
3 the Class 6b incentive guidelines and program specifics and whether an alternative plan could
4 be feasible. After much analysis and discussion they do not recommend an alternative program
5 but to find ways to improve the Class 6b program. Highlights discussed include 1) how to speed
6 up the process; 2) reduction of the escrow fee; 3) create a general purpose statement for the
7 program and simplify the guidelines. Looking at each application on a case by case basis will
8 necessary.

10 Update Regarding the Downtown Plan
11 The packet included a detailed description of five areas in the downtown and proposed
12 development ideas on how to make these five areas more inviting to shopping, dining and well
13 being of the community.

15 Updates from Each Taxing District
16 Northbrook Park District- Increased the tax levy by 1.6%. Golf and pools were very busy this
17 summer. Glencoe/ Northbrook did shared services with our pools and their beach. Possible
18 construction of a dog part on Dundee at Coast Guard Park. Anets property use will be discussed
19 at community forums. Thoughts include a community/fitness center, but need to consider the
20 feasibility and impact on existing providers such as YMCA and Five Seasons.

22 Northbrook Public Library- The 2000 sf addition is in the planning stages with an architect and a
23 construction date in 2013. Cost being funded by bonds. Finances are good, they are in the
24 black.

26 School District #225- Counseling services are in place for the start of the school year in regards
27 to the recent deaths. Enrollment is flat at Glenbrook North. A new turf field is in at Glenbrook
28 South. Collection rate is good from the State of Illinois.

30 School District #27- District is financially stable. They are carefully watching the pension reform
31 issues.

33 School District #30- Financially stable. Enrollment is down, the average class size is 20. A
34 foundation funds the world language program. Has seen a modest increase in expenditures.
35 Approved a one year contract extension with teachers.

37 School District #28- Completed Phase 3 of Greenbriar School which included a green roof and
38 was paid for from reserves. State pension payments are a continued concern, keeping on eye of
39 efforts to pass pension funding from the State to local districts. World language program to
40 start in 1st grade vs. 6th grade.
