APPROVED 1 MINUTES OF A JOINT MEETING OF THE VILLAGE OF NORTHBROOK ECONOMIC DEVELOPMENT AND 2 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSIONS 3 Village Hall Board Room 4 January 14, 2015 5 Members Present: ICDC: Chairman Patrick Lederer, Mark Freeman, David Gottlieb, Larry Herskovitz , 6 Brian Lee, Richard Rushkewicz, Tensley Garris and Curt Wilens. EDC: Chairman James Kahan, Edwin Feld, 7 Sandy Frum, Joel Taub, Jay Glaubinger, Karen Roloff, Harley Korman, Tensley Garris, Michael Zierling, Dr. 8 Larry Hewitt, Sally Larmore, Chris Young, Cathy Lauria and Judy Hughes. 9 Staff Present: David Schoon, Michael Strong, and Colleen Brunner. 10 Guests: Gina Speckman, North Shore Convention & Visitors Bureau. 11 Review of Minutes 12 On a motion made and seconded, the minutes from the November 25, 2014 ICDC meeting were 13 approved as submitted. On a motion made and seconded the minutes from the October 15, 2014 EDC 14 meeting were approved with the following changes; pg. 3, line 10, changed to is there appropriate 15 interaction with the ICDC?, pg. 3, line 16, insert vehicle for taxing bodies. 16 Public Comment-Hear from the Audience-None 17 Presentation by the Chicago North Shore Convention & Visitors Bureau and the Northbrook Chamber 18 of Commerce and Industry 19 Gina Speckman of the Chicago North Shore Convention Bureau dispersed materials, including a map, a 20 resource guide, etc. The group’s mission statement is to bring events, meetings and groups into 21 Northbrook and the North Shore. In January, they added Wheeling as a client. New items for 2015 22 include; a regional map and guide for each community and worked on a retail photo shoot with the 23 Chamber. The Village funds the organization from hotel tax revenues. 24 Tensley Garris of the Chamber of Commerce stated that they have 736 members with an 84% retention 25 rate. They serve the members by networking, being an advocate and serving the community as a whole 26 by taking calls with concerns as it relates to Village issues. The past years projects include, working with 27 the Village on a live, shop, dine campaign, “Elf” Facebook retail promotion and a community resource 28 guide to each resident’s household. 29 A motion was made and seconded, that the Village continue to financially support the Chicago North 30 Shore Convention Bureau and the Chamber of Commerce. The motion was adopted. 31 Community Planning & Economic Development Coordinator Report 32 David Schoon, Village Staff Liaison provided updates regarding the following: (1) NorthShore 770 is 33 under construction. Mariano’s opening is planned for late summer 2015. PNC and Panera have received 34 Board final approval; (2) Staff is still in discussion with RIC and the 430 Dundee Marathon station owner 35 regarding Henrici Drive vacation and Dundee Road right-of-way dedication; (3) 1000 Skokie had a 1 Joint EDC-ICDC Meeting Minutes January 14, 2015 1 preliminary review. Lifetime Fitness is the contract purchaser of the property; proposed tenants include 2 a day care center, a fitness facility, and 338-unit apartment building. A formal application will be 3 submitted shortly; (4) Dunkin Donuts at Dundee and Pfingsten will be approved at the Plan Commission 4 meeting. They have revised the plans; (5) Jan. 13, 2015, Board reviewed plans for a Dunkin Donuts at 5 899 Skokie. There are parking, circulation, and building circulations concerns at this location; (6) The 6 proposed self-storage facility at 2121 Shermer will go before Board approval in Feb.; (7) The Board 7 approved the assisted living facility at 99 Pointe Drive and they are in for permit; (8) Timber Ridge 8 subdivision is in for final plan approval; (9) the Board has no formal objection to the Mission Hills 9 development. The County Board will vote next week; (10) the Lodge has been approved for Phases 1-3. 10 They are working on the formal concept plan of Phase 4-5 ; (11) the Board during its preliminary review 11 indicated that the Anetsberger development plan, located at Voltz/Waukegan, is too dense; (13) Jacob 12 Homes has a contract for the C1 properties located on Shermer Road. The applicant proposes 82 13 townhomes with open space; (12) Proposed 8 lot subdivision near Landwehr/Highland meets all 14 requirements but pavement width of the cul de sac; (13) continued work on the Downtown Zoning 15 Code. 16 Frum added that the former Culligan site, which is currently occupied by Astella's and a retail center 17 under construction, was once unincorporated Northbrook but has since annexed to Glenview. The 18 Village does not provide any services; however, the Village received $1.5 M in annexation fees and will 19 receive 30% or the tax revenues for eternity from the property. 20 Presentation Regarding New Class 7c Classification Program 21 Schoon presented a power point detail and written material describing the new Cook County Class 7c 22 program for commercial, office and retail properties. The property must be vacant for 12 continuous 23 months to qualify. Existing programs include a 7a (less than $2m investment) & 7b (greater than $2M 24 investment) incentives. The county continues to explore ways to provide incentives to make Cook C 25 competitive. 26 Updates by Commission Chairs Regarding Respective EDC & ICDC Activity 27 EDC- Kahan stated the EDC is in the process of reassessing its role and how to be more effective. The 28 Commissions function is more about sharing information and not driving economic development. 29 Villages focus should be to attract new business into town. He feels the non-residential community is 30 very important as they contribute great amount of taxes to the benefit of the residents. Both need to 31 work together. This year the Committee will meet four times. 32 ICDC- Lederer stated the Commission functions as a voice of the business community to weigh in on 33 issues. Highlights from the year include, reviewing the TIF funding at NorthShore 770 and a 6b 34 application for 1880 Holste, a guide for opening a restaurant in Northbrook, zoning code text 35 amendments for medical marijuana, studying Pace mass transport issues, reviewing adopted food truck 36 regulations, making a recommendation regarding regulations of rack shelves at retail establishments, 2 Joint EDC-ICDC Meeting Minutes January 14, 2015 1 and developing a survey to interview business owners regarding business development issues in the 2 village. 3 Updates from Each Taxing District 4 Library- Director Chad Raymond retired and his replacement is Kate Hall. The auditorium construction is 5 on target. This improvement will provide many new programming opportunities. They approved a 1% 6 tax levy increase. 7 District #31- They have a new director of instruction/new programs to monitor full day kindergarten. 8 The pre-school program is a blended program with NSSED special needs children. They recently 9 approved a 5-year tech plan. The budget is sound, but working with Allstate, county and school district 10 225 on tax appeal issue. They are part of Vision 20/20 initiative that works with districts and educators 11 to educate legislators. 12 District #30- Dr. Brian Wegley will become the new superintendent July 1st. They are considering all day 13 kindergarten. There is an enrollment dip at the middle school projected in the next 5 years. District is 14 financially strong. The TIF will expire at the Glen Center in 2021. 15 School District #225- GBS principal Brian Wegley will be leaving to be the superintendent of schools at 16 District 30. The services of a consultant will be used to find his replacement. GBN’s principal will be 17 leaving at the end of this school year; a replacement should be announced in February. Budget is in 18 good shape with strong reserves. Capacity issues/redistricting is being studied. GBS went to the block 19 schedule this year. 20 District #28- Watching the construction development in Northbrook as it impacts their enrollment. 21 Concerned with pension issues at the state level. District follows common core standards and finding 22 issues with the time the testing takes. They are healthy financially. 23 District #27-Enrollment has stabilized and project an increase in the future. Board approved full day 24 kindergarten for the 2015-2016 school year. They are solid financially with the fund balance increasing. 25 90% of the income comes from property taxes. Concerned with pension reform, ACA, etc. 26 Park District- They did not purchase the Five Seasons property. Anets Drive property has some IEPA 27 remediation and property restoration to be done. The Winter Carnival is postponed until February. The 28 tax levy was raised 1 1/2 %. 29 Village – The Village is financially sound. Bonds were issued saving the Village $4M over their lifetime. 30 New Business- 31 The issue of consolidating Northbrook schools districts could be a future discussion item. 32 Adjourn – 33 On motion made and seconded, the meeting was adjourned at 9:05 a.m. 34 Respectfully Submitted – Colleen Brunner 3
