ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
April 19, 2012
Chairman Jeremy Reynolds called the EQC meeting to order at 7:05 p.m. in the Terrace Room at the
Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Linda Masters,
Aparna Rao, Scott Robson, Fred Paul and Greg Weissman. A full quorum was met.
Also Present: Liaison Dan Kaup.
Members absent: none.
Minutes
The minutes of the February 16, 2012 meeting were reviewed. A motion was made by Member Masters to
approve the minutes as amended. This was seconded by Member Rao. On voice vote, motion passed.
Chairman’s Report
Chairman Reynolds gave a brief overview of the status of the sustainability plan interviews that were
conducted by the Village and the Park District. Liaison Kaup explained the Board of Trustees have passed
an intergovernmental agreement with the Park District for retaining the services of the Delta Institute to
write the plan. The Park Board will vote on the same next Tuesday.
Chairman Reynolds also updated the group on the status of the Stormwater subcommittee between the EQC
and the Stormwater Management Commission. He stated that he attended the SMC’s meeting last month,
and three of their Commissioners will serve on the joint subcommittee. The purpose will be to include
environmentally friendly aspects to the projects outlined in the Master Stormwater Plan. He also stated that
he received strong oral support from Village Engineer Paul Kendzior. The subcommittee will be involved
during the design phase of each project.

Liaison Kaup updated the Commission on the following items:
Electrical Aggregation – A referendum for Electrical Aggregation was passed by the Village during this
election cycle. All residents will be given information on the opt-out nature of the service. The new
commodity company, MC² will provide electricity at a 41% savings over the current ComEd rate.
Village Hall Rain Garden
Chairman Reynolds suggested that the Commission conduct a maintenance program on the Village Hall
rain before the monthly EQC meetings. He will also draft a maintenance plan for the garden. The
maintenance will take place at 7:00pm. Members will bring cypress mulch for the garden, and the Village
will reimburse them for that cost.

The group discussed Earth Day and then set a schedule for each member to volunteer at the EQC booth.
Chairman Reynolds will finalize the tri-fold pamphlet and Liaison Kaup will print them before Saturday.

motion passed.
