MINUTES OF THE
ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
JULY 19, 2012
Chairman Jeremy Reynolds called the EQC meeting to order at 7:01 p.m. in the Terrace Room of the
Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Linda Masters,
Fred Paul and Scott Robson. A full quorum was met.
Also Present: Liaison Dan Kaup.
Members absent: Aparna Rao and Brian Bruce.
Minutes
The minutes of the June 21, 2012 meeting were reviewed. A motion was made by Member Masters to
approve the minutes as presented. This was seconded by Member Beeftink. On voice vote, motion passed.
Chairman’s Report
Chairman Reynolds announced that this is the last meeting for Liaison Dan Kaup, as he has accepted a
position with the Village of Brookfield. The Commission wishes him well. Member Robson asked who
will take his place as liaison, and Liaison Kaup said that he did not know.
Chairman Reynolds stated that he thinks it would be a good idea for the EQC to be involved in the
Downtown Area Plan, if in no other role than as interested spectator residents. Member Paul agreed. He
said that the group could have input as citizens.
Liaison Kaup reported that his replacement on the Sustainability Plan committee has not been chosen yet
either, but the candidate will most likely come from the Manager’s Office.

Village
Member Beeftink reported that they received a lot of interest in the EQC during their visit last week to the
Northbrook Farmer’s Market, where he and Member Rao set up a display table to represent the
Commission. The primary interest was in the rain barrel program, which is still going strong. The group
will consider participating in the Farmer’s Market again.
Member Masters reported that she will contact Rob Sulski of the Friends of the Chicago River organization
about the possibility of pursuing a project at the Willow Festival area of the Chicago River. She will report
back to the group on this at the next meeting.
The group then discussed the rain garden behind the Village Hall. Member Masters said that she will point
out which plants are weeds and which ones should not be pulled so that the group can better maintain the
garden. Chairman Reynolds expressed an interest to maintain an updated record through the Village GIS
database of all rain gardens in Northbrook. Liaison Kaup will mention this to Adam Williams, who is the
staff person responsible for the Village GIS.
