APPROVED MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION VILLAGE OF NORTHBROOK November 15, 2012 Chairman Jeremy Reynolds called the EQC meeting to order at 7:05 p.m. in the Terrace Room of the Northbrook Village Hall, 1225 Cedar Lane. The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Scott Robson, Linda Masters and Fred Paul. A full quorum was met. Also Present: Liaison Andrew Letson. Members absent: Brian Bruce. Minutes The minutes of the October 18, 2012 meeting were reviewed. A motion was made by Member Masters to approve the minutes as presented. This was seconded by Member Robson. On a voice vote, motion passed. Chairman’s Report Chairman Reynolds stated that the commission is still looking for another member. He said that it is good to have people on the commission with different backgrounds and he is hoping to find someone who can be active. Chairman Reynolds noted that he spoke with a couple of individuals, but none have been available. Chairman Reynolds said that the EQC/Stormwater subcommittee meeting has been pushed off again. The Stormwater Commission hasn’t been meeting lately due to a lack of agenda items. Chairman Reynolds stated that on November 28 there will be an open house for the Ridge/Lee and Sunny Acres stormwater projects. This meeting coincides with the Open Meetings Act/Ethics training being offered by the Village Attorney. Staff Liaison Letson said that he would provide a summary of the open house for anyone who was unable to attend due to the conflict. Chairman Reynolds discussed the sustainability plan and noted that he would appreciate the Commission being provided the opportunity to review the draft document. Staff Liaison Letson said that he has not yet seen a draft, but would make sure that the Commission got the opportunity to review it. Chairman Reynolds discussed some of the topics from the public meeting and said that he would like the EQC to become involved with the Great Lakes Compact. Citizen Concerns Hear from the Audience Connor Robson stated that he is working on earning a merit badge for the Boy Scouts and is wondering why the sustainability plan is being developed. The Commission members provided some information on the background of the sustainability plan and why it is being developed. Village Chairman Reynolds said he feels the Commission is doing well with getting involved, but would like to have the group become more visible. There is a need to review the green building ordinance to bring it up to date with current practices. Member Paul said he would like to see the incentive programs change and the ordinance become broader. There may be opportunities to seek out partnerships for incentives. MINUTES OF A REGULAR MEETING OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION October 22, 2012 Page 2 of 2 The group discussed multiple approaches to improving the Techny Basin/Willow Festival area. It was decided that two members would work to set up a meeting with The Society of the Divine Word to discuss a recreation facility. A meeting would be set for after the holidays. Chairman Reynolds provided the group with a packet of information prior to the meeting and recommended that the group review it to become more familiar with stormwater issues. This is a topic that will become more important in the coming months as the subcommittee begins to meet. The group discussed ways to better promote the 50/50 drainage program. Staff Liaison Letson said that he would talk with staff to determine how useful an information pamphlet would be. New Business No new business. Next Meeting Based on availability of the members, the December 20, 2012 meeting will be cancelled. The next regular meeting of the EQC will be held on January 17, 2013.
