ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
March 20, 2014
Chairman Jeremy Reynolds called the EQC meeting to order at 7:00 p.m. in the Shermer Study of
the Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Linda
Masters, and Brian Bruce. A full quorum was met.
Also Present: Liaison Andrew Letson
Members absent: Sandra Garber, Fred Paul, and Scott Robson
Minutes
The minutes of the February 20, 2014 meeting were reviewed; a motion was made by Member Bruce
and seconded by Member Beeftink to approve the minutes as presented. On a voice vote, the motion
passed unanimously.
Chairman’s Report
Chairman Reynolds introduced Andrea Cline from the Lake County Stormwater Management
Commission (SMC). Chairman Reynolds stated that he and Liaison Letson had met with Village
Engineer Paul Kendzior to discuss the possibility of seeking grant funds for the retrofitting of the
Commercial Avenue detention basin with native plantings as a part of the Sunset Lane stormwater
management project.
Ms. Cline provided an overview of the SMC’s grant program and described how the Village’s project
could fit into that framework and how it may be a good candidate as the proposed area has high
visibility and traffic. She stressed that the grant application will need to show how the project will
improve water quality. Grant applications are due to SMC by May 23, 2014. Chairman Reynolds will be
working with Liaison Letson and Village Engineer Kendzior to complete the application.

Village
Earth/Arbor Day Celebration – April 26, 2014
Chairman Reynolds requested ideas of what the EQC should present at the upcoming Earth and Arbor
Day Celebration. Member Masters suggested providing information about the Village’s joint
sustainability plan with the Northbrook Park District. Member Bruce suggested that the Commission
develop a display board to provide information about each of the plan’s goals. Member Beeftink
suggested including a QR code that links to the Village’s sustainability plan web page. Liaison Letson
said that he would put something together for review at the next meeting.
New Business
Member Bruce gave a brief update on the community garden. The waiting list is now down to 20
people, with a total of 58 being involved in the garden this growing season. Currently there are 8
Crestwood residents who are gardeners. Member Bruce gave a brief overview of requests he made to
improve the Crestwood site.
Next Meeting
The next regular meeting of the EQC will be held on April 17, 2014.

Member Bruce made a to adjourn the meeting was made at 8:15 p.m. The motion was seconded by
Member Masters. On a voice vote, the motion passed.
