APPROVED MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION VILLAGE OF NORTHBROOK August 21, 2014 Chairman Jeremy Reynolds called the EQC meeting to order at 7:05 p.m. in the Shermer Study of the Northbrook Village Hall, 1225 Cedar Lane. The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Sandra Garber, and Marjorie Satten. A full quorum was met. Also Present: Staff Liaison Andrew Letson and Doug Gerleman Members absent: Brian Bruce, Fred Paul, and Scott Robson Minutes The minutes of the April 17, 2014 meeting were reviewed; a motion was made by Member Beeftink and seconded by Chairman Reynolds to approve the minutes. On a voice vote, the motion passed unanimously. The minutes of the April 24, 2014 meeting were reviewed; a motion was made by Member Beeftink and seconded by Chairman Reynolds to approve the minutes. On a voice vote, the motion passed unanimously. Chairman’s Report Chairman Reynolds welcomed the Commission’s new member, Marjorie Satten. Member Satten provided a brief overview of her background and expressed her excitement to be a member of the Commission. Chairman Reynolds provided member Satten with an overview of the Commission and the other members introduced themselves. Chairman Reynolds provided a summary of the detention basin retrofit grant application and stated that the project is not eligible for a grant through the Lake County Stormwater Management Commission because it is in the wrong watershed. Chairman Reynolds expressed that he was pleased that staff sought the Commission’s input on this application from staff and hoped to be of help with similar endeavors in the future. Citizen Concerns Hear from the Audience Doug Gerleman from Go Green Northbrook was present and provided an overview of some of his organizations projects. Mr. Gerleman stated that they are interested in working with the schools to implement green stormwater management projects. In addition, they are working with a local nonprofit to provide residents with information and options for energy conservation. They are also working to educate homeowners in an effort to reduce the use of pesticides and herbicides on residential lawns. Finally, Go Green Northbrook has been presenting the idea of a trail along the river near Founders Drive. Mr. Gerleman reported that the path was presented to the Bicycle Task Force who showed favor for the project. Village Electric Aggregation Green Program Update Liaison Letson provided an overview of the participation in the green energy option through the Village’s electric aggregation program. He stated that as of May 31, 2013, 80 customers were participating. Their participation avoided 428 metrictons of carbon dioxide from entering the atmosphere, which equates to removing approximately 89 cards from the road. The current electric aggregation contract is expiring in May and the General Government Department is working with the consortium on a new contract. 50/50 Drainage Program Update Liaison Letson reported that to date there has only been one participant in the 50/50 Drainage Program so far this year and they installed a backyard drain. He also reported that there have been several other residents who have shown interest; however, they are still working through the process. Northbrook Community Garden Update Chairman Reynolds requested that this item be tabled until the next meeting. Farmer’s Market Participation The Commission agreed that it was a bit late in the year to participate in the Farmer’s Market; however, they expressed interest in getting involved in 2015. New Business There was no new business discussed. Next Meeting The next regular meeting of the EQC will be held on September 19, 2014. Adjourn Member Beeftink made a motion to adjourn the meeting was made at 8:17 p.m. The motion was seconded by Member Garber. On a voice vote, the motion passed.
