DRAFT MINUTES OF THE
ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
June 18, 2015
Member Michael Beeftink called the EQC meeting to order at 7:27 p.m. in the Shermer Study of
the Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Members Michael
Beeftink, Scott Robson, and Diana McCluskey. A full quorum was met.
Also Present: Staff Liaison Emily Creer and Assistant Public Works Director Matt Morrison
Members absent: Members Marjorie Satten, Brian Bruce
Minutes
The minutes of the May 21, 2015 meeting were reviewed. Member McCluskey requested the spelling
of her last name be amended to read “McCluskey”. A motion was made by Member McCluskey and
seconded by Member Beeftink to approve the minutes as amended. On a voice vote, the motion
passed unanimously.
Chairman’s Report
New Member Search
Staff Liaison Creer provided an update on the new member search. Chairman Reynolds commented on
the need to continue to individually search for new members with diverse backgrounds.

There were no members of the public who wished to speak.
Village
a. Continued Review of Winnetka Coal Tar Based Pavement Sealant Ban
Chairman Reynolds presented the current draft summary to the Commission and requested comments
and feedback. Member Robson agreed to edit the current summary and send to the Commission prior
to the next meeting for final approval. There was discussion regarding whether the summary should
include a recommendation to the board or provide information only. Member Beeftink asked for an
update on Winnetka’s newly implemented coal tar ban. Chairman Reynolds agreed to provide an
update following this summer’s enforcement. Chairman Reynolds suggested moving towards public
education and outreach rather than banning and suggested receiving a commitment from the Village
to no longer utilize coal tar on future projects. He also agreed to reach out to companies currently
advertising that they do not use coal tar.
b. Electrical Aggregation Staff Report
Staff Liaison Creer provided information about the green energy options available to residents
including the purchasing of Renewable Energy Certificates and a list of certified retail electric suppliers.
New Business
Assistant Public Works Director Morrison provided an update on the stormwater projects that have
been completed and are currently being working on in the Village
Next Meeting
The next regular meeting of the EQC will be held on July 16, 2015.
Adjourn
Member Robson made a motion to adjourn the meeting at 8:08 p.m. The motion was seconded by
Member Beeftink. On a voice vote, the motion passed.
