1 APPROVED 2 MINUTES OF THE VILLAGE OF NORTHBROOK 3 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION 4 5 Village Hall Terrace Room 6 May 22, 2012 7 8 Members Present: Chairman Patrick Lederer, Curt Wilens, Larry Herskovitz, David Gottlieb, Jill 9 Narens, Richard Rushkewicz, Brian Lee, Susan Elfant, Mark Freeman, Tensley 10 Garris and Dick Leopold. 11 12 Members Absent: None. 13 14 Staff Present: David Schoon and Colleen Brunner. 15 16 Call to Order & Introductions 17 18 Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:30 a.m. 19 20 Review of Minutes: 21 22 On a motion made and seconded, the minutes from the March 20, 2012 Special ICDC meeting were 23 approved as presented. 24 25 Public Comment- Hear from the Audience- None 26 27 Community Planning and Economic Development Coordinator Report 28 29 A written report was provided. Schoon’s additional comments included: 1) There is a Board meeting 30 tonight with two items of interest to the Commission - Red’s Garden Center landscape transfer station 31 and the senior living facility on Skokie Blvd; 2) Dundee/Skokie property –bank is accepting sealed bids 32 until June 8. 2012. This property most likely will need rezoning and Board approval; 3) Countryside 33 Montessori school is seeking a special permit and rezoning to add an additional building on the school 34 campus, 4) received several 6b inquiries, 5) inquiries in subdividing some smaller lots within the Village 35 and 6) Bell Flavors will be celebrating their 100th anniversary. 36 37 Presentation by PACE Representative Regarding PACE’s Van Pool and Carpool Programs 38 39 PACE representative, Tim Dilsaver presented information regarding the different fixed routes, shuttle 40 buses, van pool, employee shuttle, and carpool programs available to businesses and employees in 41 Northbrook. Mr. Dilsaver described advantages of the van pool and employee shuttles as 1) increased 42 attendance at work, 2) less cars and traffic on the roads and 3) reduced costs, due to sharing of costs. 43 Any business can go to the PACE website or contact Tim for additional information. He will come to 44 your business and make a presentation. The Village can promote these programs by putting links and 45 information on its’ website, put the information on the Chambers’ website and put an article in the 46 Village newsletter. The ICDC Commission felt the Village should be proactive and place the information 47 on its’ website. 48 ICDC Meeting Minutes May 22, 2012 1 Discussion Regarding Impact of Proposed Illinois Renewal Electricity Resources Act 2 3 Senate Bill 678’s is legislation to support the construction of a clean coal power plant in Taylorsville by 4 requiring electricity providers to purchase 5% of their energy from this facility. The purchase of this 5 electricity would increase electricity rates. The Senate has passed the bill and it is currently in the House 6 committee. The Village is opposed to the bill and President Frum has sent a letter clearly stating such. 7 Com Ed feels it won’t get out of committee but a vote is occurring tomorrow. Commission members 8 were encouraged to contact their state representatives to express their concerns regarding the bill. 9 10 Update and Discussion Regarding Creation of Industrial and Commercial Services District 11 12 A summary of the proposed district was included in the packet. The proposed locations of the ICS 13 District are areas 1) along Janke, Carlson and Raymond- east of Shermer Rd., 2) along Holste and Old 14 Willow Roads, 3) a small segment along south Skokie Blvd/Frontage Rd. and 4) the south side of Techny 15 Rd., across from Meadowhill South Park. Staff has created a draft land use table with proposed uses for 16 the district. Properties within the new zoning district will remain as zoned until they ask to be rezoned. 17 The ICDC Commission indicated that the Plan Commission appeared to be headed in the right directions 18 with the new district. 19 20 Update Regarding Implementation of Downtown Plan 21 22 The Board has directed staff to develop a work program for the downtown area. Items include: 1) 23 property maintenance of buildings, parking lots, etc.; 2) zoning code amendments to allow for greater 24 density and height; 3) creation of a storm detention area behind Village Hall to assist to handle 25 stormwater resulting from the redevelopment of downtown sites, 5) streetscape improvements not 26 requiring significant costs; 5) educate the community about the challenges of the downtown 27 redevelopment; and 6) more actively assist downtown properties owners with finding tenants. 28 29 Old Business - None 30 31 New Business 32 33 Chamber Outlook Breakfast on May 23rd.
