INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION

Members Present: Chairman Patrick Lederer, Mark Freeman, Tensley Garris, Larry Herskovitz,
Jill Narens, Richard Rushkewicz, Dick Leopold and Susan Elfant.
Members Absent: David Gottlieb
Staff Present: David Schoon, Tom Poupard, and Mike Strong
Call to Order & Introductions
Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:30 a.m.
Mike Strong, the new Management Analyst in the Development and Planning Services, was
introduced
Review of Minutes:
On a motion made and seconded, the minutes from the January 9, 2013 Joint EDC/ICDC meeting
and the February 26, 2013 ICDC meeting were approved as presented.
Public Comment- Hear from the Audience

Community Planning and Economic Development Coordinator Report
Schoon made a presentation regarding the following potential development projects: (a) 1000
Skokie – Walmart; (b) 770 Skokie – Mixed Use Project (Mariano’s); (c) 430 Dundee – Dengeo’s;
(d) 885 Sunset Ridge – Nestle’s electronic message board sign; (e) 2600 Dundee – Essex’s cottage
housing project; (f) Walters & Lorenz Mixed Use Projedt; (g) 60 Revere Drive rezoning; (h) 237
Melvin – TCBOOST Athletic training facility. Schoon also reported on the start of the Downtown
Zoning Committee work as well as still trying to schedule the next Ad Hoc Economic Development
Committee meeting.
Update Regarding Status of Village Consideration of the Most Recent International Building
Codes
Tom Poupard, Development & Planning Service Director, reviewed where the Architectural Control
Commission is in its process of getting ready to recommend adoption of the most current
international building codes. He indicated that the ACC will be recommending that 30-40% of our
local amendments be eliminated, which will help architects and builders that work in communities
other than just Northbrook to be more familiar with what our requirements are. He indicated that
the ACC spent some time discussing the local amendment to the State Plumbing Code that requires
a fixed drinking fountain in any area that exceeds 5,000 square feet. The State allows someone to
use a water cooler. The ACC is looking to recommend a change to the local amendment to read

that with any new construction of a space 5,000 feet or larger or the expansion of a space that then
exceeds 5000 square feet and plumbing work is involved than a fixed drinking fountain is required.
Poupard discussed the State imposed requirement starting January 1, 2013, that all development
comply with the latest Energy Conservation Codes. Staff still balances what it should review and
inspect for versus what the architect/building/owner should ensure compliance with.
In response to questions from Commission members, Poupard indicated that the State of Illinois is
fairly consistent with other states’ regulations. He also responded that in terms of local
amendments, some communities have more than Northbrook and other’s have fewer.
Poupard and Commission members discussed pros and cons of various building materials (wiring,
piping, etc.) allowed and not allowed.
Update Regarding Current State Legislative Issues
At the request of Chairman Lederer, Schoon updated the Commission regarding the amendment to
the Prevailing Bid Act, which would require all bidders that submit bids for public projects to
provide an apprentice program, which would basically require all bidders to be a union shop. The
Village has take a position against this legislation as it would greatly reduce who could bid on
projects and potentially increase expenses. Schoon also reported that the State is still considering
increasing the minimum wage from $8.25/hour to $10.00/hour.
Discussion of 2013-2014 Work Program
Schoon asked for direction from the Commission regarding items it would like staff and the
Commission to work on during the coming fiscal year. Generally, the Commission starts with last
year’s work program and makes changes to it for the coming year. At the suggestion of Member
Garris, the Commission would like to encourage the Village to study the regulation of food
trucks/mobile kitchens given their potential impact on existing restaurants. At the suggestion of
Member Elfant, the Commission would like to include items in the work program regarding the
implementation of the downtown plan.

Member Garris announced the Chambers Economic Forecast Breakfast is next week.
Next Meeting
The next ICDC meeting is has been rescheduled for May 28, 2013.
