1 APPROVED 2 MINUTES OF THE VILLAGE OF NORTHBROOK 3 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION 4 5 Village Hall Terrace Room 6 October 22, 2013 7 8 Members Present: Chairman Patrick Lederer, Tensley Garris, Richard Rushkewicz, David 9 Gottlieb, Curt Wilens, Brian Lee, Mark Freeman, Dick Leopold and Jill Narens. 10 11 Members Absent: Larry Herskovitz. 12 13 Staff Present: David Schoon and Michael Strong. 14 15 Call to Order & Introductions 16 17 Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:30 a.m. 18 19 Review of Minutes: 20 21 On a motion made and seconded, the minutes from the September 24, 2013 ICDC meeting were 22 approved as presented. 23 24 Public Comment- Hear from the Audience 25 26 None 27 28 Community Planning and Economic Development Coordinator Report 29 30 Schoon provided updates regarding; 1) Walmart has responded to the ACC with changes to the east 31 elevation and façade. The 4th public hearing will be held at GBN on October 23, where the public 32 may still speak. Before the Plan Commission can make a recommendation on the requested zoning 33 change, the process is to hear from the public, applicant’s closing comments and then the 34 commission’s discussion of the applicant’s proposal; 2) Regarding the Northshore 770 project, Plan 35 Commission did supply comments back to the applicant concerning traffic and roadway issues and 36 density of the residential component. The applicant will revise the plans by reducing the size of the 37 residential building. This will go to the Plan Commission November 5. The TIF request is also under 38 review by staff and the Village’s consultant; 3) The owner of the Marathon Station is still working on 39 a land swap with the Rehab Institute. Concerns are parking and roadway access; 4) KZF has 40 submitted an application for 24 single family homes on the former Pine Knolls site. 5) The Board has 41 indicated that Pulte Homes design for development at Willow/Landwehr is too dense. 6) Arhaus at 42 Northbrook Ct. will need a zoning code change as they want outside wall signage; 7) On October 24 43 the Downtown Zoning Committee will meet to discuss zoning code changes in the downtown; 8) the 44 Village has received inquiries concerning Class 6B at 2900 Shermer (formerly Optimum Foods). It has 45 been vacant less than 2 years and in 1995 it received the 6B classification, which expired in 2006. 46 The question is whether the Board would support a renewal of the 6B. The ICDC Commission 47 discussed the issue. General consensus was that the building is in good shape, USDA approved and ICDC Meeting Minutes October 22, 2013 1 very marketable for a specific user with its current high end equipment. They do not see this as a 2 renewal as the terms have expired in 2006. The Commission feels the applicant /building doesn’t 3 warrant a Class 6B. The second Class 6B inquiry is for a property on Commercial. The building is 4 occupied but wishes to expand its business. The ICDC feels it does not warrant a Class 6B. 5 6 Discussion of Food Truck Regulation 7 8 A written report was included with the packet. Mike Strong made a presentation concerning food 9 trucks. The Communication & Legislation Committees goal is to establish policy and regulations in 10 regards to the operation of food trucks. The Committee has met and drafted some guidelines. 11 Currently a vendor needs a Village business license and a sanitation inspection. The Committee 12 looked at their operation in 2 distinct areas, the Downtown area and the rest of the Village. 13 14 The Commission discussed several issues from the report. 15 16 1) Member Freeman asked if the trucks would have a state certified food handler on each 17 truck. Brick and mortar restaurants must have one on site at all times, which equates to 18 training and expense for the establishment. 19 2) The regulation states food trucks are prohibited parking within 100 ft. of a brick & mortar 20 (outside downtown area). Member Freeman feels this should be a greater distance. 21 3) Signage- food trucks can display sandwich type boards. Currently a brick & mortar must 22 obtain a special permit to have such signage. Freeman feels this is unfair and standards 23 should be the same. 24 4) Members were concerned in general with waste and refuse and how it would be handled. 25 5) Member Wilens would like proactive governance by the Village over the future regulations, 26 and not complaint based. 27 6) Members felt the $70.00 license fee is too low. 28 7) Member Leopold felt food trucks should be held to the same standards as brick & mortars. 29 8) Member Garris feels the Village should implement a trial period over the summer versus 30 making policy now. 31 32 Discussion continued and the Commission adopted the following recommendation by a vote of 9-0. 33 Food trucks should be required to adhere to the same regulations as a brick and mortar restaurant 34 (eg-food safety, signage, etc). Regarding regulating where food trucks should be allowed to be 35 located, the Commission could not reach a consensus. 36 37 Review of Northbrook Economic Data 38 39 Postponed to next meeting due to time constraints. 40 41 New Business 42 43 Member Garris passed out the Northbrook shopping guide.
