14 Review of Minutes:
15 On a motion made and seconded, the minutes from the April 22, 2014 ICDC meeting were approved with
16 the following change that under New Business the minutes should not read that UPS partnered an event
17 where Brad Schneider will be speaking at the Deerfield Village Hall on gun safety.

19 Public Comment- Hear from the Audience-None

21 Community Planning & Economic Development Coordinator Report
22 Schoon provided updates regarding; 1) The Board has approved the NorthShore 770 project, 2) 430 Dundee
23 Marathon Station and the Rehab Inst. continue to work on land swap, 3) proposed Waterway at 2370
24 Waukegan is back at the Plan Commission, 4) the first public hearing was held concerning the Village Green
25 Center expansion. The Plan was generally receptive, 5) cell tower at 4350 Walters has been approved and
26 staff is waiting on a resubmittal for the tower at 2705 Techny, 6) 60 Revere rezoning has been filed, 7) plans
27 have been submitted for the proposed Dunkin Donuts at 2775 Dundee, 8) applicant is pursuing a 7500 sf
28 project at 2990 Dundee for an office complex but no formal application has been submitted, 9) proposed
29 Metro Storage at 2121 Shermer is going before the Board tonight. It is a storage facility with a mezzanine
30 level. This project will require rezoning and text amendments, 10) 1448 Techny proposes a medical/dental
31 use which requires special permit approval, 11) the proposed Lurie Children’s Pediatric clinic at 1131
32 Techny Road requires a special use permit and text amendment to allow off premises signage, 12) plans
33 have been submitted for a 69 bed senior living facility at 100 Pointe Dr., 13) Pulte Homes located at
34 Landwehr/Willow has resubmitted a formal application for 18 units, 14) the Anetsberger property located
35 at Voltz/Waukegan has selected James Builders to construct single family homes, 15) staff has discussions
36 with property owners and potential developers regarding potential redevelopment of 7-8 properties on
37 Shermer Rd., 16) at the July 15 COW meeting, staff will discuss downtown issues, 17) Board has listed code
38 amendment priorities including those related to the downtown area, residential bulk, sign regulations,
39 parking regulations, overhead utility line burial requirements, property maintenance codes, SIC codes and
40 zoning codes, 18) Cook County has informed Schoon regarding potential changes to the 7A & &B for
41 industrial and office buildings, 19) working with Chamber and North Shore Convention Bureau on a
42 shopping campaign, 20) the Economic Development Committee has expressed interest in meeting more
43 often and 21) staff and consultant reported to the Board concerning the new water tower.

45 Update Regarding Recently Adopted Food Truck Regulations
46 Mike strong reviewed the information in the packet regarding the new food truck regulations adopted by
47 the Village Board, which includes specific regulations for three different types of food trucks. Member
48 Freeman voiced concerns with the noise level coming from ice cream trucks.

2 Discussion Regarding Proposed Zoning Code Text Amendments Regarding Medical Cannabis (Marijuana)
3 Cultivation and Dispensary Facilities
4 Schoon reviewed the status of the proposed amendments regarding this issue going through the Plan
5 Commission public hearing process. He stated that the State has created a four year pilot program that
6 authorizes cultivation and distribution of medical marijuana for certain specified debilitation medical
7 reasons. The state has regulations concerning distance from schools, day care centers and residential
8 properties. As a result, a cultivation center could not be located in Northbrook. Regarding dispensaries,
9 only one will be allowed in all of Northfield and New Trier Township. The Plan Commission is considering
10 allowing dispensaries in the same commercial districts in which pharmacies are allowed.

12 The ICDC Commission discussed the issue. The Commission unanimously voted to encourage the Plan
13 Commission to continue to explore allowing dispensary centers in commercial districts rather that placing
14 them in industrial districts.

16 Discussion of Updated 2014-2015 Work Program
17 Schoon reviewed the work program and highlighted the items that the Commission added at its last
18 meeting.

22 New Business-
23 ICDC members requested that the Park District attend a future meeting to present information regarding
24 the proposed purchase of Five Seasons. They indicated they are most interested in financial information
25 related to the proposed project such as estimated costs and revenues as well as information regarding how
26 much Glenview spent on its facility.

28 Members would also like the Village Engineer to attend a meeting to provide an update on the Stormwater
29 Management Plan.

31 Comments were made that the Village portrays itself as encouraging economic development. The
32 treatment and difficulty that Waterways has endured is not sending that message. Additionally, the
33 amount of time spent discussing medical marijuana versus the proposed Waterway facility is not
34 encouraging new business growth

36 Chambers annual business expo is July 21st with Glenview, Riverwoods and Deerfield. Meal packing event at
37 the Renaissance is August 28th.
