1 Approved 2 MINUTES OF THE VILLAGE OF NORTHBROOK INDUSTRIAL AND COMMERCIAL DEVELOPMENT 3 COMMISSION 4 Village Hall Terrace Room 5 February 24, 2015 6 Members Present : Chairman Patrick Lederer, Mark Freeman, Tensley Garris, David Gottlieb, Larry 7 Herskovitz, Brian Lee, Dick Leopold, Richard Rushkewicz, Thomas Washburn, and Curt Wilens. 8 Members Absent: Jill Narens 9 Staff Present: David Schoon, Assistant Director, Development and Planning Services 10 Public Present: Irv Leavitt 11 Recorder: Sue Anetsberger 12 Review of Minutes 13 On a motion made and seconded, the minutes from the January 14, 2015 ICDC meeting were approved 14 as submitted. 15 Public Comment-Hear from the Audience-None 16 Community Planning Report 17 David Schoon, Village Staff Liaison provided updates regarding the following: (1) NorthShore 770 18 construction continues to move along; (2) Staff continues to work with the 430 Dundee Marathon 19 station owner and the Rehabilitation Institute on their land swap and Henrici Drive vacation; (3) No 20 formal application has been submitted for 1000 Skokie; (4) Dunkin Donuts on Dundee will go to the 21 Board for consideration of approval. The Plan Commission recommended approval of the project after 22 some issued were addressed. (5) On February 24, the Board will vote on the Metro Storage facility at 23 2121 Shermer. The Plan Commission recommended approval of the changes. (6)The Board considered a 24 preliminary application for a self storage facility at the corner of Sunset Ridge and Skokie Boulevard, 25 north of the proposed Lifetime Fitness. Most Board Members felt it could be an appropriate use. 26 Residential Projects: (7) A memory care facility at Point Drive and Lake Cook is seeking a permit. (8) KZF 27 will be submitting an application for final plan approval of 21 units along Dundee Road. (10) The Plan 28 Commission held their first public hearing on Willow Crossing. The Plan Commission asked the applicant 29 to take a look at what could be done to reduce the number of units. (11) Edward R. James has submitted 30 a formal application for 37 units at Voltz and Waukegan. The number of units have been reduced by 31 one. It will go to the Plan Commission in May. (12) The Lodge expansion is working on phases 4-5. To 32 date, no formal application has been submitted; (13) A formal application has yet to be submitted for 33 the Jacob Homes townhome project in downtown; (14) The applicant for the proposed subdivision 34 located on Landwehr, north of Willow, is working on a formal application. (15) The Board reviewed a 35 preliminary application for an assisted living facility on Techny and Shermer (Patriot Partners Care 36 Center) for 96 units/120 beds. (15) The Mission Hills development was approved by the County Board. It 37 will appear before the Plan Commission and Village Board for approval of only the plat, not the zoning. 38 (16) The draft downtown zoning regulations were presented to the Board of Trustees. Trustees 39 requested input from downtown property owners and developers on their thoughts regarding the new ICDC Meeting Minutes – February 24, 2015 1 regulations. (17) The Board is asking for a review on food truck regulations at the February 24 meeting. 2 (18) Work continues with the Chamber of Commerce and a consultant on the Facebook campaign. (19) 3 Barilla is interested in the former Nestle building site; they are considering relocating their headquarters 4 from Bannockburn. 5 Pace Bus Shelter 6 David Schoon , Village Staff Liaison provided an update on a preliminary conversation held with a 7 community representative from Pace. A handout was prepared by the Northbrook GIS Department 8 displaying maps with bus routes and their numbers, bus stops, and shelters. Pace offers two programs; 9 (1) Non-ad shelters are installed by Pace using concrete pads. If the Village or the community pays for 10 the pad, the shelter can be in place much sooner. Pace checks the demand for need in an area. At 11 current time, Northbrook has an agreement to install non ad shelters only. (2) Pace seems to prefer 12 installing ad shelters, working with a third party. In the past, the Village has been concerned with the 13 issue of using the public right of way to advertize commercial businesses. With ad shelters, the Village 14 would receive a small annual stipend of $1,000 or $1,200 per shelter. The installation of ad shelters 15 moves faster along than non-ad shelters. The Commission had also asked for information regarding 16 ridership on the different bus routes that go through Northbrook. A handout was provided by Schoon 17 that displayed ridership numbers, subsidy per rider and recovery ratio. It would be favorable to place 18 shelters in locations where riders for multiple routes could benefit from the shelters. Pace will look at 19 the routes and stops to see if it warrants putting in bus shelters and will complete an analysis. A couple 20 of Commission members indicated that they would be willing to put up funds toward the installation of 21 shelter pads. This agenda item will be revisited in 30-90 days. 22 Business Survey 23 A current copy of the Business Survey was in included in the handout from David Schoon. Tensley Garris 24 and David Schoon reported they developed a list of businesses to survey based on comments received 25 from committee members having an interest to approach and survey businesses in their area. Contact 26 information is being wrapped up and the assignments will be handed out shortly. The businesses chosen 27 to be surveyed cover a wide range of geographic areas, multiple types of businesses and sizes. A broad 28 aspect of the business community was desired. 29 Information was delivered by Schoon that outlined before, during, and after interview hints. Before an 30 interview, a letter will be sent to the business (a copy was included in meeting passout materials) that 31 will introduce the concept and give the name of the individual conducting the interview. A copy will be 32 sent to the interviewer. Each interviewer will be responsible to contact their business and set up the 33 visit date. Each interviewer will be given three names to contact over a period of time. One should 34 become familiar with the survey and try not to be too dependent on the form. Interviewers should 35 familiarize themselves with a little bit of knowledge of the company they plan to visit. Tensley Garris is 36 happy to share any insight she may have and shared that interviewers are welcome to contact her. 37 When going on the interview, interviewers should remember to take a pen and note pad, and think 38 about how they will conduct the survey at the time of visit. All surveys are confidential. The information 2 ICDC Meeting Minutes – February 24, 2015 1 will go to Tensley at the Chamber of Commerce. Answers will only be reported in the aggregate. There 2 will be no report on individual responses, only themes. Please mail or fax responses to Tensley due to 3 the confidentiality issue. Interviewers are representing the Village of Northbrook and the Chamber of 4 Commerce, not private businesses. Interviewers should be neutral and objective. Interviewers are not 5 problem solvers but an interviewer can note an item as an issue and offer follow up from the Village if 6 the interview applicant desires. 7 After an interview, interviewers should go over their notes and fill in any blank areas on the form. A post 8 visit survey form will be included in the packet asking for any observations made from any situation. The 9 form has questions regarding if there are any follow up issues that need to be attended to or specific 10 items that need action. Be aware that all information gathered is confidential. 11 In response to a question, Schoon stated that normal acceptance rates of companies wishing to 12 participate are 60-70% but hoped for an 80%. Schoon also stated in response to a question that phone 13 interviews are less than desirable and it is a more positive experience if someone from the Village is 14 taking the time to make a personal visit. Tensley Garris and Patrick Lederer stated that in general folks 15 will be receptive and forthcoming. One should try to gather information and not give information and 16 to not solicit contacts. The contact letter will be the letter of introduction. The Northbrook Business 17 News has an article defining ICDC. It can be a valuable tool to take with to the interview. 18 Patrick Lederer thanked David Schoon on a great outline for the visitation program. 19 New Business 20 Tensley Garris reported that the Chamber will hold its annual meeting and dinner on Monday, March 9, 21 2015 at the Renaissance Chicago North Shore. They are pleased to be honoring Northbrook Court as 22 "Corporate Citizen of the Year" and Countryside Montessori as "Small Business of the Year". Bob 23 Caldwell will be honored as "Chamber Volunteer of the Year". Two Senior Managers with Ernst & Young, 24 will lead a program on Cyber Security, Not Just an IT Issue. 25 Brian Lee reported that Northbrook Court worked in conjunction with the Northbrook Fire Department 26 on a supplemental program for exit signage used for exiting the service corridors at Northbrook Court. In 27 a time of emergency, first responders will know where their location is within the corridors. The 28 program was developed at Northbrook Court and rolled out to 120 General Growth Properties shopping 29 centers across the country. Member Lee also reported that Northbrook Court has signed a contract with 30 local business, Moore Landscaping , for landscape services at the mall. 31 Adjourn- 32 On motion made and seconded, the meeting was adjourned at 8:45 a.m. 33 Respectfully Submitted- 34 Sue Anetsberger 3
