1 Approved 2 MINUTES OF THE VILLAGE OF NORTHBROOK INDUSTRIAL AND COMMERCIAL DEVELOPMENT 3 COMMISSION 4 Village Hall Terrace Room 5 June 23, 2015 6 Members Present : Chairman Patrick Lederer, Mark Freeman, Tensley Garris, David Gottlieb, Larry 7 Herskovitz, Dick Leopold, Richard Rushkewicz,. 8 Members Absent: Brian Lee, Thomas Washburn, and Curt Wilens 9 Staff Present: David Schoon, Assistant Director, Development and Planning Services 10 Public Present: None 11 Recorder: Sue Anetsberger 12 Review of Minutes 13 On a motion made and seconded, the minutes from the April 28, 2015 ICDC meeting were approved as 14 submitted. 15 Public Comment-Hear from the Audience-None 16 Community Planning Report 17 David Schoon, Village Staff Liaison provided information on the current status of development projects: 18 (1) NorthShore 770 - Zengeler's and Sleepy's have opened. Noodles & Co. is scheduled to open near July 19 4. Mariano's is projected to open mid to late August; (2) 430 Dundee Marathon station owner and the 20 Rehab Institute continue to negotiate environmental issues associated with land swap; (3) 1000 Skokie 21 Proposed Mixed Use Project is scheduled to go to the Plan Commission on July 7 for the first public 22 hearing; (4) Dunkin Donuts - 2775 Dundee permit is ready to be issued; (5) Metro Storage at 2121 23 Shermer was approved; (6) 990 Skokie has a new potential developer, Lock Up self-storage; (7) 4201 24 Lake Cook, no new news; (8) Waterway Gas & Wash on Waukegan Rd. is underway; (9) Meadow Park 25 Office Complex - Lurie Children's Outpatient Clinic and Bright Horizon's are looking at late summer or 26 early fall to open; (10) 99 Point Drive Memory Care building has started construction; (11) Timber's Edge 27 by KZF has received Village Board approval; (12) Edward R. James at Voltz and Waukegan has been to 28 the Plan Commission a couple of times. They are scheduled to go back to the Plan Commission July 21; 29 (13) The Lodge Phases 4 & 5- staff is waiting for applicant to resubmit after first review; (14) Jacob's 30 Homes at 1179-1291 Shermer - A new current site plan for 76 units with a two story office building was 31 received; (15) Mission Hills - Staff is reviewing the final plat for technical issues; (16) Copies of the 32 proposed downtown zoning regulations were sent to major downtown property owners and developers. 33 They were asked to provide feedback. Findings of our discussions were presented to the Board. 34 Developers stated that they always appreciate a process where there are certainties of getting an 35 approval. If the Village knows what it wants and they can do that; that is good for them. There is less risk 36 in going through the process and not knowing whether approval will be granted. Regulations that help 37 to do that are good but developers also want the Village to be flexible in case they want to do 38 something different. The proposed regulations are more prescriptive and give more guidance. They also 39 offer the opportunity to ask for relief. The majority of the Board at the last meeting was not interested ICDC Meeting Minutes – April 28, 2015 1 in pursuing the regulations. They thought it was too prescriptive. The meeting was continued to a future 2 meeting so that further discussion could take place when all Board members were present; (17) 3 Downtown Streetscape Plan - The roads need to be resurfaced downtown and ways are being looked at 4 to increase on street parking; (18) Enhancements to special permit procedures are being considered by 5 Plan Commission in July; (19) The Zoning Code recently amended to allow administrative variations for 6 minor zoning relief items; (20) a new Village wide Enterprise Resources Planning Software (ERP) System 7 for functions from financing, building and to permitting is being implemented over the next several 8 months; (21) The Facebook campaign continues. The next holiday season is July 4. 9 Pace Bus Shelter 10 David Schoon, Village Staff Liaison stated that he has been in contact with Pace. Pace needs to do an 11 actual survey count of the potential riders for the shelter sought at Commercial and Academy Drive. The 12 numbers will justify the need for the shelter. The count will take place over the next couple of months. 13 Schoon will report the findings to the Commission. 14 Business Survey 15 David Schoon, Village Staff Liaison reported that 21 visits have been completed out of 33. Two members 16 have completed three visits each. Every current member has completed at least one visit. The survey 17 results are consistent with what was reported by Commission members at the last meeting. Twelve out 18 of 21 businesses indicated that they have problems finding employees. Nine businesses stated that 19 property taxes and assessments are an issue. One-third talked about telecommunication and internet 20 service issues. Public transportation was also an issue. A slide was introduced showing the types of 21 businesses that were interviewed. Another slide displayed the size of the businesses. Member Gottlieb 22 suggested that the Commissioners fill out surveys relative to their businesses and also to include in the 23 statistics. We should also note the number of businesses that declined to participate in the survey. 24 Member Freeman suggested interviewing other business owners within the community. Chairman 25 Lederer suggested that interviewers pick a network of people within the Village to interview and to try 26 to reach a different perspective of the community. Submit 3 or 4 names to Schoon. He will check for 27 duplicates and give feedback. Member Garris questioned how the survey results would be used and that 28 it was important to visit the businesses in the area on a regular basis. Chairman Lederer stated that the 29 Commission should continue the outreach program, study the data, and submit the findings in an official 30 letter to the Board. David Schoon, Village Staff Liaison added that the visits give a pulse of what is going 31 on in the community. 32 6B Program 33 David Schoon, Village Staff Liaison reported that in 2012 ICDC and the ad hoc Economic Development 34 Committee each toured buildings that were identified as potential candidates for Class 6B. Schoon 35 reviewed each building and their current status. (1) 1808-1850 Holste – 85,000 sq. ft. warehouse 36 industrial building, approximately 36K sq. ft. occupied in 2012. Currently going through the rezoning 37 process to broaden the land uses allowed on the site. There is now an offer on the building. Currently 38 no 6B; (2) 1880 Holste - 21K sq. ft. research and development facility. In 2012 it was vacant for two 39 years, 6B approved on the property in 2014. Property was purchased by TZAM; (3) 1885 Holste - 2 ICDC Meeting Minutes – April 28, 2015 1 Property was rezoned to the Industrial and Commercial Services district and converted to a sports 2 training facility. The property got redeveloped, no 6B; (4) 1829 Stanley - 31K sq. ft. industrial warehouse 3 building. Vacant for two years in 2012. Maurice Sporting Group purchased the building without a 6b; (5) 4 237 Melvin - vacant since February. May be on the market again; (6) 3005 MacArthur - Inquiries were 5 received for a 6B. Some activities are taking place within the building. Schoon asked the group what is 6 the reaction for the property being eligible for a new owner and 6B given the property is currently tax 7 exempt and partially occupied. Chairman Lederer and others expressed the opinion that it should be 8 eligible for a 6B; (7) 3411 Woodhead - not quite vacant for two years in 2012. Property still remains for 9 sale. The Commission's goal is to be aware and should be to look annually at what is available. 10 New Business 11 Member Garris reported that the Chamber’s Annual Business Expo and After Hours to be held at the 12 Wyndham Glenview Suites on Wednesday, July 22 from 5-7:30 p.m. A Meal Packing Event to assemble 13 40,000 pasta meals is scheduled for Thursday, August 27 from 11:30 a.m. - 1:30 p.m. and 4:30 - 6:30 14 p.m. at the Hilton Chicago Northbrook. Business After Hours at Northbrook Days is scheduled for 15 Wednesday, August 5 from 5-7 p.m. at the Northbrook Days Party Tent. 16 Adjourn 17 On motion made and seconded, the meeting was adjourned at 9:00 a.m. The next meeting is scheduled 18 for Wednesday, July 28 at 7:30 a.m. dependent on member’s availability. 19 Respectfully Submitted 20 Sue Anetsberger 3
