1 Approved 2 MINUTES OF THE VILLAGE OF NORTHBROOK INDUSTRIAL AND COMMERCIAL DEVELOPMENT 3 COMMISSION 4 Village Hall Terrace Room 5 February 23, 2016 6 Members Present : Chairman Patrick Lederer, Rick Blyth, Mark Freeman, Tensley Garris, Larry 7 Herskovitz, Brian Lee, Dick Leopold, Richard Rushkewicz, Thomas Washburn, and Curt Wilens 8 Members Absent: David Gottlieb 9 Staff Present: David Schoon, Assistant Director, Development and Planning Services 10 Public Present: None 11 Recorder: Sue Anetsberger 12 Review of Minutes 13 A correction was noted on page 2, Line 39; the insertion of the word “that” in "Atlas staff advised that 14 the". A motion was made and seconded to approve the minutes as amended from the January 13, 2016 15 joint EDC-ICDC meeting. On a voice vote the minutes were approved. 16 Public Comment-Hear from the Audience - None 17 Community Planning Report 18 David Schoon, Village Staff Liaison offered handouts of the Annual Village Financial Report to attendees. 19 Liaison Schoon provided information on the current status of development projects: (1) NorthShore 770 20 - All businesses except PNC Bank and a small health care facility have opened. A small number of the 21 residential units are occupied; (2) 430 Dundee Marathon and the Rehab Institute - Marathon owner 22 reports that the deal is close with the Rehab Institute; (3) 1000 Skokie Mixed Use Project - Applicant will 23 be presenting to the Planning and Zoning Committee next Tuesday and possibly to the Board on March 24 8th; (4) Village Green Center - work has slowed down because of site work issues; (5) Dunkin Donuts at 25 2775 Dundee – Construction delayed because of IDOT limiting access on Pfingsten Rd. during certain 26 hours; (6) Metro Self Storage construction at 2121 Shermer is moving along; (7) Lock Up Self Storage - 27 990 Skokie Blvd. seeking building permit that should be issued soon; (8) JCC permit is close to being 28 issued for expansion of a 13,000 sq. ft. physical fitness facility; (9) Rover's Place special permit at 1810 29 Skokie was approved last month by the Village Board; (10) Toyota of Northbrook at 1500-50 Frontage 30 Rd., looking to make site improvements, which includes making a property trade with owner to the 31 north; (11) Rogan at 3455 Woodhead Dr., is seeking new wall signs but must go through special permit 32 process, meeting with Plan Commission on March 1; (12) UBS - 5 Revere Drive is seeking new signage 33 and going to the Plan Commission; (13) Noggin Builders - 3000 Dundee provides children's 34 supplemental education services is seeking special permit approval; (14) Royal Truck Repair at Old 35 Willow and Shermer Rd. wants to develop the site, which will require a rezoning and special permit 36 approval; (15) US HealthVest Psychiatric Hospital - 4201 Lake Cook property needs to be rezoned to the 37 Institutional Building District and variations would have to be granted; Class 6b requests (16) Atlas Fiber 38 6b is on the March 8th agenda, Panek Precision did not move forward, Wiss Janney Elstner 6b was ICDC Meeting Minutes – February 23, 2016 1 approved; (17) Northbrook Memory Care Facility - 99 Point Drive is under construction for 69 beds; 2 Residential Projects; (18) Timber's Edge - 3895 Dundee site work has started for 21 units; (19) Edward R. 3 James - Voltz and Waukegan is scheduled to go back to the Board for approval on March 8th with 34 4 units; (20) Lodge on Founders Drive expansion will go to the Plan Commission March 1; (21) Patriot Care 5 - Shermer and Techny – staff still waiting for the Applicant to resubmit; (22) Jacobs Homes - 1179-1291 6 Shermer was recommended for approval by Plan Commission with 72 planned units, next meeting 7 March 1 will be before the Board’s Planning and Zoning Committee. 8 Potential Presentations and Programs 9 Liaison Schoon inquired regarding the types of programs and presentations that the Commission may 10 want to have to gain insight about other business and economic development organizations. He 11 suggested speakers from the Small Business Administration, Department of Commerce and Economic 12 Opportunity, membership organizations such as Illinois Manufacturing Excellence Center, Northbrook 13 Village Staff to review the permit process with regard to rezoning, variations, statistics and time frame, 14 emergency preparedness, and individuals from the private sector. 15 Chairman Lederer requested that representatives from the Fire Department and Development and 16 Planning Service Department come in to offer information on the permit and inspection review 17 processes as it is a concern with property owners and business owners. Member Rushkewicz offered 18 using feedback from the business survey highlighting the need for employment, and Member Blyth 19 inquired about public transportation, particularly along the Skokie corridor. Member Garris asked to 20 hear from various department heads on new projects within the Village. ICDC could offer assistance with 21 review and making recommendations on the zoning code. ICDC could look to help existing businesses 22 with to the Village’s permit and inspection processes. Membership expressed interest in hearing about 23 Highland Park's downtown development plan and State of Illinois tax incentives for businesses. David 24 Schoon, Village Staff Liaison, offered to bring in a Pace representative to speak on their programs. 25 Schoon will prioritize a list of topic issues to pursue for membership and will investigate opportunities 26 for programming that link people and business together in order to pull resources for educational 27 purposes and problem solving. 28 Business Visits 29 Liaison Schoon offered to come up with a new set of names for interviews. Member Blyth offered to 30 contact Mariano's for a business visit. Liaison Schoon stated a common theme on the survey reports 31 revealed that businesses had a hard time getting employees and keeping employees. Another member 32 inquired about interviewing new businesses that recently went through the permit process. Chairman 33 Lederer reported that originally the survey visits were to collect criteria for a broader survey that would 34 be sent to 3000 businesses within the area and inquired if this is still the case. Approximately 25 visits 35 have been completed to date. Liaison Schoon stated that a summary could be made available if enough 36 visits were made and data collected. Conversation brought up how the Chamber could incorporate a 37 "Work Northbrook" campaign along with the "Shop Northbrook" campaign. Schoon asked that business 38 visit survey feedback be sent to Member Garris and if a member has a business they would like to 39 interview, please contact Schoon first. 2 ICDC Meeting Minutes – February 23, 2016 1 New Business 2 Membership referred back to the Northbrook Tower editorial on the Cook County 6b tax incentive and 3 misconceptions. The Commission rallied on the idea to submit an educational piece with 6b information 4 for the Village Newsletter or Chamber Newsletter. Chairman Lederer volunteered to write the paper but 5 is seeking feedback from the Commission. 6 Member Garris thanked everyone for coming out to support at the Annual Meeting and Dinner on 7 Monday, February 22, 2016.
