COMMUNITY PLANNING REPORT 4. HEAR FROM THE AUDIENCE 5. REVIEW OF DRAFT RESOLUTIONS 1. DOCKET NO. 15-20: 3100 DUNDEE ROAD SUITE 701 - NORTH SHORE CATERING COMPANY. (Public Hearing Closed) Consider a Resolution Recommending Approval of an Application Submitted by Corporate Catering Company, LLC as lessee of 3100 Dundee Road Suite 701 which is owned by 3100 Dundee Road, LLC for the purpose of: (A) Special Permit Approval to Allow a Restaurant in the I-1 Restricted Industrial District; (B) Approval of Such Other Zoning Relief as may be necessary. 6. REVIEW OF NEW APPLICATIONS 1. DOCKET NO. 15-21: KIDS SCIENCE LABS - 840 WILLOW ROAD. First public hearing. Application by Kids Science Labs as contractual lessee of a space on the property commonly known as 840 Willow Road Plan Commission Page 1 Printed 11/19/2015 Plan Commission Minutes August 4, 2015 from Willow Regency, LLC, which is the ground lessee of Techny Parcel SE-1A-2/SE-1A-X LLC, for the purposes of: (A) A Zoning Code text amendment to allow Schools & Educational Services, Not Elsewhere Classified (8299.01) in the C-5 Commercial Boulevard/Techny Overlay District by special permit; (B) Special permit approval to allow a science learning center in the C-5/Techny Overlay District by special permit; (C) Approval of any other such zoning relief as may be necessary. 7. CONTINUED REVIEW OF APPLICATIONS 1. DOCKET NO. 15-04: 1220 AND 1230 VOLTZ ROAD - ANETS WOODS PLANNED DEVELOPMENT. The Fourth Public Hearing and consideration of a resolution recommending approval of an pplication filed by Edward R. James Partners, LLC as contractual purchaser of the property commonly known as 1220 and 1230 Voltz Road for the purpose of: (A) Special Permit approval of a concept plan for a 36-unit single family detached home planned development in the R-4 zoning district; (B) Tentative Plat approval of a 36-lot subdivision with outlots and conservation areas; (C) Zoning Code Text Amendment to allow for an increase in permitted building height in a Planned Development; (D) Variation to reduce the required right-of-way width from 60 feet to 50 feet; (E) Variation to allow for no tangent between reverse curves; (F) Variation to reduce the minimum centerline radius of curves in the proposed streets; (G) Variation to not construct sidewalk along: (1) the east side of the Subject Property’s Waukegan Road frontage, and (2) along a portion of the north side of Voltz Road, from the entrance of the development to the east property line of the Subject Property; (H) Variation to not bury existing overhead utility lines along Waukegan Road, a portion of the east side of the Subject Property, and a portion along Voltz Road and to waive the payment of a fee in lieu of burial of said overhead utility lines; (I) Authorization to remove certain heritage trees and landmark trees and requesting relief from the standard tree removal requirements and fees; (J) Site Plan Approval; and (K) Approval of such other zoning and subdivision relief as may be necessary. 2. DOCKET NO. 15-15: LIFETIME FITNESS MIXED USE DEVELOPMENT – 1000 SKOKIE BOULEVARD. Second public hearing. An application submitted LTF Real Estate Company, Inc., as the contract purchaser of 1000 Skokie Boulevard, for the purposes of seeking the following approvals: (A) Text amendments to the O-4 District to allow properties within 400 feet of any residential lot line to be rezoned to the O-4 District; (B) Rezoning of the Subject Property from the O-3 to the O-4 District; (C) A special permit for a mixed use planned development that would include a Life Time Fitness (LTF) physical fitness facility, a Children’s Learning Adventure (CLA) child care facility, and a multi-family residential building; (D) Tentative subdivision plat approval; (E) Special permits: (1) to allow a floor area ratio no greater than 0.73; (2) to allow a physical fitness facility; (3) to allow child day care services; (4, 5, & 6) to allow wall signs on the LTF building and on the CLA building, the tops of which exceed 20 feet from grade and one of the wall signs on the LTF building to exceed 100 square feet in area; (F) yard and setback variations to (1) reduce the required front setback along Skokie Boulevard; (2 & 3) reduce the required front setback and yard along Sunset Ridge; and (4) reduce the required interior side setback along the north property line; (G) A waiver of the foundation landscaping requirements; (H) Exceptions to: (1) reduce the required number of parking spaces for the Residential Structure and (2) reduce the required parking stall dimensions; (I) A variation to waive the requirement that the overhead utilities lines along Sunset Ridge Road be buried; and (J) Approval of any other such other relief as may be necessary.
