A. DOCKET NO. PCD-16-01: 3455 WOODHEAD DRIVE - ROGAN CORP. WALL SIGN SPECIAL PERMIT. (First
Public Hearing). Application by Edward Rogan II Trust d/b/a Rogan Corporation as owner of the
property commonly known as 3455 Woodhead Drive, for the purposes of: A) Approval of a special
permit to allow on the north façade of the existing building two wall signs in excess of 20 feet in
height , the tops of which signs are no more than 23’ above grade; and B) Approval of any other such
variations, waivers, and zoning relief as may be necessary.
B. DOCKET NO. PCD-15-16: THE LODGE BY ESSEX - TECHNY PARCEL EC-2A & PARCEL EC-2B. (First Public
Hearing). Application by Essex Corporation on behalf of The Lodge of Northbrook, Inc. as lessee of the
property commonly known as Techny Parcels EC-2A & EC-2B which is owned by the Society of the
Divine Word and Parcel EC-2A, LLC for the purpose of: A) Amendment to the Techny Master Plan
component of the Comprehensive Plan to designate Parcel EC-2B of Subject Property as appropriate

for senior or specialty residential land uses; B) Rezoning of Parcel EC-2B of the Subject Property from
O-4 Boulevard Office District to the RS Residential Specialty District; C) Zoning Code Text Amendment
to allow more than one ground sign on a zoning lot in the RS District; D) Amending the previously
approved Ordinance Nos. 2011-44 and 2013-28 for an Independent Senior Living Facility on Parcel EC-
2A to include construction of a Phase 4 on Parcel EC-2B of a four-story building and an overall FAR of
0.79 on the Subject Property; E) Special Permit for Multiple Buildings on a Single Zoning Lot; F) Special
Permit Approval for an Assisted Living Facility; G) Special Permit Approval for Landbanked Parking to
reduce the required parking stall depth from 20’ to 18’-6” with a 6” overhang; H) A variation to reduce
the required front yard from 83’-6” feet to 40’ to accommodate the proposed parking; I) A variation
to increase the maximum allowable height of the proposed fence located in the required front yard
from three feet to 5’-6” for the metal gate and from three feet to four feet for the masonry wall; and
J) Site Plan Approval; and K) Approval of such other zoning and subdivision relief as may be necessary.
