Minutes of a Regular Meeting of the
Senior Service Commission
Village of Northbrook
March 6, 2014
The meeting was called to order at 7:05 p.m. at the Northbrook Village Hall, 1225 Cedar Lane.
Present were Chairman Wax and Members Forde, Ganitopoulos, Moore, Nevin, Rosenberg and Stern.
Members Bachrach, Louis were absent. Also present were Liaison Rowitz, Realty and Mortgage (R&M)
representatives Crane and Jaworksi and Recorder Kauffman.
Review and Approval of Minutes from the January 9, 2014, Meeting
No discussion or corrections for the minutes of January 9, 2014. Member Stern, seconded by
Member Rosenberg, moved to approve the minutes. The motion passed on a voice vote.
Chairman Wax offered a special thank you to the scribe, Christine Martin, for the very detailed
and accurate record of the meeting from January 9, 2014.
Chairman’s Report
No report.
Manager’s Report
Manager Crane reported that the contract for Thornton Tomasetti to perform the capital
maintenance plan has been approved by the Village Board. The capital maintenance plan, also referred
to by some as the “reserve study,” will be done when the snow melts. Current weather conditions do
not allow for the site study to be done at this time, as many buildings and grounds components cannot
be done because the areas are covered by snow at this time. Management will be in contact with
Thornton Tomasetti later this month and if weather conditions improve, the site visit could begin in late
March or early April. Study will take about three weeks.
The specifications for the generator have been completed. The Village will provide the
requirements for preparation of the RFP on the generator replacement. Liaison Rowitz reported that
the plans on the options for the generator have been forwarded to the Building Department for review.
The RFP will be ready to send to out to vendors after the review by the Building Department has been
completed.
Manager Crane reported that there have been no move-outs at Crestwood and the building is
now 100 percent occupied.
Park District Programs Update – Frank Lamberti
No one from the Northbrook Park District attended the meeting, so no report was given.
Budget and Finance
1) Review of December, 2013 Financial Report
Chairman Wax reviewed the report and discussed budgeting for liability insurance. He
also noted that $771,000 is available in the reserve fund. Member Ganitopoulus,
seconded by Member Forde, moved to approve the December 2013 financial report.
On voice vote, the motion passed.
2) Review of January, 2014 Financial Report
Chairman Wax reviewed the report and inquired about three payrolls in one month. It
was discussed that there are 26 payrolls in a calendar year and payroll occurs on a bi-
weekly basis, not twice a month. Chairman Wax reported that there is $708,000
available in the reserve fund on this financial report. Member Stern, seconded by
Member Rosenberg, moved to approve the January 2014 financial report. On voice
vote, the motion passed.
Old Business
1) Report on Progress of Contract Discussions with R & M
The draft contract has been distributed. The contract is for a three year period as
recommended by R & M. The amendments and extension agreement were drawn up by
Village Attorneys Holland and Knight. If approved tonight, the contract will appear on
the Village Board Agenda on April 8.
Motion by Member Rosenberg, seconded by Member Ganitopoulos, to recommend
adoption of the contract amendment to the Board of Trustees at the April 8 Village
Board meeting. On voice vote, the motion passed.
2) Update on Request for AED’s at Crestwood Place
Liaison Rowitz reviewed that previously there were no AED’s at Crestwood. The AED’s
have now been purchased, delivered and installed at Crestwood. The Fire Department
will teach classes on using the AED’s. At this time, one resident has signed up for the
training. A promotion plan will take place to the residents at Crestwood to get more of
them trained. Staff will be trained on how to use the AED. The Fire Department training
has not yet been scheduled. The training session is a hands-on class, takes only a few
hours to complete and those trained will receive a certificate for completing the class.
There will also be basic CPR training at the same class. Liaison Rowitz also said that
there was no charge to the Senior Housing Fund for the AED’s, the funding came from
the General Fund.

Chairman Wax announced that the next meeting will be held on May 8, 2014.
Member Stern moved, seconded by Member Ganitopoulos, to adjourn the meeting at 7:25 p.m.
The motion passed by voice vote.
