July 9, 2015
The meeting was called to order at 7:00 p.m. at Crestwood Place. Present were Chairman Rosenberg
and members Bachrach, Caldwell, Ganitopoulos, Moore, and Vass. Also present was CFO/Deputy Village
Manager Jeff Rowitz, Assistant Director of Finance Betsy Garibaldi, Realty and Mortgage (R&M) Vice
President Hugh Rider, Representative Crane, and Recorder Anetsberger.

Chairman's Report
Chairman Rosenberg made introductions. He introduced Ms. Betsy Garibaldi, the Assistant Director of
Finance for the Village as the new liaison to the Senior Services Commission. He then introduced Mr.
Sunil Hazaray. Mr. Hazaray has been appointed as a new Senior Services Commissioner but he has not
yet been confirmed by the Village Board. After confirmation, he will assume responsibilities with the
Senior Services Commission. A short bio of Mr. Hazaray's professional career was shared with the
audience. Chairman Rosenberg thanked Mr. Hazaray for joining the Commission. Chairman Rosenberg
shared that contact was made with Northbrook Clergy Association, Pastor Melissa Early, to find a
member of the clergy to join the Senior Services Commission. The search proved to be unsuccessful.
On May 21, 2015, Chairman Rosenberg and Commissioners Caldwell and Vass met with Manager Crane
to tour Crestwood Place. The group visited a vacant apartment and viewed common areas. Chairman
Rosenberg recommends that if any of the Commissioners have not yet had the opportunity to tour
Crestwood Place, he suggested that they avail themselves to do so. Commissioner Bachrach, who is also
a resident of Crestwood extended an invitation to Chairman Rosenberg to attend the May 21, 2015
Crestwood Place Residents' meeting. Chairman Rosenberg complimented Commissioner Bachrach on
running a good meeting. Two main topics were discussed at that meeting. The first topic discussed was
the issue of parking. Manager Crain and Chairman Rosenberg conferred with CFO/Deputy Village
Manager Jeff Rowitz and Trustee Bob Israel and concluded that there are 78 available parking spaces at
Crestwood Place but there are 88 cars registered to residents of Crestwood. Caregivers that are working
with Crestwood residents are asked to park in the visitor parking lot. Chairman Rosenberg asks residents
to please pass on this information. Village Board officials declare there is no land contiguous to
Crestwood available for expansion of the parking area. The discussion of the parking issue will continue.
The second topic discussed at the Residents' Meeting had to do with security. The Management Office is
the only place where you can get keys made for the outer doors. Two keys are issued when new
residents join Crestwood. If a resident requests a new key, the cost is $15. If a resident leaves
Crestwood, it is often difficult to get the keys back. Management and the Commission is working on how
to resolve the issue. Residents should be careful about propping doors open upon exiting the building
and wanting to return a short time later. Residents were also warned not to let anyone in the building
that they do not personally know. Camera systems are very costly and there is no recommendation to
purchase one at the present time.
Review and Approval of Minutes
On Page 1, under Review and Approval of Minutes (April 14, 2015) a recommendation to correct the
spelling of "Senior Services Commission" was offered. A motion to accept the April 14, 2015 Senior
Services Commission minutes was made by Member Vass and seconded by Member Ganitopoulos. The
motion was approved by unanimous voice vote.
Manager's Report
Representative Crane reports that seven tenants were lost since the last meeting. Five went to greater
care facilities, one passed away and one tenant found love and moved into a condominium with his
girlfriend. At the present time Crestwood Place has leases on five of the seven apartments and a security
deposit on one. A prospective tenant is coming in to view the last open unit.
Representative Crane reported that she has a waiting list for apartments that include: two Northbrook
residents, approximately 40 parents of Northbrook residents and approximately another 40-50 persons
living outside of Northbrook .
Budget and Finance
1) Review of April 2015 Financial Report
There were no issues with the statement. Member Caldwell, seconded by Member Vass
moved to approve the April 2015 Financial Report. On voice vote, the motion passed.
2) Review of May 2015 Financial Report
There were no issues with the statement. Member Vass, seconded by Member Ganitopoulos
moved to approve the May 2015 Financial Report. On voice vote, the motion passed.
Old Business
Review and Status of Toilet Replacement
Betsy Garibaldi, Assistant Finance Director, stated the Request For Proposal (RFP) went out for 87 toilets
to be replaced in the beginning of June. Potential bidders were required to have a mandatory pre bid
walk. The lowest responsive bidder was CKS Corporation. The bid was approved by the Village Board on
June 24. The Village is proceeding with the replacement of the toilets and the contract is being finalized
with the CKS Group. Work will be coordinated with Representative Crane. Chairman Rosenberg
questioned when the work might begin. Liaison Garibaldi answered that installation could start within
thirty days.

Hear from the Audience
John Kollar, Apt. C311
1) Mr. Kollar thanked the Commission for their quick response to the toilet issue.
2) Mr. Kollar suggested the Village release a public relations piece to appear in the local newspaper
highlighting Crestwood Place detail the new upgrades.
Rochelle Ogas, Apt. C302
1) Ms. Ogas stated that she has had trouble with the C building elevator stating that it breaks down
often. She reported that the elevator is not even with the floor when it stops and that it bumps down.
Ms. Ogas said that the elevator is difficult for a handicap person to use with their walker. Manager Crain
asked Ms. Ogas to provide her with a detailed report so she could call in the repairs to the service
company. Chairman Rosenberg and Representative Crain ask that if any person has an issue with the
elevators, they should get in touch with a building manager immediately.
2) Ms. Ogas requested a sidewalk or walking path to be placed on Waukegan Rd. north of Dundee Rd.
towards Lake Cook Rd. There is no sidewalk next to the forest preserve. Chairman Rosenberg stated that
Waukegan Rd. is a state road and the Village of Northbrook did not have jurisdiction but an inquiry could
be made.
Nina Popovich, Apt. A106
Ms. Popovich inquired about the stoplight located at Shermer and Waukegan Rd. She stated that when
she wants to cross the street, the light shows "green" but a red hand signal appears on the screen. It
indicates that one should not venture out in the street. CFO/Deputy Village Manager Jeff Rowitz stated
that ownership of the stoplight would have to be determined, whether it was a Village, County, or State
managed stoplight. Rowitz stated that he would have the Village Engineer check for jurisdiction.
Mary Jane Maslouski, Apt. A206
Ms. Maslouski had an issue with street lighting. She stated that walking from Kiest Ave. toward
Dominick's Pizza and Walgreens has very little or no lighting at night and that the area is dark and near
pitch black. CFO/Deputy Village Manager Jeff Rowitz will pass along the information to the Village
Engineer.

Member Ganitopoulos moved, seconded by Member Vass to adjourn the meeting at 7:30 p.m. The
motion passed by unanimous voice vote. The next meeting will be held on Thursday, September 10,
2015 at 7 p.m. at the Village Hall Terrace Room.
