APPROVED MINUTES OF A SCHEDULED MEETING OF THE STORMWATER MANAGEMENT COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS August 15, 2013 Village Engineer Paul Kendzior called the meeting to order at 6:30 P.M. in the Conference Room at the Public Works Center. Members present: Adele Sturgis, Eugene Chodash, Peter Rosner, Craig Hetue, Johanna Hebl and Robert Robicsek. Staff present: Paul Kendzior and Minute Recorder Colleen Brunner. Minutes: On a motion made and seconded, the minutes from May 16, 2013 were approved with the following change; 1) under hear from the audience- Member Sturgis spoke as an individual. She stated that she believes Village redevelopment policies without additional retention requirements are making some flooding worse, she suggested a review of various codes and distributing flood protection information to residents. On a motion made and seconded, the minutes from July 18, 2013 were approved with the following change; 1) Under Willow Creek Subdivision,- change address to 2580 Elm Ridge. Hear From the Audience: Richard Lissner of 1224 Wendy spoke concerning the June 26, 2013 rain event. He is a 12 year resident. His home is situated in the low part of the block where the street pitches to the middle, in between 2 sag sewers. His home does not flood as he has six sump pumps and a generator. The street floods to the extent he is trapped in his house, cannot go to work (looses pay) and is concerned what would happen in case of an emergency. This flooding has occurred 3 times this season. He wants to know if any of the Master Plan projects are going to help his area out. Jay Rosenbloom of 2574 Canterbury did all the drainage projects that were required by the Village when he built his new home in 2009. He states the water runoff from Longmeadow affects his flooding. Can the Village require those homes to correct the drainage issues? He is concerned about access in case of an emergency. In 2011, the water broke through a window well and caused $100,000 damage. He wants the Village to address the sewer system and put it on the front burner. Rick Sulkowski of 2580 Woodland (near corner of Elm Ridge) also cannot get out of his house. Since the Techny Drain project the water does disappear faster, but still trapped in the house for several hours. The Commission asked the members of the audience various questions concerning the rain event. Village Engineer Kendzior briefly explained the special assessment process as the streets and sewers in the area are substandard. He also explained some preventative measures homeowners can take to reduce flooding. Consideration of Consultant Proposal for Conceptual Study to Improve Local Storm Sewer System for the Willow Creek Subdivision Village Engineer Kendzior passed out a report asking for the Commissions’ thoughts concerning HLR’s proposal to complete a conceptual design for the Willow Creek area. Options are to move forward with a recommendation, decide not to move forward with the proposal or table the proposal until other areas come up and package them together for the next addendum. The Commission discussed the matter. Hebl would like the Village to think outside the box by doing public education and paving changes that could improve flooding. Member Sturgis asked what is the streets’ pavement rating and what makes it substandard. Member Chodash made a motion, seconded by member Hetue, to table the proposal until March 2014, when it could be packaged with Wendy and any future projects. The motion was adopted on a vote of 6-0. Follow up Flooding Information Relating to the June 26th Rainstorm A written report was included in the packet. Stormwater Management Improvement Projects Update: Sunnyacres and Ridge/Lee projects are completed. Cedar Lane improvements will start next week. Cherry Lane Underpass design will be awarded next week and built in one year. Shermer Road Overflow sewer will be completed this year. New Business: Chairman Robicsek, suggested that Todd Heller, as Public Works chair meet with the trustees to explain the importance of purchasing vacant lots for detention purposes. Member Hebl feels the Village should do more in the area of public education and distributing materials. The website could be better utilized featuring various drainage issues and recommendations. Chairman Robicsek resigned from the Commission as he is moving to New Hampshire. Thomas Burke will be the new chairman. Next Meeting: To be determined.
