APPROVED MINUTES OF A SCHEDULED MEETING
OF THE STORMWATER MANAGEMENT COMMISSION
VILLAGE OF NORTHBROOK
COOK COUNTY, ILLINOIS
March 19, 2015
Village Engineer Paul Kendzior called the meeting to order at 6:30 P.M. in the Second Floor Conference
Room at the Public Works Center. Members present; Chairman Thomas Burke, Adele Sturgis, Peter
Rosner, Leonard Rago, Greg Hoeft, Johanna Hebl, Craig Hetue and William Pappas. Members absent;
Robert Kaplan and Eugene Chodash. Presenters; Robert Murzyn and Randy Newkirk of HLR, Inc. Other
staff present: Recorder Colleen Brunner.
Minutes:
On a motion made and seconded, the minutes from the August 21, 2014 meeting were approved with the
following change; 1) member absent; Johanna Hebl.
Hear From the Audience:
Karen Jump, representing Mission Hills residents opposing the Red Seal Development at Mission Hills
addressed the Commission to state their concern with the stormwater issues. She stated the entire project
is very political and is worried the already existing flooding issues near Citation Lakes and to the east will
only get worse. 137 homes will be built on top of an underground tributary with sewer lines that have a
history breaking due to the poor subsurface conditions. She stated that the Mission Brook Sanitary
District gave preliminary approval, but the developer Red Seal presented it as final approval. She asked
that the Village watch this closely, as most likely one day it will be incorporated into the Village.
Member Sturgis asked what role Northbrook would play in this proposed development? Chairman Burke
said Northbrook will review the engineering plans. Any Village within 1 ½ mile has the right to weigh in
on a development. Chairman Member Burke’s firm did an engineering analysis of the site and stated the
plan did have enough stormwater storage.
Member Hebl encouraged concerned residents to continue to take photos and document the alleged
structure damage.
Ms. Jump further stated that Northfield Township is opposed to the Red Seal development because they
currently experience trouble getting emergency equipment through the flooded streets.
Village Engineer Kendzior stated that Red Seal will have to design the project to Northbrook’s
Engineering Standards. The proposed development is anticipated to be heard before the Plan
Commission sometime later this year.
Verbal Update of Shermer Road Overflow Sewer & Cherry Lane Underpass Projects:
Berger Excavating, Inc. of Wauconda, IL was awarded the $3 million contract. The net cost will only be
$2 million because of MWRDGC reimbursement funds. The project should start in a month with work on
Cherry Lane first followed by Shermer Road. The projects should be completed by early November. An
informational Open House will be held on April 20th at the Village Hall.
Review of Addendum #2 to Master Stormwater Management Plan:
Consultants Bob Murzyn and Randy Newkirk from HLR, Inc. gave a recap of each project. Commission
members had the following comments on each project:

1) Willow Creek: In response to a question, Mr. Newkirk stated that Techny Drain Flood Insurance
Rate Map revision is at IDNR-OWR waiting for concurrence. From there it will be submitted to
the Illinois State Water Survey. It is still anticipated that portions of the abutting properties and a
certain amount of structures will be removed from the floodplain. Costs for projects are based on
2014 dollars.
Member Sturgis indicated that she would like to see intersection flooding reduced and the Village acquire
a lot for stormwater detention.
Member Hebl inquired why we are paying for a study that puts them back to the end of the line and then
will have to pay for a future updated study. Chairman Burke said the cost is worth it and we would only
need to do final engineering.
Member Hoeft questioned the cost of an alternative (lot acquisition). Village Engineer Kendzior stated
the current Board is not interested in purchasing lots at the current market price.
2) First/ Center: Mr. Newkirk stated that the proposed concept plan provides a new connection for
the current storm sewer that surcharges. The back yards and street will still flood, but not as
severely.
Member Sturgis indicated that she sees very little change in the plan. There is just not enough land or
storage in the area and also questioned whether flap gates will be on rear yard drains.
Member Rosner indicated that it appears that 2010 Walters Ave. will not be affected.
Member Hoeft inquired if a cost sharing program would be possible for this area?
Member Rago also indicated that there is not much change in the plan, but it is important due to reduced
structure flooding.
Chairman Burke asked Mr. Newkirk if you could require an easement at 1340 First Ave.? Mr. Newkirk
did not feel it was needed. Village Engineer Kendzior stated the Village has not yet had to pay for
easements to date.
3) Wendy Drive:
Member Sturgis asked Mr. Newkirk if there will still be street flooding. He indicated that reduction is a
balancing act with Daryl Lane. More drains will be installed.
A motion was made and seconded to recommend that the Commission recommend approval of
Addendum # 2. A vote was taken and all members were in favor, motion passed.
Additional comments for the Good of the Order:
Member Hebl commented that rain gardens are difficult to install and need a covenant. There doesn’t
seem to be any incentive to install them. Are there any other alternatives?
Village Engineer Kendzior reported that Northbrook has kept their Class 7 rating. Team member Jim
Baxa did great amount of work to achieve this status.
