DRAFT MINUTES OF A SCHEDULED MEETING
OF THE STORMWATER MANAGEMENT COMMISSION
VILLAGE OF NORTHBROOK
COOK COUNTY, ILLINOIS
September 17, 2015
The meeting was called to order at 6:35 P.M. in the Second Floor Conference Room at the Public Works
Center. Members present; Chairman Thomas Burke, Adele Sturgis, Peter Rosner, Leonard Rago, Greg
Hoeft, and William Pappas. Members absent; Robert Kaplan, Eugene Chodash, Johanna Hebl and Craig
Hetue. Other staff present: Recorder Colleen Brunner, Assistant Public Works Director Matt Morrison.
Minutes:
On a motion made and seconded, the minutes from the March 19, 2015 meeting were approved as
submitted.

Verbal Update of Shermer Road Overflow Sewer & Cherry Lane Underpass:
The Cherry Lane Underpass project is completed, including final restoration. A slotted drain was also
installed on the east side of the underpass. The improvements will reduce flooding but not eliminate
flooding.
The Shermer Road Overflow project is currently under construction. To date, 500 feet of pipe have been
installed from the outfall at the West Fork up to the intersection of Illinois & Lorenz. There was a conflict
with the Village’s existing 30-inch crosstown watermain due to incorrect atlas information, which will
require approaching the Park District for an easement. The proposed storm sewer pipe will then be
relocated to the south. The proposed Easement Agreement will be presented to the Park District’s Board
for approval on September 21st. The contractor is expected to re-start shortly after that and commence the
tunnel operations under the railroad tracks and continue on the Grainger property.
Review of staff’s proposed schedule for construction and final engineering design for the
Stormwater Management Projects over the next two Fiscal Years:
The written report that was included in the packet was discussed. Additional comments included:
FY 2016/2017:
1) The Wescott Park project estimated construction cost is $10 million.
2) The Northbrook East Detention Basin project estimated construction cost is $2 million.
3) For the Shermer Road at UPRR Bridge/ Phase II, the project’s original estimated construction
cost was $300,000. However, the Illinois Department of Transportation (IDOT) now wants the
Village to complete numerous additional improvements which are cost prohibitive. The estimated
construction cost has escalated to $600,000. The site doesn't have suitable outfall, currently
served by a flat/silt prone ditch. Therefore, the Village is revising the scope of the project to now
only include a concrete lined channel that abuts the Union Pacific railroad tracks. The concrete
lined channel should be easy to maintain. An IDOT permit will still be required for the project.
4) The Keystone Rd/Chartres project will be moved to FY 2017/18.
5) The Dehne Rd/Glendale Intersection project will move to FY 2017/18.
6) The Weller’s Subdivision project is on hold.
7) The Western Ave/ Oak Ave. project is on hold.

FY 2017/18:
1) The Dundee/ Skokie Intersection project will move from FY 2016/17 due to the other projects
that will be constructed next year. The intersection currently drains to an overgrown and silt filled
channel which badly needs to be dredged.
2) The Church St project has increased significantly in estimated construction costs and also needs 2
easements that the owners do not seem willing to grant.
Chairman Burke made a motion to recommend approval of the design/construction schedule for the
Stormwater Plan projects over the next two years. The motion was seconded by member Sturgis. All
members present voted yes.
Old Business:
The Techny Drain LOMR submittal to the IDNR-OWR submittal has been sent back with a request for
further information. There were some omissions, but our consultant HLR, Inc. is resubmitting. The next
step in the process will be the State Water Survey’s review. The completed project should remove
approximately 20 properties out of the floodplain.
The proposed Willow Creek project will not take any properties out of the floodplain.
Members requested that Paul Kendzior create an updated project chart of the Master Plan, what has been
completed and proposed.
The proposed Red Seal subdivision (Provenance) at Mission Hills was briefly discussed. The final
engineering drawings are still being reviewed by Village Engineer Kendzior. They are now proposing to
re-route the proposed storm sewer and bypass Mission Hill’s system. It is expected that the proposed
project will be discussed by the Village Board in October.
New Business:
Village Engineer Kendzior announced that he will be leaving the Village to take the position of Public
Works Director in Libertyville. Members thanked him for his service.
