DRAFT MINUTES OF A SCHEDULED MEETING OF THE STORMWATER MANAGEMENT COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS March 17, 2016 The meeting was called to order at 6:30 P.M. in the Second Floor Conference Room at the Public Works Center. Members present; Chairman Thomas Burke, Adele Sturgis, Peter Rosner, Greg Hoeft, Craig Hetue and William Pappas. Members absent; Robert Kaplan, Leonard Rago, Eugene Chodash and Johanna Hebl. Other staff present: Matt Morrison, Matt Farmer and recorder Colleen Brunner. Minutes: On a motion made and seconded, the minutes from the September 17, 2015 meeting were approved as submitted. Hear From the Audience: None. Verbal Update of Current Stormwater Management Projects: A written update was sent out in January to the Commission members. Matt Morrison updated all on the following projects. 1) Wescott Park - The fencing is up, site preparation has begun, some grading, tree removal and wheel wash for the construction trucks has been completed. Storm trap materials are expected to arrive on 3/21/16. That portion to be completed mid-August before school starts. 8 parkway trees along Farnsworth Lane were removed. They will go back in one for one plus a mixture of 70 new trees and 50 shrubs. The landscaping plans for the project are available to view. The park will be closed this summer and will reopen in 2017. The Village did receive a grant from MWRD to recycle grey water. A pump station pumps water from the detention basin which will be used to water the grass and Village parkway trees. 2) Shermer Road Outfall Overflow – The construction will begin mid-April and will be completed by 6/16/16. The project will entail and increase in the casement pipe size. The east side connections are completed. Greg Hoeft commented he is concerned with the east side curbing, paving and restoration. Adele Sturgis commented that the box structure in the culvert at the junction areas is at a 1 ft. + higher elevation and foresees problems. This may block the culvert and have standing water. Matt Morrison stated he will look in to it and respond. 3) Northbrook East Detention Basin – Bid opening 3/17/16 with very favorable bids. Will go to the Board 4/12/16 for approval. This will include a realignment of the bike path. To date, 135 dead or dangerous trees have been removed along the path. The Whitfield/Dell area will get new storm sewers. An open house will be conducted 4/20/16 from 4-7 p.m.to explain the project. Additionally, Morrison updated the commission on a MWRD Stormwater study with ERA Engineering. Burke sees it as a positive that they are doing a study of potential Village/MWRD projects. Member Sturgis is concerned that FEMA won’t use the Villages best available data for the West Fork area south of Walters. Staff has been in touch with FEMA who stated no review is planned for the West Fork for at least 5 years. He has been onboard for 3 weeks. His experience includes work with roadways, bridges, construction and design. He is excited for the opportunity to work in Northbrook and with the Commission. New Business: Some members would like to see the NB East Project be broadened to include the area south of Sunset Ridge/Voltz. There is a mosquito problem there and people dump garbage along the bike path. There is a dead tree problem and no positive drainage. PW is working on cleaning up the area by removing debris from the swale. They can increase their efforts. Morrison does not think this area can be added to the existing project. The Skokie Valley bike path study is to be amended to include drainage issues. It may include the moving or realignment of the path. Members requested and update to Techny Drain-LOMR status.
