37 Chairperson Slawson-Martens opened the meeting and enlisted Commissioner Han to be Student
38 Chairperson. Commissioner Han called the meeting to order in the Terrace Room of Village Hall, 1225
39 Cedar Lane, at 7:19 p.m. A quorum was present.

Youth Commission Meeting
1 Joshua Handler, former Youth Commissioner, introduced himself and advised he is a student at NYU and
2 will be a senior next year. He will be interning in New York at some film companies this summer.

4 5. 2014/15 Upcoming Calendar of Events
5 a. 2015 Film Fest
6 Commissioner Whitlock advised they are in the final stages. He thanked Liaison Batalden for
7 securing the theatre at GBN from 6 p.m. from 9 p.m. on May 28, 2015 (event begins at
8 7 p.m.). Commissioner Whitlock stated 22 films have been submitted; some are music
9 videos, sports films, etc. Those who submitted films last year have done so again this year.
10 Commissioner Whitlock shared that some Youth Commissioners attended the Wheeling Film
11 Fest and passed out flyers for the YC’s Northbrook Film Fest. Some Wheeling students have
12 submitted films. He advised that Gary Donatelli, former GBN graduate, will be interviewed
13 again this year. Joshua Handler offered to assist with this year’s Film Fest.

15 Commissioner Moriello stated signage is important and necessary.

17 Commissioner Whitlock gave an overview of the Film Fest. He noted the purpose is to
18 celebrate young filmmakers (high school students) in the Northbrook area. He suggested an
19 article be placed in The Torch; flyers will be forthcoming for distribution.

21 Commissioner Elisco suggested establishing a Club at GBN that is an extension of the YC.

23 Commissioner Stein thanked Commissioner Whitlock for a great job on the Film Fest.

25 Commissioner Whitlock asked that Commissioners be at GBN at 6 p.m. then assignments
26 would be made (to arrange décor, award table, signage, etc.). He stated he would inquire to
27 see if beverages may be served. The Arts Commission will still sponsor the event.

29 Commissioner Whitlock reminded that last year $600 in prize money was awarded (for 1st,
30 2d, and 3d places).

32 Commissioner Whitlock moved, seconded by Commissioner Stein, to allocate up to $800 for
33 the Film Festival. He noted that $600 will be earmarked for prizes and $200 will be for
34 ancillary items. Discussion took place on increasing the prize budget. It was noted that
35 everyone who submits a film is awarded a certificate. Creating categories was suggested. It
36 was decided that special achievement awards will be given also. Chairperson Carla Slawson-
37 Martens amended that the top 3 prizes comprise $600 and $200 will be slated for special
38 achievement awards. Commissioners Whitlock and Stein accepted the amendment. On a
39 voice vote, the motion unanimously carried.

41 Commissioner Han moved, seconded by Commissioner Stein, that $100 be budgeted for
42 miscellaneous items. On a voice vote, the motion unanimously carried.

44 Commissioner Han volunteered to introduce the student role of the YC. Commissioner
45 Steinberg volunteered to distribute certificates.

47 It was noted that winners would be listed on the Village web site.

4 6. Recognition of Graduating Seniors
5 Chairperson Slawson-Martens stated it is with great honor and great thanks that she present all seniors
6 with engraved pins on behalf of the YC. Each student shared what college they are attending, their
7 summer travels, etc.

9 7. Old/New Business
10 Chairperson Slawson-Martens asked student commissioners for their input on changes with the YC.
11 Suggestions are:
12 Starting a Club at GBN that’s connected to the YC (Key Club/Kiwanis and Interact/Rotary were
13 referenced)
14 Networking with Key Club
15 Obtain prospective student commissioners from Loyola, North Shore Country Day, etc.
16 Establish the purpose of the YC
17 Make Northbrook a better, more thriving community for our youth
18 Celebrate youth; educate
19 Have YC students present to Village Board (topics were discussed)
20 Network with night school students
21 Invite a Village Board Member, Police Chief, Fire Chief, Park District staff, etc. to a YC meeting
22 Network with tutors
23 Implement a Youth Award/Ceremony
24 Recruit students from AP government classes

26 8. Next Meeting
27 The next meeting will be August 19, 2015.

30 Commissioner Han moved, seconded by Commissioner Stein, to adjourn the meeting at 9:05 p.m. On a
31 voice vote, the motion unanimously carried.
