APPROVED MINUTES OF A MEETING OF THE ZONING BOARD OF APPEALS VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS April 23, 2012 Chairman Decker called the meeting to order in the Board Room of the Village Hall at 7:33 PM. On roll call, present were: Members Craig, Lown, Menn, Pick, Robicsek, Schofield and Chairman Decker (7); Absent: None (0); J. Maisch, Zoning Administrator; and S. Marinovic, Recorder. Review of minutes Member Craig motioned, seconded by Member Robicsek, to approve the regular minutes of November 28, 2011. On a voice vote, the motion was approved. General Public Comments There were no comments from the public at this time. Public Hearing and Consideration of Petitions Chairman Decker announced that the scheduled dockets would first be heard in the Public Hearing portion of the meeting and the ZBA’s deliberation and decision on the dockets would be made immediately afterwards during their Regular Meeting. DOCKET NO. 12-Z-1 Petition by Elizabeth Lovelace, 2711 North Paulina, Chicago, IL 60614, with consent from the owner, John Swiden, and power of attorney, Judy Lovelace, 1105 Landwehr Road, Northbrook, IL 60062, for a variation to reduce the required rear yard from 40 feet to 30.25 feet on the property commonly known as 3144 Plum Island Drive (PREI 04-08-411-015). The variation is requested to construct a one story addition. Mike Fiorino presented on behalf of the petitioner. He stated that building a second story on the property was not an option, financially and practically. The homeowners wished to keep the home on one level. Chairman Decker asked why the homeowners did not expand on the left side of the property where there was room to build. Mr. Fiorino stated that there was not enough room on that side of the house that the homeowners needed for a master bedroom on the first floor. Member Menn asked if the petitioner had considered adding a second level for an office or other bedrooms other than the master bedroom. Tony, Ms. Lovelace’s husband, stated that the home was flanked by large trees and they wished to keep a ranch-style home which is consistent with the rest of the neighborhood. Elizabeth Lovelace came forward to state that the addition would be to add space for her mother who would eventually come to live with them. Chairman Decker noted that an email from Thomas Whalen was received in opposition to the addition. Mr. Whalen was not present at the meeting. Member Menn motioned, seconded by Member Lown, to close the Public Hearing. On voice vote, the motion was approved. Member Robicsek motioned, seconded by Member Lown, to accept the proposed variation Elizabeth Lovelace, 2711 North Paulina, Chicago, IL 60614, with consent from the owner, John Swiden, and power of attorney, Judy Lovelace, 1105 Landwehr Road, Northbrook, IL 60062, for a variation to reduce the required rear yard from 40 feet to 30.25 feet on the property commonly known as 3144 Plum Island Drive (PREI 04-08-411-015). The variation is requested to construct a one story building subject to the following condition that the addition be constructed in substantial compliance with the undated site plan and drawings dated 2/21/12 reviewed by the Zoning Board of Appeals 4/23/12. The motion was approved by the following roll call vote: Ayes: Craig, Lown, Menn, Pick, Robicsek, Schofield and Chairman Decker (7). Nays: None (0) DOCKET NO. 12-Z-2 Petition by Chris Hunken for a variation to reduce the required front yard setback, as determined by averaging, from 71’-8” to 51’-8” on property commonly known as 2309 Walters Avenue (PREI No. 04- 09-410-066). The variation is requested to construct a new single family residence. Chris Hunken presented his petition. Chairman Decker asked Administrator Maisch why the setbacks in this area were different from most in the community. Member Schofield commented that at one time homes in that area were farm fields and the land at that time did not have zoning requirements. Member Menn asked Mr. Hunken if he was committed to completing the project as he had been before the ZBA two times already in the past. Mr. Hunken stated that the project was not completed the first time due to financial constraints but that did not apply any longer and that he was already in for permit this time to construct the new residence. Member Menn motioned, seconded by Member Craig, to close the Public Hearing. On voice vote, the motion was approved. Member Menn motioned, seconded by Member Pick, to accept the proposed variation request by Chris Hunken to reduce the required front yard setback, as determined by averaging, from 71’-8” to 51’-8” on property commonly known as 2309 Walters Avenue, subject to the following condition that the addition be constructed in substantial compliance with the floor plans and elevations dated 3/7/12 and site plan dated 3/19/12 and reviewed by the Zoning Board of Appeals 4/23/12. The motion was approved by the following roll call vote: Ayes: Craig, Lown, Menn, Pick, Robicsek, and Chairman Decker (6). Nays: None (0). Recused: Schofield (1). Old Business None. New Business None. Adjourn Member Pick motioned, seconded by Member Menn, that the meeting be adjourned. On a voice vote, the motion was approved. The meeting was adjourned at 8:03 PM.
