1 APPROVED 2 MINUTES OF A MEETING OF THE ZONING BOARD OF APPEALS 3 VILLAGE OF NORTHBROOK 4 COOK COUNTY, ILLINOIS 5 October 28, 2013 6 7 1. Call to Order 8 Chairman Pro Tem Craig called the meeting to order at 7:37 pm in the Board Room 9 of Village Hall. Members Geslicki, Lown, Schofield, and Chairman Pro Tem Craig 10 were present. Members Decker and Pick were absent. A quorum was present. 11 12 Member Schofield, seconded by Member Lown, motioned for Member Craig to be 13 Chairman Pro Tem of the meeting. The motion was approved by voice vote. 14 15 Village staff present included J. Maisch, Zoning Administrator and Code Enforcement 16 Official, and L. Sweet, recorder. 17 18 Chairman Pro Tem Craig noted the Applicant needs an affirmative vote from each of 19 the four members present tonight to be approved. 20 21 2. Review of Minutes 22 Member Geslicki motioned, seconded by Member Schofield, to approve the minutes 23 of the September 23, 2013 meeting as presented. On voice vote, the minutes were 24 approved. 25 26 3. General Public Comments 27 There were no comments from the audience. 28 29 4. Public Hearing and Consideration of Petition: 30 Chairman Pro Tem Craig announced that the docket would first be heard in the 31 public hearing portion of the meeting. ZBA deliberation and decision regarding the 32 docket would occur immediately following the hearing, during the regular meeting. 33 If members of the audience are not able to stay for the regular meeting they can 34 contact the Zoning Administrator the next day for the results. Petitioners will be 35 sworn in, and should address the Board. Neighbors within 250 feet were notified of 36 each petition. As required by state statute, the hearing notice for all dockets was 37 published in the 10-10-2013 Pioneer Press. 38 39 DOCKET NO. 13-Z-13 – Petition by James Isberner, 2120 Greenview Road, Northbrook, 40 IL 60062, on behalf of Robert and Bonnie Kaplan, with Bonnie Kaplan as sole Trustee 41 for the property owner, Bonnie Kaplan Trust, for A) A variation to reduce the required 42 front yard setback (as determined by averaging) from 80.77’ to 30.90’, and B) A 43 variation to reduce the required north interior side yard setback from 12.00’ to 10.72’ 44 on the R-2 Single Family Residential property commonly known as 2020 Second Street 45 (04-16-401-024). The purpose of the variations is to construct a second floor addition 46 over a portion of the existing first floor. Minutes of a Regular Zoning Board of Appeals Meeting October 28, 2013 1 2 Mr. James Isberner spoke. The proposal is for a second floor addition on top of part 3 of the house. He is the general contractor. The owner is not present. They are 4 requesting a variation to reduce the required front yard setback, as determined by 5 averaging, from 80.77’ to 30.90’. The Applicant is also requesting a variation to reduce 6 the required north interior side yard setback from 12.00’ to 10.72’. 7 8 Chair Pro Tem Craig asked if the addition was over the existing footprint? Mr. 9 Isberner replied yes. Chairman Pro Tem Craig asked if the neighbors support the 10 project. Mr. Isberner replied yes. The property has been vacant for two years. They 11 will be reducing the amount of impervious ground coverage on the property. The 12 work significantly improves the present appearance of the property. Chairman Pro 13 Tem Craig asked if the amount of grass on the property would increase. Mr. 14 Isberner responded yes. 15 16 Member Schofield commented the site currently looks awful. Is the structure worth 17 saving? Contractor Isberner responded the site had an overgrown yard, which 18 worsened its appearance. They are adding new siding, replacing the roof, and 19 repairing foundation cracks. Member Schofield asked if the house had a partial 20 basement? Mr. Isberner replied yes. Member Schofield commented the renovation 21 will be an improvement. 22 23 Member Geslicki stated the exterior is underwhelming at the moment. While this is 24 not related to the variation request, he would like to know what changes will be 25 made. Contractor Isberner explained the exterior will significantly improve. He is 26 using color-contrast siding, among other improvements. 27 28 Member Lown had no questions. 29 30 Contractor Isberner concluded by saying this will be a real improvement for the 31 neighborhood. The home will not longer be an eyesore. 32 33 Member Schofield, seconded by Member Geslicki, motioned to close the public 34 hearing. Ayes: (4) Members Geslicki, Lown, Schofield, and Craig; Nays (0). 5 6 Chairman Pro Tem Craig stated he is looking forward to seeing the house when it’s 7 completed. 8 9 5. Adjourn 16 There being no further business, Member Schofield, seconded by Member Geslicki, 17 moved to adjourn the meeting. On voice vote, the motion carried.
