CITY OF NORWALK ADA TRANSITION COMMITTEE REGULAR MEETING MAY 15, 2018 ATTENDANCE: Carol Frank, Chair; Beatrice Winter, Mary Geake, Jonathan Brown, Daisy Franklin; Bancroft Daley (1:54 p.m.) STAFF: Adam Bovilsky, Human Relations/Fair Rent Director; Darlene Young, Program Coordinator CALL TO ORDER Ms. Frank called the meeting to order at 1:37 p.m. A quorum was present. APPROVAL OF THE MINUTES March 5, 2018 ** MS. GEAKE MOVED TO APPROVE THE MINUTES OF MARCH 5, 2018. ** MS. WINTER SECONDED. ** THE MOTION TO APPROVE THE MINUTES OF MARCH 5, 2018 AS SUBMITTED PASSED UNANIMOUSLY. UPDATES. a. Senior Center Bathroom Renovation Ms. Winter reported that the bathroom exhaust fans have been covered, but are still very noisy. The contractor will be coming back to make adjustments and finish the punch list. The contractor will not be paid until all the items on the punch list are completed. Ms. Young said that the fan noise is a result of the size of the room and the exhaust needed to be that large to handle the job. Discussion followed. b. Concert Hall Ms. Young said that the Concert Hall is now 20% completed. The hand rails have not yet been installed. The discussion moved to the handicapped bathrooms on the second floor in City Hall. c. NPS Projects City of Norwalk ADA Transition Committee Regular Meeting May 15, 2018 Page 1 The project work started on May 2nd. Ms. Young said that the hold up has been the weather. A schedule has been created and the completion date is listed as September 22nd. Norwalk High School will be done first since it the largest of the two projects. d. Approved 2018-19 Fiscal Year Capital budget Ms. Young reported that they had received approval for $110,000 budget. She distributed copies of the final budget. Mr. Bovilsky pointed out that the Cranbury bathroom had originally been a joint effort between Recreation and Parks and ADA, but the Finance Department wanted all the money for the Project in one building. Mr. Brown noticed that the March minutes indicated that $110,000 was for that project alone. Mr. Bovilsky said that the $110,000 was the total budget and included the bathroom project, which would cost approximately $50,000. Mr. Bancroft Daley joined the meeting at 1:54 p.m. e. Accessible Path from City Hall to Health Department. Mr. Bovilsky said that this project has been a frustration for him. When he met with the Public Works Department, they suggested have Public Works surveyor the plot the area. When Mr. Bovilsky approached Public Works about this, the Chief Engineer felt that their department may be able to handle the project. The Chief Engineer added that they had not coordinated enough with the ADA Committee about these types of projects. Mr. Brown suggested that the group go over to the Health Department and walk the area. Mr. Bovilsky said that the Chief Engineer had several suggestions. He used the white board to show where the different buildings were in relation to the parking areas and the changes in topography. ** MS. FRANKLIN MOVED TO SUSPEND THE RULES TO ADD TO AN ITEM TO THE AGENDA. ** MS. WHITE SECONDED. ** THE MOTION PASSED UNANIMOUSLY. ** MS. GEAKE MOVED TO ADD OLD BUSINESS TO THE AGENDA. ** MS. WHITE SECONDED. ** THE MOTION PASSED UNANIMOUSLY. OLD BUSINESS Mr. Brown asked what the status was with the Assisted Listening Devices project. Mr. Bovilsky said that he would like Mr. Brown's thoughts on the situation. Mr. Brown commented that the local Hearing Loss Association president had been to a number of other testing sites and had not been satisfied with any of the systems. He said that he felt that there needed a more realistic test for the systems such as the Council Chambers. Mr. City of Norwalk ADA Transition Committee Regular Meeting May 15, 2018 Page 2 Bovilsky said that he would be happy if Mr. Brown helped design a stress test for the areas. Discussion followed. NEW BUSINESS a. Brick Paver crosswalks - Letter from Committee Mr. Bovilsky said that the staff wanted to discuss the Redevelopment's proposal to install brick pavers crosswalks in different locations. He said that when the pavers are in ADA compliance, but over time, they become an ADA obstacle or a hazard. He suggested that the Committee look for areas where the pavers are not in good repair. Discussion followed. ** MS. FRANKLIN MOVED TO AUTHORIZE THE CHAIR TO SIGN A LETTER REGARDING BRICK PAVERS TO BE SENT TO THE HEAD OF REDEVELOPMENT, THE MAYOR AND THE PUBLIC WORKS DIRECTOR. Mr. Brown asked about the telephone poles in the middle of sidewalks. Mr. Bovilsky explained that telephones are handled by the utilities and there are certain requirements that govern the location of those poles. Discussion followed. ** MR. DARBY SECONDED. ** THE MOTION PASSED UNANIMOUSLY. b. Potential ADA Committee member - Samuel Pride Mr. Bovilsky said that Mr. Pride, who is legally blind, had recently joined the Fair Rent Commission. He suggested that Mr. Pride may be an excellent candidate for the Committee. Ms. Frank said that she had no problem adding Mr. Pride. This was agreeable to all. Ms. Frank requested that Mr. Bovilsky ask Mr. Samuel Pride join the Committee. Mr. Darby left the meeting at 2:40 p.m. UPCOMING MEETING DATES/TIMES Mr. Bovilsky said that the next thing was the preparation for the next Capital Budget. It was agreed to schedule the next meeting on Tuesday, August 28th at 1:30 p.m. ADJOURNMENT ** MS. FRANKLIN MOVED TO ADJOURN. ** MS. WINTER SECONDED.
