CALL TO ORDER
Ms. Frank called the meeting to order at 1:32 p.m. A quorum was present.
APPROVAL OF MEETING MINUTES.
October 25, 2018
** MR. BROWN MOVED THE MINUTES OF OCTOBER 25, 2018.
** MR. PRIDE SECONDED.
** THE MOTION TO APPROVE THE MINUTES OF OCTOBER 25, 2018 AS
SUBMITTED PASSED UNANIMOUSLY.
NEW BUSINESS
Ms. Frank asked about status of the walkway project between City Hall and the Health
Department. Ms. Keegan said that the walkway was not part of this year's budget. The
Wolfpit Elementary School would be done in the coming fiscal year.
Ms. Young explained that the staff will need to have someone come in to do a
presentation about the walkway. There are still funds available but this request would be
in additional to the funds already available.
Ms. Young directed everyone's attention to the photograph of the wooden access ramp at
Wolfpit School which is deteriorating. Ms. Young said that they would be replacing the
ramp with a concrete one similar to the one at NHS. The project will go out to an RFP
bid for design with the specifications for the ramp, including the type of material for the
railing. Mr. Pride suggested that if the NHS ramp was working well, it would be good to
be consistent. Ms. Young reminded everyone that the City requires an RFP, but the City
can keep the same specs and materials. Discussion followed.

The Committee then reviewed the side of the Wolfpit school building where the
classroom doors lead directly outside to the grass. A concrete landing will be installed.
The repairs on the parking lot have already been completed.
The discussion the moved to access for the bathroom at Veteran's Park. There was a
question regarding which buildings were involved. Ms. Young said that she will confirm
which of the structures is involved. Mr. Brown reminded everyone that if this is a new
structure, it would be outside of the scope of the ADA Committee.
Mr. Pride said that it would be good to check with Eversource because there was just a
major issue with running a power line underneath the newly replaced Visitor's Dock. Ms.
Young said that it would be important to verify that this project would not be demolished
or renovated. Discussion followed.
Ms. Keegan reminded everyone that many of the projects involve the BOE. Many of the
schools are slated for major renovations, so those projects can be handled when the
renovations are underway. Wolfpit School is not part of any of the upcoming BOE
renovation plans. The budget is due today and the Committee needs to approve the
proposed request.
** MS. FRANKLIN MOVED TO REQUEST FOR $150,000 FOR THE
UPCOMING 2019-2020 CAPITAL BUDGET PLAN.
** MR. PRIDE SECONDED.
** THE MOTION PASSED UNANIMOUSLY.
UPCOMING MEETING DATES AND TIMES
Ms. Frank said that the next meeting will be scheduled for March. She said that she
would like to have someone to come in from the Public Works Department and present
the plans for a potential walkway between the Health Department and City Hall. Ms.
Young said that she had spoken with Lisa Burns in DPW and that Ms. Young would
work on having the DPW staff come in for a presentation.
Mr. Brown asked about the ALD support. Ms. Young said that the Departments were
asked to include the fact that ADL devices were available to their meeting agendas. Mr.
Pride pointed out that the Health Department, the Police Department and the City have
their own Facebook pages and suggested they include the same information. Ms. Young
said that running an ad in the Hour would cost. Ms. Frank asked if the churches and
synagogues might be willing to include the information in their bill boards and/or
programs.
Mr. Brown expressed concerns that while the devices are available, there needs to be
someone who is available to tell people how to use them. Ms. Frank suggested having

some staggered open houses for the devices. Discussion followed about reaching out to
the residents to let everyone know about the listening devices.
