City of Norwalk Norwalk Bike/Walk Taskforce Meeting Minutes September 6, 2016, 6:00pm Health Department, 2nd Floor Library 137 East Avenue, Norwalk CT 06851 Attendees: Mike Mushak, Gunnar Waldman, Tim Callahan, Nancy Rosett, Colin Grotheer, Kevin Kane, Jonathan McMenamin-Balano, Nancy Chapman (Nancy on Norwalk) Start time: 6:01pm 1. Dorlands Terrace Condo Association representative/member Ted Zactar(?sp) raised question then open forum to discuss how best to engage Dorlands on updates and process regarding Grumman bike lane plan. Task Force members explained history, goals and methods used when pursuing bike/ped enhancements. KK noted Ted's email is theodoreroof@aol.com and Task Force would work to include him on future plans and communications. Further discussion and input from Ted tabled to end of meeting for general Q&A. 2. Route between Darien RR station and NCC a. Meeting time in works to discuss options; Tim leading plans to connect and Nancy noted correction that Jayme Stevenson not Susan Marks is Darien Selectwoman b. John McMenamin-Balano assisting with recruiting students and staff to actually riding the route options to provide input on what is ideal route 3. Complete Streets Ordinance a. Nancy R said draft is complete with input from Town Attorney, refining with DPW input, awaiting to get meeting with Mayor as a pre-run to review content and progress 4. Grant application rejected a. Additional option - Town grant writer investigating Federal Program called FAST Fixing America's Surface Transportation - http://www.fhwa.dot.gov/fastact/ the Act authorizes $305 billion over fiscal years 2016 through 2020 5. Bike Share Programs a. Tom Glendenning from eThink http://e3think.com/ presented concept for what a bike share program would entail in Norwalk. b. Not final, merely a concept to consider with a number of questions and priorities to consider c. <<BikeShareOverview_Norwalk 090116.pdf>> d. David Reid from Zagster http://www.zagster.com/ hosting a meeting in Stamford Sept16 and will come to Norwalk following that meeting to talk with any interested task force members. 6. Citizens Engagement Card a. Colin working on questions and content; KK to revisit with Colin. May have to table to Spring 2017 7. Intersection of West and Wall a. Colin still working on position statement - potentially tailored towards/for DPW 8. Task Force Logo a. Jonathan M-B indicated 1 dedicated student allocated to champion with other NCC students b. Could meet with Task Force as early as week of Sept16; will need to check schedules 9. Peter presented slides of bicycle facilities from his recent trip to Europe Meeting ended at 7:30pm. Remaining members of BWTF and public had general discussion and Q&A about various bike/ped matters in town and 1:1 visits.
