CONNPAC Meeting Minutes
Date: April 2, 2009
Location: Department of Public Safety, Middletown, CT
Attendees: Coventry, POST, CSP, CSPAAEF, State Capitol, Danbury,
Bethel, New Canaan, Enfield, Norwalk
Secretary’s report: M. Palmer presented the minutes of the March 5, 09
meeting for review. Motion made by S. Holland and seconded by V.
Demais to accept the minutes as presented. Vote: Unanimous.
Treasurer’s Report: M. Palmer waived a treasurer’s report due to no
change in the finances since the last meeting.
Announcements:
The following awards were made at the March 5th POST Council meeting:
Teir III Bethel PD, West Haven PD, and Coventry PD
Teir II Darien PD
Farmington PD’s CALEA onsite is scheduled for April 4th-7th. M. Palmer
will attend the public hearing on April 6th, to represent CONNPAC.
Branford PD’s CALEA onsite is scheduled for April 25th-28th. M. Palmer
will attempt to find a CONNPAC representative to attend the public hearing.
Wethersfield should be having an onsite soon, since Enfield assisted with a
Mock for them about one month ago.
MASS PAC is holding a spring conference April 7th- 9th.
The following awards were made at the March CALEA conference:
State Capitol PD, UCONN PD, Manchester PD and Norwalk PD
March CALEA Conference: Beta on-sites are no longer optional. CALEA
states there should be a maximum of 280 mail off files, however Farmington
had to mail off 340 files. The Beta on-sites will be held Saturday to
Tuesday, with Saturday being a work day, instead of just travel. CALEA
instituted the Beta on-sites for cost savings as well as a shortage of
assessors.
Assessor Training: V. Demais distributed informational sheet on CALEA
interpretation of Processing and Temporary Detention – Chapter 71.
CALEA’s interpretation is that when dealing with detainees outside of a
secure environment. Agencies must carefully assess their agencies function
to determine if only processing is being conducted or if detention occurs. If
the detainee is out of sight at all during the processing function, then
temporary detention occurs. If ONLY processing is occurring the following
standards are applicable: 71.1.1, 71.5.1 and possibly 71.3.2. If a detainee is
left unattended for any amount of time, then the agency must comply with
all of Chapter 71.
CALEA Standard 84.1.6: V. DeMais reports CALEA is finding many
agencies trying to combine the unannounced inspection with the full annual
audit of the property room. The inspections can not be combined and there
needs to be two separate reports. M. Palmer states he makes sure a check of
the policy and the cleanliness of the area are part of the unannounced
inspection. T. LeMay states in the past if the policy stated the unannounced
and annual inspections were conducted together then they could be
combined in one report. It appears this is no longer an option.
New Business:
T. LeMay has formed a committee to review the current POST standards and
make recommendations for revision. 25-30 standards are being reviewed by
the committee, with hopes of bringing recommendations to the POST
Council by the end of the summer.
Grants: M. Palmer suggests some of the documentation compiled while
applying for the law enforcement grants can be used to satisfy POST
standards 3.2.34 and 3.2.35 and CALEA standards 15.1.1 and 15.1.3.
2011 CALEA Conference: The contract with CALEA has not yet been
signed and Jim Brown did not make a site inspection. Dr. Lee and Kevin
Dillan are committed to training classes in the event the conference is held in
Connecticut. T. LeMay requests recommendations for potential
trainers/classes.
M. Daly reports she has been working closely with the Attorney General
sharing Accreditation files to help limit liability in litigation.
M. Palmer advises the statues on Biased Based Profiling statistics is still in
affect and they must be sent to the Chief States Attorney’s Officer and the
African American Affairs Committee.
