CONNPAC MEETING MINUTES Date: June 4, 2009 Time: 10:00 am Location: Department of Public Safety, Middletown Attendees: Farmington, Enfield, CSP, UCONN, Berlin, Monroe, Ridgefield, Darien, Danbury, Bethel, Manchester, POST C, Norwalk Secretary’s Report: M. Palmer presented the minutes of the April 2, 2009, meeting for review. Motion made by K. Roberto and seconded by M. Daly to accept as presented. Vote: Unanimous. Treasurer’s Report: L. Carlin reported a balance of $3,199.55, with no outstanding bills or expenses. L. Carlin will be updating the list of agencies with outstanding dues. Motion to accept the treasurer’s report as presented. Vote: Unanimous. New Business M. Palmer received a request from Christine Crocker from RIPAC for support in Warwick, RI’s bid to host the 2012 CALEA conference. M. Palmer read the letter he sent to C. Crocker in May on behalf of the CONNPAC agreeing to assist RIPAC. Announcements State Police onsite will be in December – will require assistance of the CONNPAC in the summer with a Mock Berlin onsite will be in December – will require assistance of the CONNPAC in the summer for a Mock. All CALEA onsites are now Saturday through Tuesday. The increase in mail off files makes the mocks even more important to assist agencies in being prepared for the assessments. T. Lemay reports State printing is now taking over the printing of the State Accreditation certificates which might delay them being sent out to the agencies. The state committee looked at approximately 20 to 25 standards to change/clean up. The standard numbers will not change but there will be a grouping system to group like standards together. The information will be going out to the CONNPAC soon. POST website can be very helpful for State Accreditation. All forms needed can be found on the website. J. Toribio advises Manchester had difficulty with standard 44.2.3, Juvenile Interrogation at their onsite. They will share new language that was accepted by the assessors with any agencies requesting it. Old Business There is still no contract between MGM and CALEA. M. Palmer speaks with Chief Collins and Jim Brown weekly for updates. MGM will pay $25,000. for transportation and the CONNPAC will provide people at the airport. A few months before the conference CONNPAC will put up a webpage with conference information including hotel and transportation arrangements. Funds from CALEA will be used by host agencies for host agency night. MGM will provide the rooms for hospitality suites however there will be a corking fee for all alcohol brought in. New Business State Police EAP program up for bid. They are requesting RFP’s from anyone who might have them. Farmington and Manchester both have new Chief of Police. Anyone with suggestions for training sessions email M. Palmer. Chapter 42 new standards – can use red book as written directive. Motion to adjourn made by T. Lemay and seconded by M. Daly.
